RFI Question 1: Is there a possibility of moving the bid date to late January? The upcoming holidays will greatly impact our ability to get subcontractor pricing in time for a 6 January 2020 bid date.

Answer 1: New bid due date is 23 Jan 2020.

RFI Question 2: The end of year timing of this highly complex project will reduce participation among subcontractors, many of which are not in the office for the holiday season. As such, it will be difficult to obtain competitive pricing from all of the different trades by 6 January 2020. In order to obtain the most competitive and accurate pricing, we strongly recommend extending the close of the solicitation to 27 January 2020.

RFI Question 3: Coiling doors Section 08 33 23. For doors 127A, 125B, 123B, 123D, 123E. The door schedule indicates these to be lead lined, but plans and spec indicates otherwise. Please Confirm that the spec is accurate showing 18 ga. Galvanized steel curtain

Answer 3. See Spec section 13 49 10 – 2.7 refers to Lead-lined doors and frames. These doors (127A, 125B, 123B, 123D, 123E) shall be ATFP rated and insulated, NOT to be lead lined. Curtain and hanging systems are to be in place at doors 123B, D and E.

RFI Question 4: We are planning to bid section 33 32 16 Package Utility Wastewater Pumping Stations.

There are no flow or discharge pressure requirements listed. Are there any available?

Answer 4. Detail 4 on project plan sheet C-502 identifies the use of 1hp pumps. Both pumps are 1hp, either 120v or 240v. Attached to this RFI response is an example packaged grinder pump station, an approved equal may alternatively be used. The packaged system pumps are per the manufacturer in accordance with section ‘33 32 16 – 2.3 Pump Motor’.

Sewage flow calculations are attached (Attch 1). Explosion proofing requirements identified under 33 32 16 section 2.2. The E/one example contains discharge pressures and associated flows.

Grinder pump working pressure requirements are outlined in 33 32 16.

RFI Question 5: Will the government please identify the significant changes to specifications that were made in the determination to re-solicit the Corrosion Control Hanger? With over 2000 pages of specs/drawings and to provide full transparency, at minimum, please cite the Divisions and Sections where these changes can be identified and addressed.

Answer 5. The significant changes is adding two options. One option to construct a temporary haul road and another to demolish and restore temp haul road.

RFI Question 8: Is there a detail showing how the lead lining is to be attached to the hanger siding and columns?

Answer 8. Detail 03/A-141 shows detail of exterior wall with lead lining. Since the columns are interior to the lead-lined wall panels they will not need to be wrapped in lead. The lead lining can be overlapped as in the detail or butt joined with a 2” strip of lead covering the butt joint. Section 13 49 10, describes the method of attachment.

RFI Question 9: Per SECTION 13 49 10; Item 3.2 LEAD-LINED PANELS States, “Lead-lined panels shall be butt-jointed and shall be placed over supports with lead linings placed next to supports.”

a. Where does this condition exist and what detail will reflect this?

b. All details in sheets A-501, A-502, A-503 and A-504 only reflect either lead sheet or lead lined GWB.

Answer 9. a. Detail 1/A-142 (At Gypsum Board Joints) show the lead applied to the support and the gyp butt jointed forward of the stud.

b. Is there a question here?

In general, there will need to be an overlap where any joints occur. There can be no avenue for x-rays to penetrate the wall system.

RFI Question 10: Per SECTION 13 49 10; Item 1.5 WARRANTY; States, “Lead sheet shielding materials shall be warranted against sagging and curling for 10 years.” Many aspects of the shielding are components of assemblies around columns and other obstacles, are integrated into field applied systems, or are applied to premanufactured products. Per 07 42 63 FABRICATED WALL PANEL ASSEMBLIES there is no information or reference to the lead sheets which means this is all field applied and the integrity is in the means of attachment directly to the insulated metal wall panel.

a. Is the warranty a workmanship or performance warranty?

Answer 10. This is a workmanship warranty.

RFI Question 12: Section 10 50 13 – Metal Lockers - Our material provider is requesting if ANG will accept slightly different material finishes for the lockers: Part 2 Products

2.2.1 Galvanized steel sheet – will the government accept electrolytic zinc coated galvanized process?

ASTM D6386, Method A is not included.

