About this file

This is a Training and Evaluation Outline Report (Task Number 37-TE-0031) for conducting Civil Support Team (CST) survey operations, approved on June 15, 2022. The document outlines training standards and performance measures for CST teams responding to terrorist attacks or incidents involving chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) or natural disasters.

The document specifies that CST teams must conduct survey operations according to ATP 3-11.46 standards and unit SOPs, with survey section leaders briefing teams on entry plans and teams conducting surveys and debriefs to ensure proper situational awareness. Training requirements include 75% leadership and 80% soldier attendance, with teams needing to achieve 80% on performance measures, 100% on critical measures, and 85% on leader performance measures to be considered fully trained. The document includes detailed performance steps covering equipment checks, PPE protocols, communications procedures, sample collection methods, and decontamination processes. The training assumes a dynamic operational environment against a single threat and requires some iterations to be performed in MOPP 4 protective gear.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. CST is ordered to conduct survey operations in a designated hot zone. All required personnel, equipment, and reference materials are available for the operation. A decontamination line has been established. The survey team establishes and prepares to direct survey operations. Some iterations of this task should be performed in MOPP 4.

Standards: CST conducts survey operations in accordance with (IAW) ATP 3-11.46, METT-TC and Standard Operating Procedures (SOP). Survey section leader briefs the team on the entry plan. Survey team(s) conducts the survey according to the entry plan. Survey team conducts a debrief of entry operations and priority intelligence requirements (PIR) to ensure that any follow on team(s) receives proper Situational Awareness (SA). In a live training environment 75% of the leadership and 80% of Soldiers are present at training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained).  Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.

Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures) for assigned counter-tasks change in response to the execution of BLUFOR's task.

Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.

Single Threat: Regular, irregular, criminal, or terrorist.

Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Task Statements

DANGER

Leaders have an inherent responsibility to conduct Risk Management to ensure the safety of all Soldiers and promote mission accomplishment.

When conducting a dismounted radiological reconnaissance in a urban environment, under no circumstances should the element continue further into a contaminated area if it reaches its turn-back dose and turn-back dose rate.

WARNING

Risk Management is the Army's primary decision-making process to identify hazards, reduce risk and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.

CAUTION

Identifying hazards and controlling risks across all Army functions, operations, and activities is the responsibility of all Soldiers.

When conducting a dismounted radiological reconnaissance the element must be given a turn-back dose or turn-back dose rate.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.

Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .

Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).

Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
