SECTION E – EXHIBIT 4

CUSTODIAL AND RELATED SERVICES

1. Scope of Work The Contractor shall provide management, supervision, manpower, equipment, and supplies necessary to provide custodial and related services as described herein.

2. Services Required A. The Contractor shall provide the services outlined at the frequencies specified.

B. The building areas to be serviced are described in Exhibit 4A. The figures contained in Exhibit 4A are approximate and are estimates of the building statistical data. The Contractor is responsible for providing services for any variance to existing estimates.

C. With the exception of outdoor services, most work shall be performed between the hours of 3:00 p.m. and midnight, and within the normal five day week Federal holidays excluded. The work will be observed by the building occupants. Exceptions to times of performance follow:

(1) Snow removal – as required to maintain snow/ice/slush free conditions during working hours.

(2) Rodent, Insect, Pest Control – 6:00 p.m. to midnight.

(3) Emergency services – 24 hours.

(4) Health Unit – 3:00 p.m. to 6:00 p.m.

(5) American Heritage Credit Union – 3:00 p.m. to 5:00 p.m.

(6) HEW Credit Union – 1:30 p.m. to 3:30 p.m.

(7) Cafeteria – 2:00 p.m. to 4:00 p.m.

(8) Carpet Shampooing/Cleaning – 6:00 p.m. to midnight

(9) Windows – Scheduled through Contracting Officer’s Technical Representative (COTR).

(10) Saturday Restocking, emergency service and emptying trash from the kitchenettes 2nd through 7th floor (9:00am – 4:00pm)

(11) Debt Management - 3:00 p.m. to 6:00 p.m.

3. General Provisions A. The Contractor shall train all custodial employees in emergency evacuation procedures.

B. Custodial employees are responsible for reporting hazardous conditions, mechanical malfunctions and security breeches, and for ensuring energy conservation.

C. The Contractor shall establish a “lost and found station” and turn in lost and found articles at the designated office.

4. Qualifications of Personnel The Personnel employed by the contractor shall be qualified in custodial type work. The building shall be fully staffed beginning the first day of work under the contract, and initially not less than 50 percent of the staff shall be trained and experienced cleaning personnel who will exhibit the capability of operating with a minimum of supervision. The remainder of the staff shall be fully trained and qualified within 30 days after the initial starting date. All personnel will receive first-line supervision by the contractor.

SSA encourages the contractor to keep abreast of changes in the custodial facilities maintenance field through use of periodicals, seminars and continual training of key personnel.

5. Reduction of Space

When blocks of space totaling 5,000 square feet or more are expected to remain unoccupied for 30 calendar days or longer, deductions will be made from the monthly payments due the Contractor. The Contracting Officer’s designated representative will notify the Contractor or his representative, in writing, of the effective date the areas are to be dropped and/or returned to the normal cleaning schedule at least three (3) full working days in advance of these dates.

The period for deducting for unoccupied space will begin on the effective date as stipulated in writing by the Contracting Officer’s Technical Representative (COTR), and will continue until the effective date in which the cleaning is resumed. The 5,000 square feet may be made up of small blocks of space. Subsequent blocks of space under 5,000 square feet may be added after the initial 5,000 square feet threshold is met.

DEDUCTIONS FOR SPACE REDUCTIONS SHALL BE COMPUTED AS FOLLOWS:

A. GENERAL OFFICE SPACE AND, IF APPLICABLE, EXECUTIVE SPACE:

(1) The total number of square feet unoccupied shall be divided by two-thousand five hundred (2,500) to reflect the approximate number of hours in which the cleaning effort will be reduced. This represents the approximate number of square feet an employee can accomplish in a period of one (1) hour.

(2) The total number of hours as determined under Paragraph (1) multiplied by the contractor’s hourly wage rate for janitors. This will determine the deduction rate per day.

(3) The deduction rate per day as established under Paragraph (2) above will be multiplied by the number of days the space was not occupied. THIS WILL DETERMINE THE TOTAL DOLLAR DEDUCTION TO BE TAKEN.

B. If an entire floor, wing, or any other area not specifically addressed above becomes unoccupied, the contracting officer will negotiate a modification to the contract to reflect the decreased price.

6. Scheduling Work and Reporting Accomplishments A. Five work days prior to the contract starting date, and annually thereafter if options are exercised by the Government, the Contractor shall submit to the COTR an annual schedule of all daily and periodic cleaning. The daily cleaning schedule shall include specific areas, day of week, and time of day work will be provided. Daily cleaning is defined as services performed every 10 work days or more frequently. Periodic cleaning is defined as work required for performance less frequently than 10 work days.

The Contractor shall submit daily to the COTR, or designated representative, a report of the periodic work performed for comparison with the schedule of periodic work. The GSA Form 64, Periodic Building Cleaning Work Assignment and Report, or an equivalent substitute approved by the COTR or his designated representative shall be used for this purpose. GSA Forms 64 will be furnished by the Government. The report shall include all periodic work performed. The COTR or designated representative will examine the work report and inspect the Contractor’s work daily.

B. In case snow and ice removal is required, or an emergency condition exists (such as flooding of a particular section or part thereof), as deemed necessary contractor employees may be reassigned from their normally assigned duties to meet the condition. However, the Contractor is still expected to perform all normal duties.
