About this file
This is a Training and Evaluation Outline Report (Status: Approved, dated 15 Jun 2022) for Task Number 37-TE-0032 "Provide Civil Support Team (CST) Analytical Support." The document outlines training requirements and performance standards for Civil Support Teams providing analytical support during chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incidents or natural disasters.
The report specifies that teams must achieve 80% on performance measures, 100% on critical performance measures, and 85% on leader performance measures to be considered "Fully Trained." Key requirements include conducting preventive maintenance on Analytical Laboratory System (ALS) equipment, performing sample analysis and assessment, maintaining sample chain of custody, and providing hazard updates to Entry Teams. The training environment requires 75% of leadership and 80% of Soldiers to be present against authorized strength. The document includes 24 supporting individual tasks related to operating various analytical equipment and procedures, with primary reference ATP 3-11.46 "Weapons of Mass Destruction - Civil Support Team Operations." The training may be conducted in MOPP 4 conditions but never requires night vision goggles, and is restricted to U.S. Government agencies only.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The element has begun preparations to deploy to the incident site and is required to provide CST analytical support upon arrival.. All required personnel, equipment, and reference materials are available for the operation. Some iterations of this task should be performed in MOPP 4.
Standards: The element provides analytical support (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST) and ST
3.11.461. The analytical section provides an analysis of unknown substances to support the strategic goals of the Incident Command System (ICS).
Conducts preventive maintenance checks and services (PMCS) on organic equipment IAW the Analytical Laboratory System (ALS) technical manual.
Conducts operations in the ALS to include sample analysis, assessment, and reporting. Account for all items and expenditures. In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained). Note: Leaders are the commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Notes: Applicable definitions for the Operational Environment:
Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.
Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures) for assigned counter-tasks change in response to the execution of BLUFOR's task.
Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.
Single Threat: Regular, irregular, criminal, or terrorist.
Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.
Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .
Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).
Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
