About this file

This is a Training and Evaluation Outline Report (Task Number 37-TE-0030) for maintaining a Civil Support Team (CST) Operations Center, approved on June 15, 2022. The document outlines training standards and performance measures for CST Operations Center personnel responding to chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incidents or natural disasters.

The report details specific performance requirements including: analyzing and tracking mission progress, managing chain-of-custody procedures, submitting situation reports, developing operational recommendations, synchronizing resource employment, and integrating follow-on response forces. Success criteria require 75% of leadership and 80% of Soldiers present at training, with the CBRN team achieving 80% on performance measures, 100% on critical measures, and 85% on leader performance measures to be considered "Fully Trained." The training may be conducted in MOPP 4 protective equipment and includes 21 supporting individual tasks ranging from CBRN detection and decontamination to mission planning and media interaction skills. The document is restricted to U.S. Government agencies only and cannot be used to instruct international military students.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The CST is employed in decisive action or is deployed to an incident site and is ordered to maintain a CST operations center. The unit is performing civil support operations in an interagency environment (tribal, local, state, or federal) to support emergency response planning and provide crisis or consequence management assistance during disasters. All required personnel, equipment, and reference materials are available for the operation.    Some iterations of this task should be performed in MOPP 4.

Standards: CST is ordered to maintain a CST operation center in accordance with (IAW) ATP3-11.46, the Operations Center (OPCEN) analyzes information by tracking mission progress. The OPCEN manages chain-of-custody procedures according to the direction of law enforcement authorities, the Incident Action Plan (IAP), and the unit Standard Operating Procedures (SOP). The OPCEN develops the operational situation and provides recommendations to the unit commander and the Incident Command Post (ICP). The OPCEN synchronizes the employment of resources such as available equipment, attached personnel (based on mission, enemy, terrain and weather, troops and support available, time available, and civil considerations METT-TC), operational timelines, and work-and-rest cycles. In a live training environment 75% of the leadership and 80% of Soldiers are present at training against their authorized strength. The CBRN team attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained). Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Notes: Applicable definitions for the Operational Environment:

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.

Dynamic: Operational variables PMESII-PT and threat TTPs for assigned counter-tasks change in response to the execution of BLUFOR's task.

Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.

Single Threat: Regular, irregular, criminal, or terrorist.

Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Task Statements

DANGER

Leaders have an inherent responsibility to conduct risk management to ensure the safety of all Soldiers and promote mission accomplishment.

WARNING

Risk management is the Army's primary decision-making process to identify hazards, reduce risk, and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.

CAUTION

Identifying hazards and controlling risk across the full spectrum of Army functions, operations, and activities is the responsibility of all Soldiers.

Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).

Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
