A. Scope of Work – The contractor shall furnish all management, supervision, labor, material, repair parts, supplies, tools and test equipment required to conduct preventative and remedial maintenance and testing of the Andover Building Management Control and Simplex Fire Alarm Systems to include maintaining existing software to ensure the operating reliability of each system. Also included are all associated peripheral computer/printer monitoring equipment, all interconnecting wiring, all power supplies, back-up power supplies and data-gathering panels.

B. Preventive Maintenance Preventive Maintenance shall be performed in accordance with manufacturer’s recommended specifications for both systems. The contractor will within thirty (30) days after the effective date of this contract modification submit for approval a preventive maintenance plan (PMP) to the Contracting Officer’s Technical Representative (COTR).

With respect to the fire alarm system, the PMP must include at least the testing/inspection of all system-initiating devices twice per year. This is to be accomplished by testing/inspection of all of the systems in two site visits (September and March) of each year. This testing will be scheduled Monday through Friday after 6:00 pm. The contractor will notify the COTR two weeks prior to test dates.

C. On-Call Remedial Maintenance The contractor is required to respond within two (2) hours for this On-Call maintenance. This requirement can be satisfied by the arrival, on-site, of a qualified technical specialist or through remote access.

With respect to the fire alarm system, all remedial maintenance will be performed between 6:00 pm and 5:00 am, Monday through Friday, unless the COTR indicates otherwise. The contractor will bear the cost of all repairs as defined in Exhibit 1, paragraph 2.F. of the contract In order to avoid delays in repairs and keep the systems operating properly at all times, the contractor will maintain the existing inventory of spare parts on site. The contractor shall retain ownership of these spare parts.

The contractor will furnish a signed detailed report on all repairs made. This report must include action(s) taken and a list of parts replaced.

D. Competency of Contractor Personnel The personnel specified below are considered to be essential to the work being performed hereunder. Prior to replacing any of the specified individuals, the contractor shall notify the contracting officer reasonably in advance and shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on the contracted services. The contractor will provide the names, experience and certification for all personnel working on this contract.

The contractor shall show means by which they will obtain factory bulletins from the manufacturers in reference to such changes. The contractor shall also provide the Government representatives necessary training for the use of the updated version resulting from the installation of the EC’s.
