About this file
This is a Training and Evaluation Outline Report (Task Number 37-TE-0036) for displacing a Civil Support Team (CST) from an incident site, approved on June 15, 2022. The document outlines training standards and procedures for CST units responding to chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) or natural disaster incidents.
The report details specific performance requirements, including that the Operations Center must receive redeployment directives, conduct troop leading procedures, confirm 100% sensitive items inventory including COMSEC materials, and submit closure reports. Success criteria mandates 75% of leadership and 80% of soldiers present during training, with units required to achieve 80% on performance measures, 100% on critical performance measures, and 85% on leader performance measures to be considered "Fully Trained." The task may be performed in MOPP 4 protective equipment and includes specific safety considerations for environmental protection and risk management. Supporting individual tasks include conducting troop leading procedures, reporting intelligence information, performing vehicle recovery, and executing CST movements.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred during Unified Land Operations within a dynamic operational environment against a single threat. The unit incident support operations have terminated. Movement orders are received to displace a CST from the incident site to home station or to another incident location. Movement assets are provided according to the movement plan. All required personnel, equipment, and reference materials are available for the operation. Some iterations of this task should be performed in MOPP 4.
Standards: Movement orders are received to displace a CST from the incident site to home station or to another incident location in accordance with (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST). The Operations Center (OPCEN) receives the redeployment directive from the unit command element and begins appropriate Troop Leading Procedures (TLP) for movement to home station. Element confirms 100 % sensitive items inventory, including COMSEC and classified cryptological information before redeployment. The element redeploys as directed. The OPCEN submits closure reports according to FM 6-99, Weapons of Mass Destruction-Civil Support Team Management, unit SOP, or National Guard Bureau guidance. In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength.
The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T ( Fully Trained). Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.
Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures)for assigned counter-tasks change in response to the execution of BLUFOR's task.
Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.
Single Threat: Regular, irregular, criminal, or terrorist.
Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Task Statements
DANGER
Leaders have an inherent responsibility to conduct risk management to ensure the safety of all Soldiers and promote mission accomplishment.
WARNING
Risk management is the Army's primary decision-making process to identify hazards, reduce risk, and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.
CAUTION
Identifying hazards and controlling risk across the full spectrum of Army functions, operations, and activities is the responsibility of all Soldiers.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.
Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .
Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).
Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
