About this file

This is a Training and Evaluation Outline Report (Status: Approved) for Task Number 37-TE-0020 "Provide Civil Support Team (CST) Medical Support," effective June 4, 2021. The document outlines training requirements and performance standards for WMD-CST medical sections responding to chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incidents or natural disasters.

The report specifies that medical sections must achieve 90% on performance measures, 100% on critical performance measures, and 90% on leader performance measures to be considered "Fully Trained." Key responsibilities include conducting pre/post-entry medical monitoring, managing occupational medical surveillance programs, providing emergency medical care, coordinating with local medical facilities, maintaining medical documentation, and ensuring physical security of Class VIII supplies. Training requirements mandate 85% leadership and 80% soldier participation against authorized strength. The document includes 21 supporting individual medical tasks ranging from basic emergency treatment to specialized CBRNE casualty care, though no specific equipment or TADSS requirements are listed. Distribution is restricted to U.S. Government agencies and contractors only, with foreign disclosure limited to FD3 classification.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The medical section has arrived at the incident site and has established a medical support area. Standard MOPP 4 conditions do not exist for this task. See the MOPP 4 statement for specific conditions.

Standards: In Accordance With(IAW) ATP3-11.46, the Weapons of Mass Destruction-Civil Support Team (WMD-CST) medical section performs, manages, or coordinates required occupational medical surveillance; vaccination, hearing, vision, dental, and respiratory protection programs; and examinations for assigned personnel. Ensures that pre-entry and post entry medical monitoring is accomplished. Accounts for sensitive items and expenditures. In a live training environment 85% of the leadership and 80% of Soldiers are present at training against their authorized strength. The element attains 90% on performance measures, 100% of critical performance measures, and 90% on leader performance measures achieving a T (Fully Trained).

Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Notes: Applicable definitions for the Operational Environment:

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.

Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures) for assigned counter-tasks change in response to the execution of BLUFOR's task.

Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.

Single Threat: Regular, irregular, criminal, or terrorist.

Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.

Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .

Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).

Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
