About this file
This is a Training and Evaluation Outline Report (Task Number 37-TE-0026) for conducting Civil Support Team (CST) Decontamination Operations, approved on June 15, 2022. The document outlines training standards and performance measures for CST decontamination operations in response to chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incidents or natural disasters during Unified Land Operations.
The report establishes specific performance criteria requiring 75% of leadership and 80% of Soldiers to be present during live training. Units must achieve 80% on performance measures, 100% on critical performance measures, and 85% on leader performance measures to be considered "Fully Trained." Key performance steps include analyzing hazards, developing decontamination plans, establishing decontamination lines, coordinating with safety officers, and executing decontamination procedures. The training can be conducted in MOPP 4 conditions and includes specific safety considerations for heat injury prevention. The document references multiple supporting materials including ATP 3-11.46 (Weapons of Mass Destruction-Civil Support Team Operations) as the primary source document and various individual task requirements for CBRN operations.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred during Unified Land Operations within a dynamic operational environment against a single threat. CST is ordered to conduct decontamination operations. All required personnel, equipment, and reference materials are available for the operation . Some iterations of this task should be performed in MOPP 4.
Standards: CST is ordered to conduct decontamination operations in accordance with (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST). The commander assigns personnel to the decontamination as an additional duty. The WMD-CST selects the decontamination corridor. The element coordinates with a site safety officer for validation of the decontamination corridor. In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained).  Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Applicable definitions for the Operational Environment:
Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.
Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures) for assigned counter-tasks change in response to the execution of BLUFOR's task.
Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.
Single Threat: Regular, irregular, criminal, or terrorist.

Task Statements
DANGER
Leaders have an inherent responsibility to conduct Risk Management to ensure the safety of all Soldiers and promote mission accomplishment.
WARNING
Risk Management is the Army's primary decision-making process to identify hazards, reduce risk and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.
CAUTION
Identifying hazards and controlling risks across all Army functions, operations, and activities is the responsibility of all Soldiers. Heat stress is a critical issue for personnel. Operating decontamination stations in daytime temperatures may require short periods of work, followed by long periods of rest.
Performance Steps and Measures
NOTE: Assess task proficiency using the task evaluation criteria matrix.
NOTE: Asterisks (*) indicate leader steps; plus signs (+) indicate critical steps.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.
Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .
Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).
Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