2.2.2 Finish – Will the government accept a powder coat finish?

2.3.2 Coat Hooks– Will the government accept zinc plated coat hooks in lieu of chromium plating?

2.3.3 Hanger Rods – Will the government accept zinc plated hanger rods in lieu of chromium plating?

2.3.4 Door Handles – Will the government accept stainless steel cup in lieu of chromium coatings?

2.3.11 Base Panels – Will the government accept 6” metal “Z” base in lieu of individual front and end base panels (see diagram below)? Front and end bases are used with 6" legs. These bases fit flush with the locker frame and are easily damaged. The “Z” base is recessed 2" and is recommended.

Answer 12. These are acceptable alternatives.

RFI Question 13: Specification Section 21 30 00 Fire Pumps

a. Is controller required to be a VFD variable speed drive and if so what type of back up start method is required (IE Solid state soft start, Wye delta, Open or closed, Across the line start)

b. Is a main relief valve and waste cone required for an electric pump?

c. Please confirm that only one electric pump required (Specifications reference both Electric and

Diesel )

d. Design conditions call out 2000GPM at 105 psi, which only requires a 200hp motor. Is this an acceptable option for this facility?

e. Is a grooved derby type test header acceptable?

Answer 13. a. Yes, VFD is required. Soft start backup.

b. Relief valve is required in accordance with NFPA 20. The waste cone is indicated to comply with the requirement that the water discharge from the relief valve shall be readily visible or easily detectable by the pump operator.

c. Only one (1) electric centrifugal fire pump is required.

d. Electrical systems can support up to 375 HP. Fire Protection Contractor to verify that two (2) sets of #350kcmil conductors can be terminated on controller and fire pump, per Sheet E-701.

e. No. Linear manifold test heat is required.

RFI Question 14: Hanger Doors - We have taken a look at the bid package and note a MAJOR conflict:

The specification is for a bi-swinging plenum door. However, the plans indicate a four-leaf bottom rolling door – bi-parting. These are two completely different door types. Please confirm which door type is required on this project.

Answer: The drawings indicate the proper door for the hangar.

RFI Question 15: Security Fencing - Products, 2.1 Fence Fabric, 2.1.1 General Is the fabric to be GBW (galvanized before weave) Or GAW (galvanized after weave)? Please advise.

Answer: Either GBW or GAW may be used.

RFI Question 17: Two questions from Division 13, pre-engineered metal building:

1). Is the PEMB manufacturer supposed to account for some additional loading in regard to the lead lining system? 2). Where do we find the loading criteria for the PEMB structure in regard to the fall restraint system?

Answer: 1) The PEMB shall account for the additional loading required for the lead lining. 2) The loading criteria will be based on the fall restraint system selected by the contractor. This will be coordinated for connection points and loads with the PEMB manufacturer. See note 4.146 on A- 121, Re-Bid docs.

RFI Question 18: Drawing A101, Note on Door 123B, has 4.149 Lead lined curtain hung from structure.

Also, the note above 4.149 which is 4.147, says door 123B curtain shall be hung on a frame that is mobile and can be positioned in front of the door. Is Door 123B curtain hung by structural support on the wall or on a mobile frame?

Answer: Please ignore the note 4.147, it is not used. Refer to Drawings S-112 for plan, S-131 location and S-601 elevation of the frame for the lead curtain at Door 123B.

RFI Question 19: Have the new transformer details been submitted and reviewed by the County Building Department, or will Offerors need to carry a permit for the transformer? Is the transformer permits to be considered a part of the $40,000 allowance specified in 01 21 00?

Answer: The $40,000 allowance is only covering Electric Utility costs associated with the new transformer installation. It does not take into account any electrical permits that the contractor will have to cover.

RFI Question 20: Cast in Place Concrete - 2.3.1.1d – Air content at point of delivery: Will the concrete be tested before it goes through the pump or at the end of the hose?

Answer: Collect the sample for the test at the discharge point (end of hose) in accordance with

ASTM C172.

RFI Question 21: 2.3.1.7 – Will the owner reject all concrete that exceeds the strength requirement by 20%?

Answer: The owner may accept concrete that exceeds the specified design strength by 20% provided there are no adverse effects caused by using a mix that exceeds the specified design strength such as, but not limited to, cracking cased by the concrete gaining strength to quickly.

