Software Attachment 3 - WY ANG VMAGE - B3 SPECIFICATIONS Does WYANG take any exceptions to the contractor using Microsoft Project in lieu of Primavera P6 with a provided tablet? Or if the contractor intends to use Microsoft Project, must they follow the Specifications by providing training and computers? Technical The WYANG is willing to consider other platforms such as Submittal Exchange, Construction Management, Microsoft Project etc. We've had the best success in previous projects with Autodesk Build, formally known as Plan Grid. The WYANG should be provided with a portable tablet. Training and computer provision is not necessary.
Based on the WYANG’s experience with the Plangrid application during the remodel of the LRS building 25 in 2020 it has been the most user friendly and comprehensive construction management software suite that we have been able to use thus far. Plangrid was acquired by Autodesk and is now part of the Autodesk Build cloud construction management software.

It is in the contractor's best interest to contact Black Hills at the project start date in order to alleviate any delay
| that there is wire basket tray included in the project, but the tray is not shown on the cabling floorplans. Confirm that given the overall small number of cables that a cable tray is required in lieu of other cable supports (j-hooks) and that the contractor is responsible for design of the tray system. | Technical | This a WYANG requirement to have all fiber optics and copper cabling in a basket? Cable trays should be contractors’ responsibility and fall under CE for additional installs and repair. The plans state that cables are to be field routed in conduit system. Field routing means that means that the cable is to be installed on-site, with the exact path of the cables to be determined during installation rather than being precisely pre-planned in a design. That’s in the drawing T-200 General Note # 2. | |||
| Is the contractor to include any cabling for IP video surveillance cameras? If so, please provide locations and/or quantities. | Technical | This building does not require video a surveillance system. Please disregard IP video surveillance specification sections. | |||
| Specifications Section 27 10 00 | Attachment 3 - WY ANG VMAGE - B3 SPECIFICATIONS | Section 27 10 00 2.3.1.2 notes Horizontal Optical Fiber however no horizontal fiber cabling is shown on the drawings. Please confirm that there is no horizontal fiber cable included in the cabling contractor’s scope of work. (1-Q14) | Technical | Horizontal optical fiber is not required. Horizontal cable is usually from patch at the rack, to wall jack. Unless you plan on running SIPR for Emsec, fiber isn’t necessary. Also, the UFC 3-580-01 and all Telecommunications Work Area Outlet Faceplates are supposed to be single gang four position only (2-7.2.1) It appears there are some areas not to that standard. | |
| Specifications Section 27 10 00 | Attachment 3 - WY ANG VMAGE - B3 SPECIFICATIONS | Section 27 10 00 2.3.2 notes Coaxial Cabling however no coax cabling is shown on the drawings. See UFC 3-580-01. the face plates for the CATV coax with an F-type connector need to be single gang, single position (2-7.2.3 | |
| Specifications Section 27 10 00 | Attachment 3 - WY ANG VMAGE - B3 SPECIFICATIONS | Section 27 10 00 2.6 notes to provide a low band VHF antenna. Please clarify what this antenna is for and if there is any other part of a VHF system included in the cabling contractor’s scope of work (cabling equipment, etc). In addition, please clarify where exactly the antenna is to be mounted. (1-Q16) | Technical | The Land Mobile Radio (LMR) antenna and mounting is required per 271000 section 2.6 and associated LMR 1/2" heliax type cabling as described in section 2.3.2.1 and located as shown in T-series sheets. Antenna is for the unit’s consolette (make/model can be provided upon request) to communicate with LMR’s and vehicles around base. Contractor will need to install cabling and any other necessary equipment to connect to the radio in whatever room the customer decides. The antenna mount should be at the highest point on the building with clearest line of sight to the west (towards the main portion of the Base) From what I can see on drawing T-602 the outside plant (OSP) cable is going to the roof’s highest point coming from room IT 1119. You will need poly phasers in room IT 1119 in-line between the equipment and then antenna. When you place the antenna mount you also need an air terminal that is higher than the antenna. That is in the NFPA 780. | |
| Specifications Section 27 51 16 | Attachment 3 - WY ANG VMAGE - B3 SPECIFICATIONS | The public address spec, section 27 51 16, mentions providing IP speakers, however the drawings do not indicate which speakers are to be analog and which are to be IP. NFPA 255 was withdrawn. I believe all the information that was in NFPA 255 is now contained in ASTM E84 All sections referencing NFPA 101. Should change the NFPA edition from the 2021 to the current 2024. AF has one year to review and implement any changes to the new edition through the publication of a TIG. The new addition of NFPA 101 effective date was September 14, 2023. Since the AF did not complete a TIG, the entire NFPA 101 should be adopted as is on September 14, 2024. Old NFPA’s have been superseded by newer versions that would fall into the same category as NFPA 101. The list is attached.
See fire specifications attached to the project solicitation for any further clarification. Note the contractor will be held to the most current and up to date NFPA, UFC and ASTM standards

| Demolition | Please address the following (Attachment - C101 Demolish Exiting Buildings.pdf) as it relates to the “Demolish Existing Buildings” scope of work: |
a. Provide Record Drawings or As-built Plans of structures being demolished.
b. Has an asbestos inspection been performed?
c. If asbestos exists – who is responsible for the asbestos abatement? The government or the contractor? Technical See attached the 1994 asbestos survey cut down to include results for just those buildings. Looks like B24 has some asbestos mastic and B23 has asbestos pipe insultation. B21 didn’t have any suspect material during a visual survey and no samples were taken.
Contractor will be responsible for abatement. We don’t have anyone qualified for asbestos sampling or abatement internally. The 1994 survey is insufficient in the eyes of DEQ. A new survey will be required of each facility in order to meet current safety regulations.
Attachment 3 - WY ANG VMAGE - B3 SPECIFICATIONS Section 01 9100.1510 – Total Building Commissioning indicates the “The Government will provide an independent Commissioning Firm to provide commissioning services listed herein.”
Section 01 9119 – Building Enclosure Commissioning does NOT specify who is responsible for the commissioning work in this section.

Installing physical hardware network is not necessary.
| We do not believe an Airport Site Safety Plan has been included in the construction documents. This plan would likely include a number of different things, but the main thing I would expect to see is a some sort of jersey barriers or orange poly barriers preventing anyone from unintentionally entering an active taxiway. (potentially Taxiway F ?) |
Is Taxiway F considered active? Will some sort of Airport Safety measures be required as part of this project? Please review and clarify. Technical a. Yes, Taxiway F is considered active.
b. Contractor will need to take airfield drivers training provided by the government on site.
c. There will need to be low profile barriers placed to distinguish any active airfield from construction site. This should be included in the contractor safety plan and submitted to the government. Low profile barriers that meet airfield specifications can be provided by the government. Contractor will be responsible for placement of low-profile barriers.
d. Contractor will need to fill out an FAA7460 before construction begins.

It should have been the same in the Bid Form
| What material is to be accepted for the Oil Waste Drainage? | |||||
| a. The application of HDPE piping, though suitable, is much longer and difficult process. I don’t see why PVC or CPVC wouldn’t be acceptable for Oil Waste, and this would be the easiest application. | Technical | PVC pipes are allowed as per the specs, refer to Table I under section 3.12 of 22 00 00 spec section. Pipe material schedule on sheet P-601 has been revised from HDPE to PVC. | |||
| I’m not seeing what PSI the compressed air is. |
It says Medium Pressure and Low Pressure, but does not specify where either of those areas are.
| This would change our material drastically. | Technical | The main compressed air pipe loop would be medium pressure rated, the branches can be low or medium pressure rated depending on the equipment it is serving.
