About this file

This is a Training and Evaluation Outline Report (37-TE-0035) for conducting Civil Support Team (CST) Mission Termination Planning, approved on June 15, 2022. The document outlines procedures for CST teams responding to chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) events or natural disasters within a dynamic operational environment.

The report details specific performance standards requiring the command element to provide guidance to the operations center for termination procedures, with each section submitting appropriate records and data. The WMD-CST Commander must provide the Incident Commander with a detailed termination packet including an executive summary and supporting documentation. Performance criteria specify that 75% of leadership and 80% of Soldiers must be present during training, with units required to attain 80% on performance measures, 100% on critical performance measures, and 85% on leader performance measures to achieve "Fully Trained" status. The task may be performed in MOPP 4 protective equipment and includes specific environmental and safety considerations for training scenarios.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The element has deployed and is performing operations necessary to achieve the goals and objectives of the Incident Commander. The WMD-CST team and Commander are required to coordinate with the Incident Command System (ICS) in order to conduct CST mission termination planning. All required personnel, equipment, and reference materials are available for the operation. Some iterations of this task should be performed in MOPP 4.

Standards: The element conducts CST mission termination planning (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD- CST). Command element provides guidance to the operations center (OPCEN) to conduct unit termination procedures. Each section submits appropriate records, data, and information to the OPCEN according to the unit SOP. The commander provides the Incident Commander (IC) with a detailed termination packet of CST activities while on the scene. In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained). Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Notes: Applicable definitions for the Operational Environment:

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.

Dynamic: Operational variables PMESII-PT and threat TTPs for assigned counter-tasks change in response to the execution of BLUFOR's task.

Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.

Single Threat: Regular, irregular, criminal, or terrorist.

Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Task Statements

DANGER

Leaders have an inherent responsibility to conduct risk management to ensure the safety of all Soldiers and promote mission accomplishment.

WARNING

Risk management is the Army's primary decision-making process to identify hazards, reduce risk, and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.

CAUTION

Identifying hazards and controlling risk across the full spectrum of Army functions, operations, and activities is the responsibility of all Soldiers.

Performance Steps and Measures

NOTE: Assess task proficiency using the task evaluation criteria matrix.

NOTE: Asterisks (*) indicate leader steps; plus signs (+) indicate critical steps.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.

Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .

Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).

Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