RFI Question 22: 2.3.1.5 – Trial batching – Is the owner going to require 3 trial batches using 3 different water cement ratios for all concrete mix designs on this project or will one truck trial batch be sufficient?

Answer: Prepare design mixtures for each type and strength of concrete proportioned on the basis of laboratory trial mixture in accordance with ACI 301. In accordance with the specifications and ACI 301 use at least three different water-cementitious material ratios for each type of mixture. Alternatively, a design mixture proportioned on the basis of field test data in accordance with ACI 301 may be accepted.

RFI Question 23: 1.6.8a – Mix Proportioning – Will the owner allow Knife River’s Labs and qualified personnel design the concrete mixes and do the necessary trial batches for this project?

Answer: Knife River’s Labs and qualified personnel may design the concrete mixes and do the necessary trial batches for the purposes of developing the mix design provided they meet the qualifications given in the specifications.

RFI Question 24: Concrete Paving & Cast in Place Concrete - ASR Testing – Our ASR Tests are done under ASTM C1567: Will this be acceptable or will we need to do the ASTM C1260 as well?

Answer: ASTM C1260 testing will not be required if ASTM C1567 testing is done. The requirement to perform ASTM C1260 testing was intended to screen if additional (ASTM C1567) testing was needed.

RFI Question 25: Paving – 2.3.1.1 ASTM C666 Aggregate Freeze Thaw Test - Will this be a required test or will our past history of concrete paving jobs at Kingsley prove that we do not need to do this test? Over the years we have supplied paving concrete for portions of ramp repair, Building 400, North and South DeArm projects.

Answer: Section 32 13 14.13 part 2.3.1.2: Yes, testing for individual aggregates in accordance with ASTM C1260 is required. 2. Section 32 13 14.13 part 2.3.1.1: Service record could potentially be acceptable in lieu of testing in accordance with ASTM C666. Service record must be performed by an independent third-party professional engineer, petrographer, or concrete materials engineer outlining the information contained within part 2.3.1.1. 3. Section 32 13 14.13 part 2.3.1.1: Number of projects listed meets the minimum of three concrete paving projects required to satisfy the service record option of part 2.3.1.1.

RFI Question 26: Looking at the drawings for room 124, Drawing A101, Footing plan S101, Framing plan S141, the footing doesn’t match up with the wall and the framing. Does the footing layout on S101 need to change to match the block wall layout on A101?

Answer: At the north wall of Room 124, Drawings A-101 and S-141 are correct. On Drawing S-101, the footing shall be movednorthward to align with the wall as indicated in A-101 and S-141.

RFI Question 29: Clarification for the product required for the entry floor mats, cannot find in specifications or finish schedule.

RFI Question 30: Section 01 45 35: Special Inspections : So, besides having a fulltime QC person and a Superintendent this section requires the prime contractor to hire independent 3rd party inspector(s) to fulfill this QC oversight position? Is the SIOR (Special Inspector of Record) a fulltime position also?

Answer: The SIOR is not required to be a full-time position, but will need to be on-site as needed to fulfill their responsibilities.

RFI Question 31: Are there any special permits required? Building? Etc..

Answer: Generally, the required permits are contained within Division 1 of the Project Manual:

such as, 1200-C, hot work, base dig permit, etc.

RFI Question 32: Masonry Note M-9 on Sheet S-001 States:

“MASONRY DESIGN IS BASED ON INSPECTED WORKMANSHIP.”

Please provide clarification as to the meaning of this statement.

Answer: The note indicates that the masonry design is based on the masonry being inspected in accordance with the specifications and the special inspection and testing notes on sheet S-003.

RFI Question 33: Drawing A602 - Room 122 shows ACP1 for ceiling finish, however drawing A121 shows an exposed ceiling and note 4.116 says no ceiling. Which detail is correct?

Answer: The ceiling in Room 122 is exposed, there is to be no ACP in this room. The ceiling and all exposed equipment is to be painted as in other exposed ceiling areas.

RFI Question 34: We show the lead lining in the aircraft maintenance bay as an option bid item. We are trying to determine how this lead shielding is attached. What is the finish material over the lead lining. We can’t seem to locate the detail. Please advise.

