About this file
This document contains Industry Day Preliminary Questions for the Air Defense Communications Support (ADCS) 5 contract, a 10-year Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) procurement anticipated to be released in the 2nd quarter of 2026. The contract will involve ongoing operations and maintenance (O&M) services, discrete project-based task areas, and infrastructure support for Air Defense communications systems across multiple sites, with call orders issued under the IDIQ. Key technical requirements include maintaining complex communications infrastructure, supporting various radio and radar systems, managing network connectivity, ensuring cybersecurity compliance, and potentially integrating modernization initiatives.
Significant contract details include a single-award IDIQ structure, government-provided technical documentation, transition of existing assets from the ADCS4 program, and support for locations including EADS, WADS, AADS, CONR, and Tyndall AFB. The contract will require comprehensive system management, including remote management, configuration control, cybersecurity assessments, and maintaining operational availability standards. The government will provide existing equipment, software, source codes, and site information, while contractors will be responsible for circuit connectivity, voice systems support, and maintaining the closed restricted network status of mission systems. Market research is ongoing, and specific small business requirements and past performance evaluation criteria will be detailed in the future solicitation.

Industry Day Preliminary Questions:
1. Will ADCS5 include discrete project-based task areas (e.g., site network upgrades or equipment refresh) separate from ongoing O&M services?
Yes. These will be awarded through call orders and an established process will be incorporated into the IDIQ award.
2. Are small businesses expected to participate as primes or subs under a single-award or multiple-award structure?
This is anticipated to be a single award IDIQ. However, the Government cannot answer this as market research has not been completed.
