Solicitation Number W50S9F-21-B-0001 F-35 Hangar 406, Madison, Wisconsin
1. Question: Need an updated flooring specification that defines the system mil thickness (standard hangar is 25-mils) if this is a heavy-duty repair hangar may want to consider thicker floor. Topcoard should be a urethane.
Answer: See Amendment 0003 for completely revised Specification 09 67 23.13. See Part 2.2 for response to inquiry.
2. Question: Specification sent does not define type of resinous floor system. Walnut shells can be used as non-slip or for ESD but is outdated technology. Normally 60 grit oxide or glass beads are added for non-slip.
response to inquiry. Intent is smooth meeting specified slip resistance.
3. Question: Is an ESD floor system required to ground out the floor for electronics?
Answer: ESD floor is not required to ground out floor for electronics, and as such is not included in the drawings or specifications.
4. Question: What type of power is available? Requirements; 480 volt, 3 phase, 30 amperes for prep equipment and vacuum equipment.
Answer: Refer to one-line diagram on sheet E-701 for available power needs.
5. Question: What type of markings required on the floor or safety striping?

6. Question: Expected color for the floor?
white color.
7. Question: The spec that was published is for a folding accordion style door but what is drawn is an operable folding panel partition. Please replace the current accordion door spec with the appropriate panel partition spec.
Answer: See Amendment 0003. Delete 10 22 26.13 and Replace with 10 22 39 Folding Panel Partitions
8. Question: Was wondering if you had a plan holders list you could send me for the F35 Hangar Truax Field Project out for bid?
Answer: The Government does not keep plan holders lists. There is a site visit sign in sheet located in beta.sam.gov that has points of contacts. There is also an interested parties tab in beta.sam to look for potential plan holders.
9. Question: What is the overall thickness of the floor 3/16”?
10. Question: Is it to have a smooth finish or light oxide for non-slip?
response to inquiry. Intent is smooth meeting specified slip resistance.
11. Question: What color? If white is selected please add as that affects cost.
white color.
12. Question: What Type of Markings are to be placed back on the epoxy surface?
Answer: See Amendment 0003 Sheet A-131 with color markings shown and completely revised Specification 09 67 23.13 Part 3.2 for Hangar Markings.
13. Question: Due to the thin coating on the current floor we recommend moisture testing to be completed and add alternate to include moisture primer. Specification does not cover that please add.
Answer: See Amendment 0003 for completely revised Specification 09 67 23.13. See Part 2.2.1 for primer and Part 3 for testing.
14. Question: Is this going to be a maintenance hangar? If so the thicker floor system is recommended.
If just a storage hangar for the new F-35 a 30-mil coating is applicable.
Answer: See Amendment 0003 for completely revised Specification 09 67 23.13. See section 2.2 for
15. Question: Please provide geotechnical report for this project. Plan details reference geotechnical report.
Answer: See Amendment 0003 for this report.
16. Question: Please provide detail for Airport Concrete (Concrete Thickness (11” based on reinforcement detail C-504) and Stone Base Requirements)
Answer: For Airport Concrete, this requires looking at both details 4 and 12 on C-504. Detail 12 gives you the thickness you have already listed (“T”= 11.00”). If you refer to detail 4 of the asphalt/concrete construction joint (which refers to that asphalt/airfield concrete) it shows on the concrete side of the detail (to the right) with the “T” depth that is the 11” thickness and the 6” crushed aggregate with compact subgrade underneath. In addition, the dowel length is listed in Detail 12.
17. Question: Please provide detail for Concrete Pad (Concrete Thickness and Base Requirements).
Answer: If this is referring to the pad on the southwest side of the building with the limestone, refer to detail 9/C-502 for the concrete sidewalk detail. Please clarify if you are discussing a different location.
18. Question: Is it the intention that areas noted as Restoration Areas are to be topsoil and seeded? Or replaced with what was existing, unless noted otherwise?
Answer: See Amendment 0003 revised sheets C-101 and C-121 where Restoration Area has been noted uniformly and defined by Note 1. Amendment 0003 also includes a revised Section 329219 that deleted the former Part 2.4 Mulch and Part 2.4.1 Straw.
19. Question: How is oil/water separator tank anchored? C-141 has note referencing detail 1/C-501 but there is no anchoring information.
