SECTION 00 11 21
REQUEST FOR PROPOSAL TO DESIGN BUILD
REPLACE SEISMICALLY DEFICIENT BOILER PLANT, BUILDING 8
PROJECT No. 654-212
VASNHCS RENO, NV
A. PART I - GENERAL
A1. Scope
A. This Request for Proposal (RFP) is issued as Two-Phase Design-Build procurement (Reference FAR
36.3). Proposals will be evaluated in Phase I to determine which offerors will submit proposals for
Phase II. A maximum number of three (3) offerors will proceed to Phase II unless the contracting officer determines that a number greater than three (3) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project. Phase II RFP will be issued only to those successful offerors determined to be most highly qualified from Phase I. One firm fixed price contract will be awarded using competitive negotiation. This contract is set aside for competition among Service-Disabled Veteran Owned Small Businesses (reference FAR 19 and
VAAR 819).
B. This is a Design-Build project for the design and construction of a new Central Utility Plant (CUP) replace Building 8 at the VA Sierra Nevada Health Care System (VASNHCS) Reno, NV. The
Design-Build Team (DBT) shall provide all labor, materials, tools, equipment, and design-build services necessary for design and construction of a project described herein as well as other specific tasks as further defined by this Request for Proposal (RFP).
C. As a Design-Build project, the Government is seeking a progressive construction process and anticipates the following as opposed to traditional design and construction methods:
Single Source Point of Contracting Contact for Design and Construction
Greater quality of design due to collaboration with construction contractor
Time savings due to the ability to be in design for one phase of the project while in construction for a different phase
Greater collaboration with Government end users
Therefore, as is typical in Design-Build projects, construction activities can begin at any time when the Government has reviewed and approved any of the design package submissions made throughout the design process. Per VA Design Guide PG 18-15, design package submissions will occur at 35%, 65% and 100%, therefore once the 35% submission has been approved by the Government, construction activities shown on those documents can occur prior to the next package submission.
Subsequently, once the 65% submission has been approved by the Government, construction activities shown on those documents can occur prior to the next package submission.
D. A Single Point of Failure (SPOF) is a part of a system, that if it fails, will stop the entire system from working. The function and output of the Reno CUP is critical to the mission of the entire medical center. Utilizing redundancy, reliability engineering, and other methods, the design accomplished by the DB-A/E will eliminate SPOF’s throughout the CUP’s systems, components, and equipment.
E. The contractor will provide all labor, material, and equipment necessary to complete a final project design along with complete physical construction necessary to deliver a new Central Utility Plant
(CUP) at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, Nevada. The project
Document Number: 36C10F24R50000 PROCESSED Page 13 of 94 scope includes associated work activities consisting of, but not limited to, improvements at an existing gravel park lot, demolition of the facility’s current utility building, the Boiler Plant, Building
8, conversion of the Boiler Plant location into a parking lot, and installation of a bulk oxygen storage room with associated tanks and equipment.
More specifically, the contractor will design, construct and achieve the following activities in listed order:
1) improvements to an existing gravel parking lot to pave, stripe, drain and light the lot for the facility’s use during project duration. The lot will also include an emergency call system which matches that in other similar lots at the facility.
2) build an approximately 11,000 GSF CUP structure housing the boilers, chillers, cooling towers, and the bulk oxygen system to provide steam, heating and cooling for the entire VASNHCS campus. Additionally, as the current facility main power feed runs through the courtyard of the existing Boiler Plant, the project will also include all electrical work required to relocate the electrical service from the present location to a new location within the CUP.
3) thoroughly test all equipment and systems in the CUP to assure complete functionality of the systems and equipment. Once testing has been completed and accepted by the VA, make final connection of all utility systems to existing utility feeds on the east side of Kirman Avenue at the location where the utility feeds currently exit the Boiler Plant.
4) demolish the existing Boiler Plant once the CUP is fully operational and providing all utility services to the facility. This scope all includes removal of hazardous materials prior to demolition of the building.
