Micah Kruse Contract Execution Checklist 03 June 2015 This is a new contract requirement.

For the ORCA Exercise we host between 4 and 8 teams. For CTE and TPE we are the only team exercising.

For CTE/TPE the operational period is one 24-36 hour for the exercise with two days allocated for exercise site tear down and cleanup. For ORCA there is an initial 24–36-hour operational period followed by a 1day reset/refit period followed by a culminating 24 hour operational period.

As few as two weeks and as many as 4 weeks.

Yes, the 103rd WMD-CST will provide a “trusted agent” for coordination purposes.

Meetings and progress reviews are generally in person, but can be done by VTC(MSTeams).

No, they will be the same lanes for both operational periods for both iterations. We rotate different teams through all of them.

There will be a minimum of 7 venue locations for ORCA and 1 venue location for CTE/TPE.

“not to exceed 72 hours” CSTs are not designed to operate for more than 72 continuous hours. An exercise should not exceed three 24hour operational periods.

One individual can play several roles, but they must meet the minimum training requirements previously posted.

A planner must “attend the mid-planning IPR and final evaluation out brief” in person.

Role players may be necessary in some exercise scenarios. Contractor must provide proper casualty simulation makeup.

One per exercise site/venue.

Price and Past Performance, evaluated equality.

The instructions are apart of FAR 52.212-4. While this is included by reference, the information outlined applies.

Only one location for CTE/TPE. Likely in Anchorage area. Most likely on JBER. We need 1 Chem, 1 Bio, 1 Explosive and 1 Rad target for evaluation (All Hazards) The contractor will act as the Incident commander for CTE/TPE. We have recruited other agencies for support as the IC for ORCA. We will have members on our team work with the contractor at each location for ORCA to assist the IC with the scenario driven events.

The locations have been Identified and secured. We can send the PowerPoint Presentation showing the details of each location. We will need them to set up at these locations.

All ORCA Venues will be in play at the same time during the operational periods, some of the Teams will be Strike teams (4-8 pax) the others will be full teams (22 Pax). There will be time to reset between iterations. Our operations section will coordinate teams and times with the contractor. Some teams will conduct a Relief in Place (RIP) mission hand off with other teams at the same location.

Some of the locations will have multiple hazards and laboratory processes. We have a work rest cycle that will have some teams on a night schedule and some working during the day.

We do not have a mass casualty event scheduled. The role players can add to the scenarios that are created. However, the intent is that the buildings will be secured and swept for bombs prior to the CST’s entering the site. The role players can act as civilians that can provide the IC and the CST’s with additional information prior to entering the scene. They can assist with building sketches or identify what they had seen to paint a better picture to the teams prior to going down range. Most of the time they will provide vague information of laboratory processes and if they experienced any medical symptoms from entering a contaminated location. The symptoms should match the hazards at the scene.

: The primary training audience is the CST’s. We will provide the contractor with all the exercise objectives from each organization participating in the Exercise. This will help drive the scenario and where we put the teams. The First Responders objectives will also be written into the scenario. The Hospital is no longer participating and eliminating the need for a Mass Casualty scenario. In the future ORCA exercises this scenario will be developed based on the larger CERFP participation.

They should be separate scenarios. However, they can be at the same location. The CTE and TPE goal is the evaluation process. These scenarios do not have to be as elaborate as the ORCA exercise scenarios. The ORCA hazards should be as close to a real-life set up as possible.

October and November 2025 are the intended time of execution CTE and TPE. Some risks that could adjust this date would be a Government CR. However, we are mandated and funded to conduct the evaluation in these windows and will likely have funding to support this requirement.

Yes, for ORCA they can be shipped to our National Guard Armory in Juneau. For CTE and TPE they can be shipped to our facility in Anchorage.

Award will occur no later than 16 April 2025.

Please include all information for all venues identified as possible venues.

