About this file

This Background Bullet Paper details the Air Defense Infrastructure (ADI), an enterprise system of sub-systems maintained by General Dynamic Information Technology under the Air Defense Communications Services (ADCS) contract. The ADI provides critical communication and cybersecurity capabilities for air defense, interconnecting Air Defense Sectors and perimeter/interior sites through multiple technological components, including the ADI-Mission Voice Platform (ADI-MVP) and ADI-Security Suite of Tools (ADI-SSoT). Key capabilities include secure voice communications, robust cybersecurity protocols, radio/radar transport systems, scramble alert systems, and mobile low-altitude radar coverage.

The system supports CONR-1 AF's Homeland Defense mission, delivering essential capabilities across 16 Air Control Alert sites and enabling communication across FAA radio sites in the lower 48 states. The current contract is in Option Year 2 of its fourth iteration, with two remaining one-year options available, and A6CI is preparing for the ADCS5 solicitation since the ADCS4 contract ends on 31 March 2027. The infrastructure is designed to provide comprehensive cybersecurity, event reconstruction, and communication support for critical air defense operations, with a focus on safeguarding lives and national security by ensuring rapid response in national airspace defense.

BACKGROUND BULLET PAPER

ON

AIR DEFENSE INFRASTRUCTURE (ADI)

PURPOSE

The ADI is an enterprise system of sub-systems maintained by General Dynamic Information

Technology under the Air Defense Communications Services (ADCS) contract.

BACKGROUND

- The ADI delivers the “Eyes”, “Ears”, and “Voice” to the Air Defense Warfighter

- The support contract for the ADI is in Option Year 2 of its fourth iteration with two remaining one-year options available.

-- A6CI is currently preparing for ADCS5 solicitation since the ADCS4 contract ends 31 Mar

2027 should both additional option years are executed.

DISCUSSION

- The ADI interconnects all the Air Defense Sectors and perimeter/interior sites (see Figure 1)

-- ADI-Mission Voice Platform (ADI-MVP) Layer 3 Virtual Private Network (L3VPN) services all inter-site mission traffic via 2 x DISA provided L3VPN Multiprotocol Label

Switching (MPLS) 100M dedicated circuits (primary / failover)

-- ADI-Security Suite of Tools (ADI-SSoT) L3VPN services all inter-site cybersecurity traffic via 1 x DISA provided L3VPN MPLS 100M circuit and potential future Cyber

Security Service Provider integration

-- Radio/Radar Transport System

--- Interface equipment at Eastern Air Defense Sector (EADS) and Western Air Defense

Sector (WADS), 101 interior radio sites, and 48 CONUS perimeter radar/radios sites

--- Federal Aviation Agency (FAA) / FAA Telecommunications Infrastructure (FTI) provisioned circuits – interior sites

--- DISA provisioned circuits – perimeter sites

UNCLASSIFIED

-- Scramble Alert Systems - Used by the EADS and WADS to scramble fighters at 16 Air

Control Alert CONUS sites (64 end point packages)

- CONR-1 AF (AFNORTH & AFSPACE) (C1AA) plays a vital role in the Homeland Defense mission, relying on a robust and resilient ADI to deliver key capabilities

-- Secure Voice Communications

--- The ADI-MVP primary voice systems to ensure secure and reliable voice communications for critical air defense operations

--- ADI-MVP enables CONUS ADS to access FAA radio sites across the lower 48 states delivering C2 for situational awareness and coordination capabilities

-- Robust Cybersecurity

--- The ADI-SSoT delivers comprehensive cybersecurity across the ADI and alignment to

DAFI 17-130 Cybersecurity Program Management and provides continuous monitoring IAW Risk Management Framework Step 6

--- Provides the Air Operations Center and the Battle Control Centers with

---- Boundary Protection

---- Authentication, Authorization, and Accounting

---- Configuration Management

---- Vulnerability Management

-- Detailed Event Reconstruction

--- The ADI-CONR Forensic (ADI-CFS) system provides detailed event recreation and analysis capabilities, compliant with NORAD/NORTHCOM Instruction 10-175

Debrief, Data Collection and Event Reconstruction and the 9/11 Commission Report recommendations.

--- The forensic requirement is currently being reviewed and revalidated by 1AF / A5/8C to extract this subsystem from the ADCS contract

-- Mobile Low-Altitude Radar Coverage

--- The Low Altitude Radio Kit (LARK) delivers mobile low-altitude radio coverage to support Rotary Wing Air Intercept of low-flying threats during President/Vice

President travel, National Special Security Events, Human Space Launch Mission, runway relocations, and other contingencies

--- The LARK only requires power and site-provide dial-tone to be operational