Answer: Revised – SEE RFI 49. Original answer – The finish schedule calls out for the exposed lead lining to be painted. Finish schedule A-602. The building sections and elevations show Metal Liner Panel to 7’-2” on the walls that are not Gyp. Spec section 13 49 10, 3.2 indicates the spacing of 8” OC

RFI Question 35: Spec Section 01 50 00 Section 3.2.5 Temporary Electrical Work “The General Contractor shall pay for all electrical energy consumed for construction purposes for all trades including temporary offices, for operation of ventilating equipment, for heating of building, and for testing and operating of all equipment. The General Prime Contractor shall continue to pay for energy used until substantial completion even though equipment has been connected to the permanent wiring.”

1) It is our understanding that the Contractor will pay for the installation of all temporary service to utility point of termination shown on drawings, and upon completion of project, pay for removal of temporary service.

2) It is our understanding that the Contractor will pay for all electrical energy consumed for construction purposes.

3) According to the referenced paragraph above, it is also our understanding that the Contractor will pay for all permanent electrical energy consumed that is connected to permanent wiring(i.e., the new facility) until substantial completion is achieved.

Answer: 1) Yes the contractor will pay for temp service. 2) no, the government will pay 3) no, government will pay.

RFI Question 36: Lead lining shown on A-002. Any contact of dissimilar materials voids any warranty from the PEMP manufacturer. Detail 3@A-141 and many others needs a revision for us to bid the project Hi

Answer: In order to maintain the finish warranty for the insulated panels a poly sheet, of sufficient thickness to resist tearing or punctures, will need to be placed between the lead and the panels.

This system will require a mockup and any alternate solutions by the contractor will considered at the time of construction. All seams will need to overlap as no x-ray radiation can escape through the wall system to the exterior.

RFI Question 37: The drawings include an older style standing seam roof system with ceiling liner panels and batt insulation. Would it be acceptable to provide insulated standing seam roof panels by the same manufacturer of the wall panel system which would eliminate the liner panels and batt insulation? This is a much-improved system as compared to the one that is shown on the plan.

Answer: It is acceptable to use insulated standing seam roof panels from the same manufacturer of the wall panel system. The R-value of the roofing shall match or exceed what is called out for in the drawings.

RFI Question 38: Division 13 34 19 page 13 paragraph 1.6.5 indicates that the entire PEMB along with the standing seam roof system and insulated wall panels must be from a single source. PEMB manufacturers do not manufacture insulated metal panel system and these must be purchased from a separate vendor. How are we to meet this paragraph criterion when it does not exist?

Answer: Disregard this paragraph. It is understood that the panels and roofing will be supplied by a different manufacturer than the PEMB manufacturer. It is, if possible, to single source roofing and insulated panels.

RFI Question 39: Division 13 page 16 paragraph 1.10 Warranty. Three warranties are required under this paragraph. A Metal Building Systems Warranty, a 20 year No Dollar Limit Roof Weather Tightness Warranty and a Roof/Wall Panel Finish Warranty. Since the PEMB and insulated panel systems come from separate suppliers, it is not possible to provide a single “Systems” warranty that covers the entire building. One supplier will not cover another supplier’s product. The other two warranties are not an issue.

Recommend deletion of the 5 year “System” warranty.

Answer: Disregard the 5-year systems warranty. All other warranties to be required.

RFI Question 40: I would like a pathway footage and count of manholes/vaults for each run depicted in cut 1, will existing maxsel be used or will it be necessary to install new and where would it be needed and how much additional footage will be required at each end.

Answer: See attached drawing for signal pathway and manhole locations. For bidding purposes, assume cable to be extended additional 200’ into each building for connection to Building Comm Rooms. Verify Comm Room location with Base Communication Squadron prior to installation.

RFI Question 41: Building 500 sheet T-011 note 9.501 states reuse cable or replace if not long enough. What is in this conduit going to building 500 and what building is it feed from e.g. fiber or copper, size and count and pathway footage and count of manholes/vaults for this run and how much additional footage will be required at each end.

Answer: See attached drawing and C-401 for signal pathway and manhole details. For bidding purposes, assume Building 500 feed to be one 24 strand SM fiber fed from Building 331. Assume 200’ of additional cable lengthextended into building.

