About this file
This is a Training and Evaluation Outline Report (Status: Approved, dated 15 Jun 2022) that details the requirements for developing a Civil Support Team (CST) Site Safety Plan (Task Number 37-TE-0029). The document outlines the conditions, standards, and performance steps for creating a site safety plan during chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incidents or natural disasters.
The report specifies that the element must achieve 80% on performance measures, 100% on critical performance measures, and 85% on leader performance measures to be considered fully trained. Key requirements include: the commander designating a safety officer, coordinating with Incident Command representatives, validating operational setup plans, developing comprehensive site safety plans with egress routes and rally points, ensuring proper air exchange monitoring, and managing exhaust systems. The document requires 75% of leadership and 80% of Soldiers to be present during live training. Supporting references include ATP 3-11.46 (Weapons of Mass Destruction - Civil Support Team Operations), NFPA 472 2013 ED, Special Text 3-11.461, and Unit SOPs. The task may be performed in MOPP 4 conditions but never requires night vision equipment.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The element has deployed to an incident site and the main body is at the staging area and must develop a CST site safety plan. The initial linkup with civil authorities has occurred, and the area of operations (AO) has been assigned. All required personnel, equipment, and reference materials are available for the operation. Some iterations of this task should be performed in MOPP 4.
Standards: The element develops a CST site safety plan (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST) and ST 3-11.461. The commander designates a safety officer for incidents to ensure the safety and well-being of personnel at the incident site. The safety officer develops a plan where the CST intends to set up operations as part of the Incident Action Plan (IAP). The safety officer develops a site safety plan. In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained ).  Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time)needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations)are fixed throughout the unit’s execution of the task.
Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures)for assigned counter-tasks change in response to the execution of BLUFOR's task.
Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher unitsrequire all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.
Single Threat: Regular, irregular, criminal, or terrorist.
Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Task Statements
DANGER
Leaders have an inherent responsibility to conduct Risk Management to ensure the safety of all Soldiers and promote mission accomplishment.
WARNING
Risk Management is the Army's primary decision-making process to identify hazards, reduce risk and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.
CAUTION
Identifying hazards and controlling risks across all Army functions, operations, and activities is the responsibility of all Soldiers. Heat stress is a critical issue for personnel. Operating decontamination stations in daytime temperatures may require short periods of work, followed by long periods of rest.
Performance Steps and Measures
NOTE: Assess task proficiency using the task evaluation criteria matrix.
NOTE: Asterisks (*) indicate leader steps; plus signs (+) indicate critical steps.
STEP/MEASURE GO NO-GO N/A
+* 1. Weapons of Mass Destruction-Civil Support Team (WMD-CST) Commander designates a safety officer for incidents to ensure the safety and well-being of personnel at the incident site.
2. Safety Officer coordinates safety aspects with the Incident Commander (IC) representatives to address site occupation for the Weapons of Mass Destruction-Civil Support Team (WMD-CST) before setup.
DANGER
Failure to locate vehicles in the cold zone could expose the crew to potential downrange hazards that may result in immediate death or permanent injury.
3. Safety Officer validates the plan of where the civil support team intends to set up operations as part of the Incident Action Plan (IAP).
+ 4. Safety Officer develops a site safety plan including the downwind hazards assessment and ensuring to cover at a minimum:
a. Egress Routes. (IAW downwind hazard assessment)
b. Rally points.
c. Audible alarms for work stoppage.
WARNING
Insufficient fresh air exchange inside a shelter can cause carbon monoxide poisoning. Symptoms may be nausea, dizziness, or headache.
+ 5. Safety officer ensures fresh air exchange inside shelters, by monitoring CO2 sensors in vehicles and trailers within the Weapons of Mass Destruction-Civil Support Team (WMD-CST) footprint.
DANGER
Exhaust entering a shelter can lead to carbon monoxide poisoning that may result in immediate death or permanent injury.
+ 6. Safety Officer ensures the use of exhaust hose extensions for the generator and vehicle exhausts so that carbon monoxide and vehicle exhaust do not enter the shelter.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.
Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .
Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).
Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW
