About this file

This amendment modifies a request for proposal to manage and operate the Scranton Army Ammunition Plant and produce 155mm M795 projectiles and 120mm mortar shells. Key details include:

  • The amendment provides responses to 26 questions from offerors, updates several attachments and drawings, and extends the proposal due date from September 26 to October 26, 2017. Updated attachments include facility drawings, price matrix, security and environmental PWS, GFP lists, and PPQs.

  • The amendment clarifies contractor investment requirements, security procedures, packaging requirements for 120mm shells, and that ongoing production will complete before new contractor assumes responsibility. It also updates minimum production rates and confirms contract types for M795 and 120mm shells.

QUESTIONS AND ANSWERS

Q1. Reference W15QKN-17-R-0018, page 2, Acquisition Strategy states that the acquisition strategy will be to award a Combination contract consisting of IDIQ CLINs for the M795 projectile metal parts and an ID Requirements CLINs for the family of 120mm mortar shell bodies. Discussions during the Industry Day meetings indicated that the contract type would be ID Requirements for both M795 and the

120mm family of mortars. Will the M795 also be a Requirements type contract?

A1. No, the M795 will be an IDIQ contract as stated in W52P1J-15-R0023, Section A Executive Summary, Para No. 6 and W15QKN-17-

R-0018, Section A, Para No. 2 Acquisition Strategy.

Q2. Reference W15QKN-17-R-0023, Section J, List of Attachments, which includes Attachment 0002, W15QKN-17-R-0018 CDRLS A001 - A031.

Does solicitation W52P1J-15-R-0023 have its own set of CDRLs?

A2. Yes, W52P1J-15-R-0023 has its own set of CDRLs which are identified as Exhibits A-M as set forth on page 40

Q3. Reference Attachment 0028, Facility Drawings:

a. Is all of the equipment identified on the Equipment List included/identified on the Facility drawings (excluding equipment identified at other storage facilities)?

A3a. It is the Governments intent that the Facility Drawings include/identify all of the equipment included on the Equipment

List; however, there may be a few rare exceptions for equipment that has been laid away for an extended period that is being stored in the subway.

b. Is all of the equipment shown on the Facility Drawings government owned?

A3b. Attachment 0028, Facility Drawings has been updated to REV A dated 29 August 2017. All equipment shown on REV A is

Government owned.

c. Reference the Equipment Lists, Attachments 0024 - 0027, would the Government provide all corresponding numbers for each piece of equipment as marked on the drawings in Attachment 0028, Facility Drawings? It appears that not all GFP are listed with Asset ID/HAM on the facility drawings/layouts; however, all are marked with other associated numbers.

A3c. The Government will not provide any additional tracking or identification numbers for the equipment included on the

Equipment Lists, Attachments 0024 0027 or the Facility Drawings, Attachment 0028. Offerors have sufficient information available with the identification numbers already provided to adequately support a proposal.

Q4. Reference W15QKN-17-R-0018, some of the rates between Section F and Section L appear to be contradictory as set forth below.

Please clarify.

a. Section F, page 85, production is listed at the following minimum monthly rates:

5,000 M795

10,000 120MM HE

10,000 120MM FRPC

2,500 120MM SMOKE

5,000 120MM ILLUM

b. Section L, page 6, 4.2.1.6 Throughput Analysis identifies a rate of:

10,000-13,500 M795

c. Section L, page 8, 4.2.2.6 Throughput Analysis identifies a rate of:

12,000 120MM HE

12,000 120MM FRPC

1,500 120MM SMOKE

2,000 120MM ILLUM

A4. RFP W15QKN-17-R-0018, Section F, page 85 identifies the minimum monthly production rates, while the quantities stated in the Throughput Analysis from Section L, page 6, 4.2.1.6 and 4.2.2.6 are for evaluation purposes.

For the M795, the quantities stated in both Sections F and L are correct.

For the 120mm Illuminating Front/Rear Cartridge Shell Bodies, the minimum monthly production rate in Section F of 5,000 is

3 9

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

actually the total of 2,500 fronts and 2,500 rears, which is consistent with Section L, Page 8, 4.2.2.6. Section F has been updated to clarify this, see Amendment 0001.

For the 120mm WP Smoke Shell Bodies, Section F contains an error. The minimum monthly production rate is 1,500. Section F has been updated to correct the error, see Amendment 0001.

Q5. Reference W52P1J-15-R-0023, Section C, Page 9, Contractor Investment If the awardee does not plan to utilize all of the SCAAP facility in support of the production contract, will the contractor still be responsible for the Contractor Annual Investment of $2M?

