About this file

This is a Training and Evaluation Outline Report (Status: Approved, dated 15 Jun 2022) for Task Number 37-TE-0034, which details requirements for providing a common support communications node for Civil Support Team(s) at an incident site. The document outlines training conditions, standards, and performance measures for Civil Support Teams responding to CBRNE incidents or natural disasters.

The document specifies that teams must provide communications support in accordance with ATP 3-11.46, ensuring communications equipment is serviceable and properly configured for rapid response. Key performance standards include: 75% of leadership and 80% of Soldiers present at training, 80% performance measures achieved, 100% critical performance measures met, and 85% leader performance measures achieved for a "Fully Trained" rating. The communications section must develop plans to integrate CST assets into the Incident Command System network, provide voice/data connectivity, manage COMSEC/cryptological equipment, and establish communications with supporting agencies. The task may be performed in MOPP 4 conditions and includes detailed steps for operational and post-operational phases of communications support.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The team has deployed to the incident site and must provide a common support communications node for CST members and others to operate. All required communications equipment and personnel are available at the incident site. Some iterations of this task should be performed in MOPP 4.

Standards: The team has deployed to the incident site and must provide a common support communications node for CST members and others to operate (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST). The communications section ensures the communications, COMSEC and classified cryptological information equipment is serviceable, properly postured, and configured for rapid response. Develops a communication plan to integrate CST communications assets into the Incident Command System (ICS) communications network, providing voice and data connectivity as required to support the commanders intent. In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained). Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader.

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.

Dynamic: Operational variables PMESII-PT and threat TTPs (tactics, techniques, and procedures) for assigned counter-tasks change in response to the execution of BLUFOR's task.

Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.

Single Threat: Regular, irregular, criminal, or terrorist.

Hybrid Threat: The diverse and dynamic combination of regular forces, irregular forces, terrorist forces, and/or criminal elements unified to achieve mutually benefiting effects.

Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning.

Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. .

Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC).

Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. .
