About this file
This is a Training and Evaluation Outline Report for Task 37-TE-0033 "Provide Civil Support Team (CST) Medical Support", approved on June 15, 2022. The document outlines the standards and performance measures for CST medical teams responding to chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incidents or natural disasters.
The report details specific performance requirements including: medical surveillance, vaccination programs, pre/post-entry medical monitoring, and emergency medical care for team personnel. Success criteria specify that 75% of leadership and 80% of soldiers must be present, with teams required to achieve 80% on performance measures, 100% on critical measures, and 85% on leader performance measures to be considered "Fully Trained." The document lists 19 supporting individual medical tasks ranging from basic life support to treating chemical agent casualties. The task may be performed in MOPP4 protective equipment depending on hazards encountered. Distribution is restricted to U.S. Government agencies only and cannot be used to instruct international military students.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. CST is ordered to provide medical support at the incident site. All required personnel, equipment, and reference materials are available for the operation. Some iterations of this task should be performed in MOPP 4.
Standards: CST provides medical support in accordance with (IAW) ATP3-11.46, the Weapons of Mass Destruction-Civil Support Team (WMD-CST) medical section performs, manages, or coordinates required occupational medical surveillance; vaccination, hearing, vision, dental, and respiratory protection programs; and examinations for assigned personnel. Ensures that pre-entry and post entry medical monitoring is accomplished. Accounts for sensitive items and expenditures. In a live training environment 75% of the leadership and 80% of Soldiers are present at training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained). Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operation Officer, and Section Leader.

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.
Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures) for assigned counter-tasks change in response to the execution of BLUFOR's task.
Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.
Single Threat: Regular, irregular, criminal, or terrorist.
Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.
Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .
Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).
Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