Answer: Since the oil/water separator is a concrete tank, it only needs to be anchored by a given thickness for its concrete foundation. A buoyancy calculator was used from the National Precast Concrete Association to verify that if we had an empty tank with a 6” foundation thickness (as shown in 1/C-501) there would be no uplift in the tank with the ground water being 6’ below the surface.
20. Question: For hydrant on South corner of site, is it intended that this will be a live tap or will a shutdown be allowed for the tie in?
Answer: All coordination for water main connections should be done with the Madison Water Utility. The person to contact at the water utility is:
Jeff Belshaw Construction Supervisor Jbelshaw@madisonwater.org
(O) 608-261-7087
(M) 608-206-3856
21. Question: For the F-35 Alter Hangar 406 project, will the Wi Air National Guard be requesting a time lapse camera to document and monitor the project?
Answer: A time-lapse camera is not required per the solicitation; however, may be used if intended to document as-built conditions. All costs associated with this equipment should be incidental to the contractor and the Government is not liable for the equipment.
22. Question: The solicitation states that this procurement is being solicited as unrestricted. Further it states the size standard is $39.5m average annual revenue for the past three (3) years. Which statement applies to this project?
Answer: Unrestricted means large and small businesses can submit a bid. The size standard means a small business must have a revenue of $39M for the past 3 years.
23. Questions: Specification 07 27 26 – 2.1.1.C “Vapor Impermeable Membrane.” The use of this class Membrane Air Barrier, may negate the use of Trowel Applied Adhesive, pending Manufacturer review. A different form of vertical Gun grade foam/adhesive may be required instead. Please confirm the use of Vapor Impermeable vs standard (Permeable) EIFS Fluid Applied Weather Barrier, will be required behind EIFS cladding.
Answer: See Amendment 0003. Revised Section 07 27 26 Part 2.1.1.c change from vapor impermeable membrane to vapor permeable membrane meeting Class II or lower.
24. Questions: Project documents have conflicting requirements for EIFS systems. Two areas of project documents call for adhered EIFS systems which conforms to Manufacturers Specifications and recommendations for EIFS Drainage systems. However, another section of the specification calls for mechanically fastened EIFS systems.
• ADHESIVE: Spec 072400-3.3.2.2 Adhesively Fastened Insulation Boards: “Apply insulation board using adhesive spread with a notched trowel to the back of the insulation boards in accordance with manufacturers instructions”.
• ADHESIVE: Detail 13 on A-501 “Troweled adhesive to promote drainage”.
• FASTENERS: Spec 072400-2.5.2.C Refers to “Preform channels …insulation board or …polypropylene lath.. etc..”. With preform channel openings, the insulation board creates problems at window/door heads, and at junctures with other claddings etc… This type of insulation board compromises Troweled Adhesive installation. Using a polypropylene lath spacer would require mechanically anchoring through the Fluid Applied Membrane, and therefore invalidate such a barrier. Please confirm/clarify the intent is to use Adhered EIFS systems that conform with Manufacturer’s Specifications and recommendations for EIFS Drainage Systems.
Answer: See Amendment 0003 for revised Section 07 24 00 where Parts 2.5 and 3.3.2.1 regarding Mechanical fastening requirements deleted. Changed revised Section 07 24 00 Part 2.4.2 c. to: " Drainage: Vertical troweled on adhesive providing channels for moisture drainage, or other drainage medium as required by manufacturer for their system."
25. Question: Specification Section 07 24 00-1.2.2.3 – “Impact Resistance” sub paragraph a. calls for “High Impact” class rating for EIFS. Typically the high impact rating is limited to a specified height above grade. Please clarify if the High Impact EIFS installation is intended to be on the entire EIFS cladding, or to a specified elevation above grade. Please indicate dimension above finish grade if that is the case.
Answer: See Amendment 0003. Revised Sheet A-201 added Key Note 4.221 - "PROVIDE HIGH
IMPACT RESISTANT EIFS WHERE EXPOSED TO PEDESTRIAN AND VEHICULAR TRAFFIC AND NOT
PROTECTED BY MASONRY VENEER, UP TO FIRST REVEAL , APPROX 7'-8" ABOVE GRADE,", EIFS above the masonry veneer can be Standard Impact Resistance EIFS.