RFI Question 42: Blast door 104-B calls out for a "swing in" and it should be a "swing out" in that area. Need clarification.

RFI Question 43: Spec section 01 45 00.00 10 Section 3.4.3 CQC Personnel Please confirm that all of the Specialized CQC Personnel identified in the Experience Matrix table must be onsite 100% of the time when their respective area of responsibility is active or of regular spot checks is acceptable.

Answer: Inspections shall be done at the initiation of any new phase of work. After the initial startup, regular spot checks will be acceptable.

RFI Question 44: Lead lining system. Is the PEMB supposed to account for any of the loading of this system. If so, what is the loading and exactly where is it located.

Answer: The PEMB shall account for the weight of the lead lining. 1/16 inch lead sheeting typically weighs 4lbs per square foot. Contractor to verify with the lead sheeting supplier. Refer to sheet A- 002 for location of lead lining in the hangar for both the base bid and the Bid Option 04. Lining to run from slab floor to ceiling. See details on sheet A-142, 143.

RFI Question 45: Standing seam roof system in hanger is an antiquated design. Can we supply standing seam insulated panels from the same manufacturer as the wall panels instead of a SSR roof panel, two layers of batt insulation and a metal liner panel.

RFI Question 46: We show the lead lining in the aircraft maintenance bay as an option bid item. We are trying to determine how this lead shielding is attached. What is the finish material over the lead lining. We can’t seem to locate the detail. Please advise.

Answer: Revised from RFI 34. Part of the lead lining in the hangar bay is in the base bid and there is a bid option (04) for the remainder of the hangar. Refer to A-002 for direction.

The lead lining at the PEMB will be attached to the interior face of the insulated panels prior to attachment. The specifications call for screw attachments points at 8” OC. In order to maintain the finish warranty for the insulated panels a poly sheet, of sufficient thickness to resist tearing or punctures, will need to be placed between the lead and the panels. This system will require a mockup and any alternate solutions by the contractor will considered at the time of construction.

All seams will need to overlap as no x-ray radiation can escape through the wall system to the exterior.

Metal liner panels from finished floor to 7’-2” or to the next highest horizontal girt for attachment.

Above the metal liner the exposed lead will be painted.

RFI Question 47 Regarding the Hangar Doors, the specification (083416) does not match the drawings.

The spec is for a swing air plenum door typically used for corrosion control and includes various supporting features for that door type. However, the drawings clearly show a sliding door, which will not require the following plenum door features.

The specification includes:

Pneumatic Locking Mechanism (1.6.6). Sliding hangar doors as drawn in the bid documents do not require locking mechanisms. Swing plenum doors do.

Pivots (2.1.7.1). Pivots are the top and bottom hinge points for a swing door. Not required on a sliding door.

Light Fixtures (2.1.11). The plenum doors have an internal cavity used to direct airflow through the door, through a filter assembly and across the aircraft. The doors have platforms inside for maintenance of the door, filters and perforated diffusers. Lights are required within the doors. The sliding doors are 8" thick flat single plane structures that have no internal cavity.

Filter Assembly (2.1.13). Filters are not required unless air is passing through the door.

Differential Pressure Switches (2.1.14). These are used to check the difference in pressure from one side of the filter assembly to the other to determine when the filters need replacement.

Lock Pins (2.1.16). See above.

Top Lock Pin Maintenance Platform (2.1.17). Only required if there is a lock pin and if the lock pin is only accessible from inside the door.

Metal Grating (2.1.17.1), Handrails(2.1.17.2), Jointing(2.1.17.3), Ladders (2.1.17.4) and Safety Chains

(2.1.17.5). These are only required if you have a cavity within the doors and platforms within the doors.

Plenum Lights (2.1.18.1). See above.

Interior Covering of perforated aluminum sheet (2.2.5). Only required if air is being moved through the door cavity.

Typically, the specification governs, but it seems pretty clear the intent is to provide sliding doors per the drawings, which again means all the above are not required.

Please provide direction on the type of hangar door will be installed. If the intent is to provide a swinging plenum door, please provide revised drawings for this feature of work and its related elements.

RFI Question 49: Hardware group 6 does not match hollow metal frame opening. This frame has a removable mullion. Hardware group 6 calls out a flush bolt. Need clarification.