A5. Yes, regardless of the place of performance, the successful offeror will be responsible for meeting the Contractor

Investment as defined in W52P1J-15-R-0023, Section C, Page 9, Narrative C0002.

Q6. Are Exhibits A through AG, the CDLRS listed for Solicitation W15QKN-17-R-0018 in Section J, the same as the Attachment 0002 CDRLs for Solicitation W521J-15-R-0023?

A6. Exhibits A through AG, the CDRLs listed for W15QKN-17-R-0018, are contained on pages 1-31 of Attachment 0002 for W52P1J-15-

R-0023.

Q7. Attachments 0001 - 0012 of Solicitation W15QKN-17-R-0018 appear to be packaged behind the Attachment 0002 CDRLS of Solicitation

W52P1J-15-R-0023. Is the Attachment 0010 Price Matrix of Solicitation W15QKN-17-R-0018 intended to be the same as the Attachment 0005

Price Matrix of Solicitation W521J-15-R-0023? Why does the Attachment 0010 Price Matrix of Solicitation W15QKN-17-R-0018 only have one tab displayed while Attachment 0005 of Solicitation W521J-15-R-0023 has 10 tabs? Please confirm that the pricing matrix referred to in both RFPs is Attachment 0005 Price Matrix, and that this complete attachment satisfies both the Facility and Production Pricing requirements of this proposal. Coincidentally, the headers in these worksheets are mislabeled "W15QKN-17-R-0008" rather than "W15QKN-17-

R-0018."

A7. Yes, Attachment 0010 of W15QKN-17-R-0018 is identical to Attachment 0005 of W52P1J-15-R-0023. Offerors are only permitted to submit one Price Matrix in response to the RFP (inclusive of both W52P1J-15-R0023 and W15QKN-17-R-0018). Attachment 0005 of

W52P1J-15-R-0023 should be used in its fully executable Excel format. Attachment 0005 of W52P1J-15-R-0023 is hereby updated to

REV A dated 25 August 2017.

Q8. Reference W52P1J-15-R-0023, the Armament Retooling and Manufacturing Support (ARMS) program is identified as a direct PWS, yet there is no CLIN identified in Section B of the Property Management RFP or in Attachment 0005 Price Matrix. Attachment 0013 includes significant efforts in marketing and administration that the Offeror is to fulfill even if efforts are unsuccessful in generating offsetting revenue. Where is the contractor to include the cost of these recurring activities in this proposal?

A8. The ARM PWS, Attachment 0013, Para 7.2 states, "To compensate the Contractor for first year, and establish an initial

Baseline, the Government will provide a fixed payment to the Contractor of $100,000 (ARMS appropriated funds). Beginning with the second year, compensation will be limited to the compensation plan outlined in the table above (Table 1)." Offerors are not allowed to propose a price and as such, there is no CLIN identified on the Price Matrix. The successful offeror will be awarded a firm fixed price of $100,000 in accordance with the PWS.

Q9. Reference W52P1J-15-R-0023, in the case where an unforeseen national event triggers a Delta threat level for a prolonged period

(say 3 months or more), can the contractor assume this will be handled as a force majeure event, and is eligible for contractual relief from the Government?

A9. The Security PWS, Attachment 0009, Para 2.16 is intended to address this type or similar situation. Attachment 0009 of

W52P1J-15-R-0023 is hereby updated to REV A dated 31 August 2017 to provide clarification.

Q10. Reference W52P1J-15-R-0023, Section C, Narrative C0002, Contractor Investment includes the following language:

"All contractor investments satisfying this requirement become Government property at time of purchase and/or upon execution."

Will the Government please explain what types of expenses are considered contractor investments? For example, would this include equipment, material, and labor to create capability of improve capacity. Does this investment require preapproval from the Government?

A10. Types of expenses that are considered contractor investments consist of purchases, repairs, and/or upgrades to include associated materials and labor. Profit is an unallowable expense on any equipment purchases and will not be allowed on any contractor investment. Please see Section C, C0002, Contractor Investment which has been revised to provide further clarification.

Q11. Reference W52P1J-15-R-0023, The PPQ for the facilities operations states, "the Offeror must complete Sections IIA and IIB for each

Past Performance;" however, Section IIA says, "Please Rate This Contractor With Respect to..." It seems this Section should be completed by the PPQ respondent and not the Offeror. Is there a Section missing in the PPQ for the Offeror/Contractor should be completing?

4 9

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

A11. Attachment 0021 of W52P1J-15-R-0023 is hereby updated to REV A dated 25 August 2017. This revision corrects the error noted.

