About this file

This document contains Site Visit Questions for the Air Defense Command System (ADCS5) contract, providing insights into a forthcoming federal solicitation for communications and technical support services. The document reveals that the contract will support 148 Continental United States (CONUS) sites, focusing on air defense and command control integration, with key objectives including modernization, transitioning from Time-Division Multiplexing (TDM) to Internet Protocol (IP) connections, and addressing current technical challenges such as securing IP-based circuits in isolated locations. The government anticipates releasing the solicitation in FY26 Quarter 3 and is seeking a contractor to provide comprehensive communications infrastructure support, including secure voice communication capabilities, network management, and potential integration with base communications squadrons.

The scope includes supporting various sites, particularly in Alaska, with specific requirements around radio equipment, antenna sharing, and network connectivity. The contract will require supporting multiple communication systems, potentially using Department of War-approved secure voice devices like STE or VIPER. Notable technical considerations include network management between base communications and long-range radio systems, potential circuit migration, and maintaining equipment across multiple locations. The government has not yet finalized small business subcontracting goals or identified specific transition risks, and market research is ongoing. The technical library will include detailed site information, equipment specifications, and connectivity documentation, which will be posted as appendices to the Performance Work Statement (PWS) during solicitation.

Site Visit Questions:

1. Where is the Demarc for each site (Tyndall and MOB)?

• Demarcs are identified in each respective telecom service order and via incumbent and Federal Aviation Agency (FAA) diagrams. New task order technical exchanges allow Q/A to re-confirm demarcs details/locations.

2. Does ADCS share the Antenna (specific for the Tyndall Site)?

• The Continental United States (CONUS) RADARs are FAA owned/maintained.

• The radio equipment is shared by the Eastern Air Defense Sector (EADS) and Western Air Defense Sector (WADS).

• The EADS-owned High Frequency (HF) radios/antenna at Tyndall are currently shared by both EADS and WADS.

i. There is an on-going effort to establish dedicated WADS HF assets (radio and antennas) at Tyndall.

3. Do the 148 sites include Alaska or CONUS only?

• No, the 148 sites are CONUS. The solicitated PWS Appendices will include all site information.

4. Is there a difference from the Tyndall and Mobile Site visit vs the EADS tour and Remsen/ Wayland Tour that were supposed to happen in October? If so, what is the difference?

• There is no difference. The equipment strings for integrating exterior and interior sites into the ADI that feeds both the RADAR and/or radio to the sectors are essentially identical for like sites. The variation is really Time-Division multiplexing (TDM) vs Internet Protocol (IP)-based connections. The Government is aggressively working to eliminate TDM for site connectivity.

5. Will you be providing a list of the attendees (or companies represented) for the virtual Industry Day event?

• No.

6. What is the status on the Acquisition Strategy?

• This cannot be determined yet as market research is ongoing.

7. At the Joint Base Elmendorf-Richardson (JBER) site survey, there was discussion that

'some' of the services currently being provided by the ADCS5 contract may transition to the local base Communications Squadron. What services in the PWS (if any) will transition to base communications squadron (or base-provided service)?

• The Nortel Call manager in the contractor space will be removed once local base comm has established full integration to the Battle Control Center (BCC) and LRRS. There will be a VG-450 from base comm in the contractor space. There will be network management actions required between the Base Communications VG-450 and the LRRS Pots lines and phones to ensure connectivity

8. It was stated plowing would not be required for Murphy Dome, is that accurate? If not, who is currently performing the plowing function (local contractor?)

• The city only plows up to the road leading up to the site, then the local contractor plows the remaining distance to the fence line.

9. Will this contract be required to support Viper phones in secure mode?

• The contract requires various solutions for secure voice communication – this can be any Department of War approved device (i.e. STE or VIPER) to include yet-to-be-fielded “next-Gen” Government approved secure voice devices.

10. Can the government provide floor diagrams of the main comm room, ADCS Alaskan long-haul circuits, DISA long-haul circuits, rack elevations, and associated equipment required to be maintained at all locations? Example: JBER: Air Operations Cener (AOC) - Room 106, 124, 206 (main comm room)

• The Comm Service Manual outlines the equipment string for all locations. The “BCC” portion captures the equipment at each main site. This will be posted with the solicitation.

11. Can the government outline the specific travel/logistics requirements to travel to each of the AK sites (what is government provided and what must the contractor provide)?

• This will be stated within the PWS at time of solicitation.

12. Will the government provide the 'ADCS Communications Service Manual'?

• Yes, as an attachment to the PWS during solicitation.

13. The site survey showed new fiber circuits landing at the AOC - will this contract be required to complete this project?

• Any new circuits are part of an open incumbent task order or Air Forces Northern Command effort. The intent is to have all the circuits in place prior to awarding ADCS5. Delays in circuit delivery could push the effort/work into ADCS5.

14. Can the government confirm that in the migration from TDM to IP, can the government provide a level of effort required to support this transition?

• No, once the IP based circuit is delivered, the labor should be within scope of the task order.

15. Can the government provide the site locations/names for all sites this contract will be required to support?

• Yes, as Appendices to the PWS during solicitation.

16. What are the primary mission outcomes or operational improvements you want ADCS5 to deliver compared to ADCS4?

• Mission requirements will be stated within the ADCS5 PWS and Appendices.

17. Are there any expected Small Business subcontracting goals such as Alaska Native or other?

• Market Research has not been completed; this cannot be answered at this time.

18. Is there an anticipated Earned Value Management System requirement?

• No.

19. How can industry best provide value during market research—white papers, tech demos, site visits?

• Site visits were completed. Additional requested information will be posted via sam.gov.

20. What pain points or capability gaps exist today in ADCS either technical or operational regarding air defense and command and control integration?

• Inability for DISA to secure IP-based circuits to CONUS isolated locations.

• Inability to deliver new/improved operational capabilities at the speed of need.

21. Have there been any areas the incumbent struggled, and where is there room for improvement?

• The Government has refined the ADCS5 PWS to allow for growth and improvements.

22. What aspects of current ADCS support are working well that you want preserved?

• Modernization

23. How is the mission evolving based on threat environment and policy/requirements changes regarding JADC2 and North American Aerospace Defense Command modernization (OTHR)?

• ADCS and ADI have not been impacted by other initiatives such as CBC2.

24. How do you prioritize cost, speed of delivery, technical innovation, and mission assurance?

• These four factors are not static; it depends on the specific requirement or call order.

25. . Are there any interoperability priorities (GCCS-J, ABMS, C2BMC) with specific systems we should understand?

• Not at this time.

26. Given the history this contract has been held by the incumbent, will the government provide any transition risks that have already been identified?

• The Government has not identified any “transition risk”.

27. Regarding a new contractor Transition plan, what timeline should contractors expect to bid for Phase in?

• This will be stated in the solicited PWS.

28. Are there anticipated to be any Collective Bargaining Agreements or agreements with

Unions as part of the prime contract?

• This is dependent upon the prime contractor.

29. Can the Government share the latest negotiated/disclosed Collective Bargaining

Agreements associated with this contract?

• No, this will not be shared.

30. What details/documents does the Government expect to include in a technical library?

Follow up, would it include items such as site specific building drawings, interface control documents (ICDs), technical manuals including Commercial equipment manufacturer manuals, and site or system operations documentations?

• The Government expects to have all the relevant information to understand the ADI site build, equipment, and intra / inter-site connectivity. This will be posted as appendices to the PWS during solicitation.

31. When does the government anticipate releasing a Draft of RFP materials?

• The Government is anticipating releasing the solicitation in FY26 QTR 3.
