About this file

This is a Training and Evaluation Outline Report for Task 37-TE-0027 "Deploy a Civil Support Team (CST)" approved on June 15, 2022. The document outlines the conditions, standards, and performance measures for deploying a CST in response to chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) events or natural disasters during Unified Land Operations.

The report specifies that the ADVON team must deploy within 90 minutes and the Main Body within 180 minutes of notification. Performance standards require 75% of leadership and 80% of Soldiers to be present at training, with units needing to achieve 80% on performance measures, 100% on critical performance measures, and 85% on leader performance measures to be considered "Fully Trained." The document includes detailed steps for command elements to direct deployment activities, conduct alert and recall procedures, coordinate with the Incident Command System, and ensure proper risk assessments. The task is sometimes performed in MOPP 4 protection levels and requires coordination with tribal, local, state, or federal agencies in an interagency environment.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred during Unified Land Operations within a dynamic operational environment against a single threat. The element is ordered to deploy a CST is support of decisive action. The unit is performing civil support operations in support of tribal, local, state, or federal agencies in an interagency environment. The unit incident support operations have terminated. Movement assets are provided according to the movement plan. Threat capabilities cover a full spectrum including information gathering; hostile force; sympathizers; terrorist activities to include suicide bombings; and conventional, air supported, and reinforced squad operations in a CBRNE environment. All required personnel, equipment, and reference materials are available for the operation. Some iterations of this task should be performed in MOPP 4.

Standards: The element is ordered to deploy a CST in support of a decisive action in accordance with (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST). The command element directs and supervises deployment activities and coordination. The ADVON departs within 90 minutes and the Main Body deploys within 180 minutes of notification. Command element directs the deployment of personnel and equipment to a designated staging are according to the unit SOP and as previously coordinated with the Incident Command Post (ICP) representatives.

In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained ). Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.

Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures) for assigned counter-tasks change in response to the execution of BLUFOR's task.

Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.

Single Threat: Regular, irregular, criminal, or terrorist.

Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Task Statements

DANGER

Risk management is the Army's primary decision-making process to identify hazards, reduce risk, and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.

WARNING

Leaders have an inherent responsibility to conduct risk management to ensure the safety of all Soldiers and promote mission accomplishment.

CAUTION

Identifying hazards and controlling risk across the full spectrum of Army functions, operations, and activities is the responsibility of all Soldiers.

Performance Steps and Measures

NOTE: Assess task proficiency using the task evaluation criteria matrix.

NOTE: Asterisks (*) indicate leader steps; plus signs (+) indicate critical steps.

STEP/MEASURE GO NO-GO N/A

* 1. The command element directs and supervises deployment activities and coordination.

+* 2. The command element conducts alert and recall procedures IAW doctrinal references.

+* 3. The command element contacts appropriate personnel within the Incident Command System (ICS).

+* 4. The command element develops a tentative plan

5. The command element considers the public profile desired by the Incident Commander and IAW doctrinal references.

Note: For some events or incidents, the IC may wish to deemphasize the military presence. This may dictate that civil support team personnel wear something other than Department of Defense (DOD) uniforms and operate vehicles and systems other than standard tactical equipment.

* 6. Unit deploys to staging area if required by Incident Commander.

+ 7. The command element ensures that the following is done:

+ a. Risk assessments and safety briefs are conducted.

b. A final inspection of each element is conducted at the designated time.

c. The unit initiates movement according to the deployment plan.

d. Deployment data is reported to higher headquarters as required.

e. Orders (WARNO, OPORD, FRAGO) are issued as required per doctrinal references, in addition to NGB-J39 procedural guidance and JFHQ-State/District Requirements.

8. The Weapons of Mass Destruction-Civil Support Team (WMD-CST) conducts interagency coordination by communicating with the Incident Commander (IC) or lead agency representatives.

Note: WMD-CST falls under the Incident Command System (ICS) operations section or its branches, but it may integrate by function into the ICS structure.

9. The WMD-CST identifies the ICS support resources available to the team.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.

Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .

Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).

Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