Q12. In the event that the USG does not order production in a given ordering period, GFM at the Scranton facility that would normally be employed would essentially become idle. Will the Government consider adding a MIF line for unemployed yet fully maintained idle production lines, or is Government leaving this up to the bidding contractors to decide whether to include this type of cost in LIF\MIF as a competitive pricing decision?

A12. The Government will not be adding a MIF line for unemployed yet fully maintained idle production lines. How an offeror chooses to propose LIF and MIF costs is a business decision to be made by the offeror.

Q13. Similar to the previous question, since the duration of the Facility Management RFP does not align with the Production RFP, is there anything preventing the Offeror from proposing complete layaway of the Scranton facility in year 10 LIF and adjust MIF commensurately for years 11-15? Alternatively, in terms of unbalanced pricing of production CLINs, has the Government taken into account in its ICE that Offerors will most likely build 15 years of government owned facilities operation and maintenance into a max 10-year production IDIQ bid, and this may very well duplicate costs across product lines and ordering years to ensure risk is satisfactorily balanced?

A13. No, there is nothing preventing Offerors from proposing complete layaway of the facility in year 10 and adjusting MIF accordingly. Each offerors pricing will be evaluated commensurate with its proposal.

Q14. Please confirm our understanding of the obligations of the USG under solicitation W15QKN-17-R-0018 with regard to potential award quantities under the resultant contract with regard to the 120mm family of mortar shells. Specifically, since the resultant contract type will be an indefinite-delivery requirements contract, the USG shall order from the contractor ALL of the Governments requirements for the 120mm family of mortar shells during the life of the contract limited only by the specified contract maximum dollar value (and with the exception of the accelerated delivery exception listed in Clause I-114).

A14. Yes, the CLINs for the 120mm family of mortars are Requirements CLINs. The Government shall order all requirements for the 120mm items identified in this RFP under the contract resulting from this RFP within the specified contract maximum dollar value as identified in FAR Clause 52.216-21 (Requirements).

Q15. Please confirm our understanding of the obligations of the USG under solicitation W15QKN-17-R-0018 with regard to potential award quantities under the resultant contract with regard to the 155mm artillery M795 projectile metal parts assemblies (M795). Specifically, since the contract type will be indefinite-delivery indefinite-quantity contract the USGs obligation will be within stated limits, of supplies or services during a fixed period. Although there are multiple M795 quantities defined in Schedule B of the solicitation, the

USGs M795 award obligation is limited to a minimum of $5 Million for all ten years combined. In other words, once the USG satisfies this

$5 Million obligation, they can satisfy their M795 needs through either the resultant contract or other contractual means.

A15. Yes, the CLINs for the 155mm artillery M795 projectile metal parts are IDIQ CLINs. The Government is only obligated to order the minimum guarantee of $5,000,000.00 for all ten years combined as stated in RFP W15QKN-17-R-0018, Section B Supplies or Services and Prices/Costs, Para 2.

Q16. In order to satisfy the GFP rental factor, is the Offeror required to take into account general PPE located in the Scranton

Facility such as moving equipment, conveyor belts, etc. that do not contribute directly to the physical modification of material inputs or additives (coating/paint) to the end item?

A16. GFP strictly associated with the Scranton facility is not required to be accounted for under the Rental Equivalency.

However, any GFP or PPE made available under a separate contract does need to be accounted for. The rental equivalency factor applies to real property and associated fixtures.

Q17. In light of the extended period of FFP validity from proposal submission to the end of Ordering Period 1, will the Government consider including Ordering Period 1 in the EPA clause for steel and copper? The RFP requires valid pricing for 12 months from the time of proposal submission, and pricing in this Ordering Period must be valid for another 12 months after the initial award. Commodity pricing can therefore be as old as 24 months upon order receipt, and as old as 30 months assuming a 6-month lead time for material during which time the materials industry can levy surcharges.

A17. No, the U.S. Government does not plan to deviate from Clause 52.216-4000, Page 88. Year one will be used as a baseline to determine years 2-5 and 6-10 EPA adjustment.

Q18. Regarding SOW paragraph C.2.1.1.1 Exceptions:

a. Drawing 9327881 is deleted in the list from both the TDP 13023960 (TNT) and TDP 13065011 (IMX) - Please clarify which pallet top is used for the TNT projectile metal parts.

5 9

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

A18a. Error in this section. Per TDP 13023960 (TNT), Drawing 9327881 is the pallet top for the TNT variant. Section C has been updated to correct this error, see Amendment 0001.

b. MIL-DTL-32263A (Cover, Flexible Rotating Band specification) is deleted in the list from both the TDP 13023960 (TNT) and

TDP 13065011 (IMX) - Please clarify if removal of this specification is intended.