Yes, they need to push and EXPLAN for ORCA. We will conduct and exercise In-Brief and give the preparatory information for them to mobilize. We do not give all the answers to the test just enough information to paint the picture of the scenario. For ORCA the scenario will be a large-Scale Terrorist event. Sometimes videos are created with simulated news clips and an intel brief is provided to initiate the exercise.

No, they are just setting up the processes and acting as the IC. Another CST will perform the evaluation. Under the direction of Mr. Ray Toves 1-96th CRE lead.

No. They are responsible for getting themselves there and their own equipment. We will work with them on any assistance that they will need.

4. We would like to have vendors at all venues due to changes and timing. Some teams are more proficient than others. Example we had one Team conduct the mission in 4 hours and another team it took them 10 hours. We will have flex based on each teams proficiencies and training objectives. This is largely based on the scenario drafted and provided by the contractor. We can work with them to work the sequencing of Teams. We can also blend Strike Teams together on the same site. We can be flexible. We will have a member of our team at each venue as well to assist with oversight and communication Yes they are secured.

We will book the location for CTE/TPE. The COR will work with the vendor on venues.

The ORCA training venues are already provided and coordinated. These are secured. The Port may have some work that is needed to be done in the future, and we will need to be flexible if this occurs. For CTE/TPE, these will likely be coordinated by our team, but the locations are open for vendor to choose. If they find somewhere neat, the contractor can include this in their proposal; but there isn’t a ton of need for the vendor to choose.

This will likely be secured by our team but are open to suggestions.

Yes No, but they do need to have a technical expert in the medical field. We have our own medical personnel available.

Role players are needed, but would add to the experience. This is not a priority. The contractor can provide these if they would like.

We have identified a location for four Porta potties at the capital located at the park across the street. They will need to locked. We will also need two additional at the staging area street side near the Coast Guard facility. We can provide the exact locations once we get back to Anchorage. The A/J Dock has public restrooms. There is no need for a hasty recovery location. The airport is no longer in play for the exercise. We have some concerns about the potential of a special session. Unfortunately we will not know until May 15th. We are working contingencies.

We have coordinated additional parking with the state.

No, this will be a firm fixed price contract. Be sure to take into account the cost of shipping and possible cost increases over the option years

Cell1: 1
Cell1: Is this a new requirement, or has there been an incumbent that previously fulfilled this contract?
Cell1: 2
Cell1: - PWS 1.2 states outside CSTs and local first responders participate. Is there an anticipated number of CSTs for each ORCA, CTE, and TPE?
Cell1: 3
Cell1: - PWS 1.3 states up to 12-hour days but also 24-36 hour and 24-hour operational periods. Can you clarify if this is continuous operations for 24-36 hrs or is the operational period paused after 12 hours and resumes the following day?

