Supplemental Information for Prospective Design-Build Offerors Replace Seismically Deficient Boiler Plant
VA Project #654-212 VA Sierra Nevada Healthcare System – Reno, NV
Below is a list of items which are to be addressed as part of the design effort for the above referenced project. Drawings numbers listed below are referring to the sheet number in the Schematic Design documents which are included as attachments to the Request for Proposal.
1. Drawing CS101 - A fence and gate need to be added at the far east end of the road that leads from Kirman Avenue into the new parking lot (where the Boiler Plant currently sits), approximately at the west wall of Building 7. Without this fence and gate vehicles entering off Kirman could mistakenly drive behind Building 7 (the Maintenance Shop) and once there, would have a very difficult time turning around to access any of the parking areas.
2. Drawing FA001 - Use I/O matrix from VA Fire Protection Design Manual or incorporate all VA requirements into design.
3. Drawing FA001 - Duct smoke detector is to initiate fire alarm signal similar to other buildings.
Correct on Fire Alarm Matrix.
4. Drawing FA001 - Believe exterior horn/strobe for sprinkler can be removed from design, verify with code and VA design guide.
5. Drawing FA101 - Suggest exterior notification device on west side of building be deleted.
6. Drawing FA101 - Suggest deletion speaker/strobe in control room N3115 as it will "back feed" with microphone.
7. Drawing FA101 - Provide wall-mounted notification devices throughout for this project as opposed to ceiling mounted.
8. Drawing FA101 - Delete fire alarm notification in O2 yard area, room N3112. Confirm not required by code.
9. Drawing FA101 - The existing fiber fire alarm loop network is needs to be included on the drawings.
10. Drawing FA101 - Verify notification devices in north wall of emergency panel room are required, if not, delete these devices.
11. Drawing FA101 - There appears to be excessive notification devices on cooling tower area
(rooftop). Verify only one is needed. Include weatherproof (WP) cover over device.
12. Drawing P101 - Relocate water tank out of room N3104, HAC, to another location within the building along with all associated piping.
13. Drawings GI021 and CP100 - Both plans include a note allowing the contractor to determine if eliminating the proposed pedestrian access route immediately north of the existing Boiler Plant is to be allowed. This access route must remain useable for the project duration. Recommend these notes be amended to require the contractor to provide flaggers whenever material, equipment or other items are being moved from the contractor staging area south of the access route to the construction zone north of the access route. Additionally, the possible alternate pedestrian access route north of the construction area need not be shown.
14. Drawing CD100 - There is a note stating the existing entrance into the lower level of the two-story garage is to be closed during the construction by installation of bollards. The type of barrier to close off the entrance must be much more substantial as this entrance will be permanently shut off. Suggest a concrete or CMU wall be provided. Additionally, lighting within the lower level of the existing garage should be reviewed to determine if that also needs to be addressed once the existing entrance is permanently closed. If additional lighting is required in this location to meet the standards set for in the VA Technical Information Library (TIL), those are to be added as part of the contract.
15. Drawing CS101 - There is a note stating a new sliding gate with dual-authentication is to be installed at the west side of the new CUP. Assuming this is the planned access route for the oxygen delivery vehicle. Has it been verified that the approximately 25 feet (via scaling) is sufficient turning radius for the vehicle between the fence and the west wall of the new CUP?
The facility's Logistics department does not believe this location will work. Suggest a second access be provided off Belli which will require the contractor to coordinate with the City of Reno to remove a portion of the sidewalk and curb to create the new access point. The new access point will require a second sliding gate with dual-authentication.
16. Drawing GI011 - Industrial Occupancy Common path of travel and dead-end corridor limits need to be shown on drawings.
17. Drawing GI011 - The door to electrical room N3107 must swing out to comply with VA design criteria. Please modify door swing or eliminate door.
18. Drawing GI011 - Provide fire extinguisher cabinets (FEC) adjacent to all exterior exit doors and provide them outside both control room doors. All FEC must be provided with signage. See VA Sign design manual in the TIL.
19. Drawing GI011 - The first floor level is to be separated from the mezzanine level. Provide a fire door on the mezzanine level at the top of the stairs.
20. Drawing GI011 - Provide a fire extinguisher cabinet and associated sign in electrical room N3201 and in emergency panel room N3205 adjacent to the exit access door.
21. Drawing AE201 - Confirm that the fall protection on the landing of the outside stair is 42-inch high (minimum). Provide vertical bollards (not horizontal) for all outside stair fall protection.
22. Drawing P101 - Eyewash station needs a sign (per OSHA) and waste to be piped to drain.
23. Drawing EL201 - Provide wall-mounted battery back-up light fixture for ATS and generator rooms.
24. Drawing EL201 - Lights which provide illumination of the means of egress cannot be switched.
See NFPA 101 section 7.8.1. Provide "night" lights or other means of continuous illumination for means of egress.
25. Drawing EP101 - Provide generator remote stop button (EPO 2) outside of the generator room.
26. Drawing TN101 - For areas which do not have ceilings, provide wall-mounted speakers in these locations.
27. Drawing TY101 - Outdoor card readers to be weather resistant.
28. Drawing CS101 - There are multiple required exit doors provided from the CUP building. There is only 1 way out of the anti-ram fence. Provide additional remote doorways in the anti-ram fence along with associated access control equipment. Provide exit discharge signage for these locations.
29. Electrical Narrative - Design to include the 20% spare capacity on the emergency power system to allow for future growth. Verify two 750kW generators are sufficient to meet future growth.
If not, upsize or provide additional generators.
30. Drawing EP101 - PSG 08-EG: This configuration is not coordinating with the one shown on the one line. Clarify how many sections there are and if the gear include controls for the generators.
31. Drawing E600 - PSG-08-EG: 1. Confirm if the existing generator is able to be paralleled and synchronized with the two new generators, 2) Will it be a circulating current in the system due to the different ratings and distance (new 750kw generators vs the existing 1000kW one)? And
3) Per VA Specs, please provide draw-out circuit breakers. Verify if the equipment room as shown in the bridging documents will have enough required working clearance for this system.
If not, as part of the design, adjust room dimensions to meet this requirement.
32. Electrical Design Analysis - Divisions 27 & 28, General, B (Scope of Work) – Include items currently missing from the scope of work for this project. The description of the scope described here is only limited to CUP itself. Facility requires both an emergency call phone system in all the parking lots included in the project scope. Also, ensure to address security system requirements as indicated in PSRDM, Appendix B for CUP and Parking Lots. The CUP will be required to have UPS, intercom, BAS/BMS, SCADA, Fire Alarm, and other monitoring/controlling system(s) in the control room.