5) convert the Boiler Plant location, once demolition is complete, into a paved, striped surface level parking lot, including lighting and proper drainage.
6) re-stripe the lot improved per item 1 above to meet VA criteria for the proper allocation of standard and handicap stalls.
For informational purposes only and to provide prospective offerors with a greater understanding of the Government’s requirements, accompanying this RFP solicitation are the following documents:
(1) conceptual drawings indicating project siting, phasing, and preliminary design; (2) narratives describing technical approach to the project; and (3) supporting design specifications and documents. Note this preliminary design information is provided for information only. The Design
Build Contractor selected for this project is under no obligation to incorporate this conceptual design information into their final project design.
The contractor will provide all required professional design services within all required disciplines necessary to complete the above referenced scope. All disciplines shall have a current professional license issued by the State of Nevada or equivalent document from another state. Although a geotechnical report is being provided, the contractor will be responsible for completing their own geotechnical analysis as part of project design development.
All construction activities will be accomplished by firms which have a current license issued by the
Nevada State Contractors Board or equivalent document from another state.
All design documents are to be developed in accordance with the VA Technical Design Library, which can be accessed at https://www.cfm.va.gov/til/. The final design and construction of the project will fully incorporate the requirements listed in the referenced site. No deviations will be allowed unless prior approval is provided by the VA Contracting Officer.
Document Number: 36C10F24R50000 PROCESSED Page 14 of 94
F. The Design-Build Team (DBT) shall provide design and construction services for the project described within this document. Such services include but are not limited to surveys, assessments, technical studies, technical reports, analyses, permits, design, development of construction documents, technical expertise, labor, materials, tools, equipment, and all services that are deemed necessaries for the proper design and construction of the project described herein. The DBT is highly encouraged to utilize an integrated team approach during all phases of this project, including management strategies such as “swarming” and “big room planning” that help identify potential conflicts early and create feasible solutions collaboratively.
G. Prior to beginning with the design, the Design-Build Architect / Engineer (DB-A/E) shall perform a complete assessment of the scope and area to be familiarized with the project and identify all design/construction concerns, non-compliance issues and deficiencies that need to be addressed along with their respective solutions. Included within this assessment will be an evaluation of the life safety measures within the existing Boiler Plant, Building 8. Building 8 is rated by the VA as being seismic
Exceptional High Risk. The DBT will propose measures or physical improvements to Building 8 that mitigate life safety risks and improve the Boiler Plant’s functional sustainability in the event of a seismic event. Given that Building 8 will be demolished after construction of the new CUP, any proposed measures should be short-term and/or temporary in nature. Measures that are intended to enhance the life safety of building occupants have the highest priority. This assessment will be undertaken immediately after the DBT is issued the Notice to Proceed. The Government will review the DBT’s proposed measures and decide what, if any, subsequent action to pursue.
H. The DB-A/E who prepares the construction documents shall be a professional architect or engineer licensed in the State of Nevada. The professional seal indicating such license shall appear on the final construction documents. The architect and/or engineer whose seal is shown in construction documents will be known as the Architect or Engineer of Record (also referred to as Designer of
Record).
I. The DB-A/E must have a proven experience of at least five years (5 yrs.) in design and supervision of projects of similar or major complexity to this one. The A/E shall certify the design compliance with all latest design standards, design manuals and national codes used by the VA, as well as all Federal and local requirements and regulations. The required stamp on construction documents (e.g., drawings, technical specifications) of the licensed architect or engineer of record will be considered as certification of such compliance.
J. The project will be accomplished using design and construction guidance and criteria contained in the
VA’s Technical Information Library, including utilizing the VA Program Guide (PG 18-15), A/E
Submission Instructions. The DB-A/E may be provided updated versions of the PG 18-15, or other
VA technical documents, as appropriate for this project. The DBT will provide an estimate of construction cost at each design phase, to ensure overall project costs are kept within the final contract price. The selected firm shall design and construct within the final contract price.
