About this file
This background bullet paper details the Air Defense Infrastructure - Mission Voice Platform (ADI-MVP), a critical communication system for homeland defense. The system, built by Compunetix, provides secure and non-secure voice communications infrastructure for five Air Defense Sectors: Tyndall Air Force Base Air Operations Center, Eastern, Western, Alaskan, and Pacific Air Defense Sectors. The platform features a robust architecture with redundant Platform Management servers, 65-120 Human Machine Interface workstations per site, and multiple communication capabilities including secure/non-secure radios, telephones, conferencing systems, fighter alert scramble systems, and hotlines.
The ADI-MVP prioritizes security through strict network segmentation, using a Red Network for classified communications and a Black Network for unclassified communications. Key system components include a Platform Manager, Black and Red MVP Switches, Secure Digital Audio Processor, Admin Client, network devices, and operator workstations. The system allows remote access to critical command nodes like the National Capital Region Command Center, Joint Air Defense Operations Center, and Ryan Center. The document concludes by emphasizing the system's importance in maintaining the integrity and effectiveness of North American air defense through continued investment and modernization.

BACKGROUND BULLET PAPER
ON
AIR DEFENSE INFRASTRUCTURE – MISSION VOICE PLATFORM (ADI-MVP)
PURPOSE
The ADI-MVP provides the critical infrastructure for secure and non-secure C2 voice communications, essential to C1AA's no-fail Homeland Defense mission.
BACKGROUND
- The MVP switch is the core of a Compunetix mission voice conferencing platform, connecting to users through voice ports (radios, phones, shout-line, etc.), and Compunetix mission user consoles.
- This robust system is purpose-built for mission voice environments offering exceptional reliability, maintainability, and security.
- Central nervous system for C2 voice delivering secure, dependable, and inter-site communication for:
-- Tyndall Air Force Base Air Operations Center (AOC)
-- Eastern Air Defense Sector (EADS)
-- Western Air Defense Sector (WADS)
-- Alaskan Air Defense Sector (ADS)
-- Pacific Air Defense Sector (PADS)
- Provides a single, multi-interface console and communication up to the Secret classification level
- Integrates a wide array of voice capabilities into a user-friendly interface, streamlining operations for operators to access:
-- Radios: Secure and non-secure UHF, VHF, HF, and SATCOM radios for communication over various distances and conditions.
-- Telephones: Secure and non-secure lines for internal communication within the Air Defense network and external communication with other agencies.
-- STE-R: Secure Telephone Equipment – Remote enables secure communication over long distances, often used for classified conversations.
-- Conferencing Systems: Facilitating real-time collaboration among multiple parties, crucial for coordinating responses to air defense situations.
-- Fighter Alert Scramble Systems: Enabling rapid response to potential threats by instantly connecting with fighter aircraft.
-- Hotlines: Dedicated lines for critical communication channels, ensuring immediate connection with key personnel or agencies.
-- Voice Groups: Enabling group communication within specific operational contexts, such as coordinating with a group of fighter jets.
- The ADI-MVP's robust architecture is designed to ensure high availability, redundancy (backup systems), and stringent security for these mission-critical voice communications:
-- Platform Management (PM) Servers:
--- Redundant Design: Each site is equipped with two PM servers (plus spares) to prevent any single point of failure. If one server goes down, the other takes over seamlessly.
---- Key Responsibilities:
----- Database Management: Maintaining the system database, ensuring data integrity and availability for critical operations.
----- Network Communication: Managing the flow of information between switches, facilitating efficient and secure data transmission.
----- Access Control: Enforcing security protocols and user permissions to prevent unauthorized access to sensitive information.
----- System Monitoring: Generating alarms and reports to provide real-time system health monitoring and alert administrators to potential issues.
-- Human Machine Interfaces (HMIs):
--- Operator Workstations: Each site is equipped with 65-120 HMIs (MVP Tangent PCs), which function as the primary workstations for air defense personnel.
--- Capabilities:
---- Access to Voice Assets: Provide operators with a unified interface to access all voice communication tools within the Air Defense Infrastructure.
---- Mission Execution: Enable operators to perform their critical air defense missions, including monitoring for threats, identifying potential dangers, and coordinating responses.
-- Remote Access Capabilities:
--- Extending the Network: The MVP architecture allows authorized personnel at EADS and WADS to remotely access critical command and control nodes:
---- NCRCC: National Capital Region Command Center (2 HMIs)
---- JADOC: Joint Air Defense Operations Center (5 HMIs)
---- Ryan Center: Supporting air defense operations (2 HMIs)
--- Prioritizing Security: The MVP prioritizes security through strict network segmentation, preventing unauthorized access and the spread of malware:
---- Secure Voice (Red Network): Handles all classified communications, including STE- R and secure SATCOM traffic. This network is physically and logically separated from non-secure networks.
---- Non-Secure Voice (Black Network): Handles unclassified communications, such as routine telephone calls.
-- Key System Components:
--- Platform Manager: The central brain of the MVP, responsible for overall system management.
--- Black MVP Switch: Directs all non-secure voice traffic.
--- Red MVP Switch: Directs all secure voice traffic.
--- Secure Digital Audio Processor (SDAP): Ensures that audio is processed and transmitted securely, preventing eavesdropping.
--- Admin Client: Provides a dedicated interface for authorized personnel to configure and manage the system.
--- Network Devices: Dedicated routers, switches, and firewalls work together to ensure network segmentation and prevent unauthorized access.
--- Human Machine Interface (HMI): The operator workstation, providing the interface for air defense personnel to access the MVP's capabilities.
CONCLUSION
The ADI-MVP is an indispensable component in executing the C1AA mission, providing the critical voice communication backbone for homeland defense. Its robust and secure architecture, featuring redundant systems, strict network segmentation (Red/Black), and a wide array of integrated voice capabilities, ensures seamless and reliable communication across all five Air Defense Sectors. The continued investment and modernization of the ADI-MVP is crucial for maintaining the integrity and effectiveness of North American air defense.