Cell1: 14
Cell1: What is the award criteria for this solicitation?
Cell1: 15
Cell1: What are the response requirements for this?
Cell1: 16
Cell1: Response to question 8 states that there will be only 1 location for TPE/CTE. Is the intent to have 2 Chem, 2 Bio, 2 Explosive, and 2 Rad targets at this location
Cell1: 17
Cell1: Are all of the participating agencies for the FY 25 ORCA (0001 Base) identified? Is the contractor expected to recruit additional agencies for participation beyond what might be needed as cadre/role player/SIMCELL? Is agency participation or recruitment expected for any of the future exercises (CTE/TPE and ORCA)?
Cell1: 18
Cell1: Have any of the required seven venues been identified or secured for the FY 25 ORCA? Section 5.1.5 states that two of the locations should be abandoned buildings with specific features (500-2000 SQ FT, 25-100% in disrepair, etc.), should that criteria be applied to two of the seven venues for ORCA events? is that a requirement for every exercise within the PWS (both ORCAs and CTEs)?
Cell1: 19
Cell1: With regard to ORCA venues; do all seven have to be in play at the same time, or can they be spread out across the two operational periods (i.e. 4 in play during the first operational period, 3 in play for the second operational period)?
Cell1: 20
Cell1: Section 5.1.1 specifies a total of 8 labs (assumed to mean 4 per operational period). Are the individual Chem/Bio/Rad/HME labs required to be at separate locations, or can one venue host multiple labs based on scenario design (i.e. one venue having both HME and RAD processes)?
Cell1: 21
Cell1: What is the minimum requirement for casualty role players for the ORCAs or CTEs? Is the contractor required to create a mass-casualty event with live role players for any of the 6 events? Is there an expected number of casualty role-players for the FY 25 ORCA?
Cell1: 22
Cell1: Is the contractor designing scenarios for just the Civil Support Teams within the CTE/TPE events, or is the scenario intended to also elicit the response of the CERFP/HRF resources? If so, does the contractor have to build or manipulate any training props for the follow-on entities (CERFP/HRF)?
Cell1: 23
Cell1: Is the scenario for the TPE supposed to be completely independent of the scenario for the preceding CTE, or should it be a continuation but with different labs/venues/targets? Is there an in-person mid-planning meeting requirement during the interval between the CTE and subsequent TPE?
Cell1: 24
Cell1: Para 1.3 identifies the FY 25 CTE will occur in Oct 25 and the TPE will occur in Nov 2025; this falls short of 18-24 month separation from the JUN 24 CTE. With that in mind, is the OCT/NOV 25 timeframe the intended window of execution?
Cell1: 25
Cell1: Can the COR or a designated POC receive palletized equipment for the exercises (typically 1-2 pallets) a few weeks before each exercise and maintain them securely until the exercise team hits the ground for setup? Is there a known address for shipping that can be shared in order to better determine the shipping costs for accurate proposal figures?
Cell1: 26
Cell1: When do you anticipate awarding the contract?
Cell1: 27
Cell1: - Should the proposal include specific information on venues that have been identified as available options by the contractor prior to 31 March 25, or should that information be kept secret from the selection committee and discussed later with the COR/Trusted Agent if awarded the contract?
Cell1: 28
Cell1: The Exercise Plan (EXPLAN) is not referenced specifically in the product delivery schedule in the PWS. Is the contractor expected to publish the EXPLAN for any of the exercises?
Cell1: 29
Cell1: Is the contractor formally evaluating the CST performance during CTE/TPE on behalf of NGB?
Cell1: 30
Cell1: Is the contractor expected to coordinate an air movement for the CST related to any of these events?
Cell1: 31
Cell1: For clarification- It is understood that all of the venues for the ORCA events would be set with their own targets, make sense within the overall scenario, and remain set for the entirety of both operational periods. That said, do the ORCA events require all 7 venues to be live simultaneously during both operational periods, thusly requiring at least 7 Cadre members to facilitate that requirement? If not, is there a reasonable estimation of how many venues would be active at one time?
Cell1: 32
Cell1: Are the venues secured for the FY 25 ORCA accessible and securable 4 days prior to the exercise and 3 days post exercise for proper teardown?
Cell1: 33
Cell1: Looking past the FY25 ORCA event, will the contractor be expected to secure venues for subsequent CTE/TPE events? Will the contractor have to secure the 7 venues for the FY 27 and 29 ORCA events, and if so will the contractor work with the COR (or trusted agent) to identify potential venues?
Cell1: 34
Cell1: Can the government clarify if the contractor is responsible for securing all training venues or if some will be provided?
Cell1: 35
Cell1: - Can the government confirm whether a specific site will be provided at JBER, or should the contractor anticipate securing a site?
Cell1: 36
Cell1: - If the contractor proposes a site that meets all training and operational requirements but is not government-owned, will that be acceptable?
Cell1: 37
Cell1: - Is the contractor required to provide ALS or BLS units?
Cell1: 38
Cell1: - How many moulage role players per exercise will be required per day?
Cell1: 39
Cell1: Do any of the venues identified in the published powerpoint presentation need additional life support such as porta potties or hasty recovery areas for participants (such as the Juneau Airport location or the AJ Dock)? Are any of them already known to need site manipulation (construction) in order to be suitable for execution?
Cell1: 40
Cell1: Can estimated shipping costs be adjusted if execution is determined to be in a very remote area?
