SECTION C-N SUPPLEMENT TO ATTACHMENT J-1 SECTION C-SITE SPECIFIC REQUIREMENTS

1. This supplement to the PWS details the Navy customer and site specific requirements associated with warehouse and distribution operations performed at the Distribution Center located at DLA Distribution San Diego, California.

1. In addition to the requirements identified in Attachment J-1, Section C, the Contractor shall perform all of the requirements in Attachment J-2, Section C-N, and Site Specific Requirements. The requirements described in Attachment J-2, Section C-N are customer specific requirements of the Fleet units of the Department of the Navy (DoN), Fleet Readiness Center Southwest (FRCSW), Portsmouth Naval Shipyard Detachment San Diego (PNSY DET), and shore based units in the San Diego County Area.

GENERAL CONDITIONS AND REQUIREMENTS

1. This Section provides general information relating to the conditions of operation and general requirements relating to the material and distribution services.

C-1.1N SCOPE OF WORK

1. DLA Distribution San Diego, CA consists of three (3) sites. The Primary wholesale support location is at Naval Base San Diego (NBSD). The Retail Support services are located at Naval Base Coronado (NBC), 6.5 miles away. Additional support services are provided on site at Naval Base Point Loma (NBPL) located 11.7 miles from the NBSD Site.

1. Material Processing Center (MPC) requirements - DLA Distribution San Diego, California supports various Naval vessels home ported at NBSD, NBC, and Portsmouth Naval Shipyard Detachment San Diego (PNSY DET San Diego) as well as possible temporary support to units throughout Navy Region Southwest. Support to these Naval vessels require that material be temporarily staged while awaiting delivery. Material awaiting delivery may require temporary storage for up to four (4) weeks or longer if the Naval vessel is participating in short-term training exercises.

1. Work includes a significant amount of emergency interrupt type workload within all functional work areas. This is due to the high concentration of local customers that walk-in and request customer support services for expedited processing of requisitions (i.e., Bearer Walk Through) and special functions (e.g., transshipments, packaging, container fabrication).

C-5.7N SPECIAL FUNCTIONS

C-5.7.1N MATERIAL PROCESSING CENTER (MPC) OPERATIONS

The MPC is a customer focused distribution support operation that specializes in receiving and processing material for the ships. This operation views each ship as containing floating warehouse(s) and work center(s) that requires the material to be moved from the MPC to shipside in a manner and configuration that reduces to the greatest extent possible the level of effort needed by the shipboard personnel to finish the stow action. Material being delivered to a ship or diverted from one ship to another may be destined for the ship or a unit or squadron being deployed with the ship.

The Contractor shall manage and operate the Material Processing Center (MPC) Operation for all assigned ships home-ported (See TE 6.35.6N, MPC Homeported Ships) at Naval Station San Diego, CA and any additional assigned visiting ships to the local geographical area.

Due to the nature of MPC workload, short term increases in workload are expected when a battle group deploys and returns to port. Battle groups are generally deployed in six-month cycles and material due to be delivered to a ship will start arriving at the MPC several weeks before the ship is due in port. MPC workload will also be impacted when ships deploy from San Diego for short-term training exercises or operations. There are approximately 64 ships home ported in the San Diego area; 50 ships are generally the most that would be in port concurrently. (See TE 6.3, MPC Supported Ships Listing). There will be MSC ship(s) and visiting ships that will receive material through the MPC for processing, staging, and delivery MSC ships shall be supported in the same manner as U.S. Naval Ships as outlined in the paragraphs following.

C-5.7.1.1N MPC CUSTOMER SUPPORT SERVICE

The MPC Customer Support Service (CSS) Office is currently located in Building 3641 at NBSD and building 656 Bay 2 at NBC (see TE 3.1). Locations may change or be added as a result of infrastructure realignment and customer base changes. The Contractor shall coordinate any re-location of the MPC CSS office with the KO or designee.

The Contractor shall perform receiving, identifying, sorting, processing, manifesting, and delivery. The Contractor shall provide the KO or designee a log of all resolution of customer service concerns and problems within four (4) working hours of receipt of customer compliant.

The Contractor shall receive updates to the Cargo Routing Information File (CRIF) information on line through DSSIAW DLA Distribution SOP 4540.12, RESHIP Process for Material Processing Centers (MPCs), and Fleet Freight Routing (FFR). Updates to the CRIF received directly supersede the data existing in DSS and shall be used for material distribution purposes. The Contractor shall attend, as requested, Port Operations Waterfront Ship Schedule meeting and receive and use the most recent updated copy of the Waterfront Ship Schedule, which contains information concerning ship arrivals, departures, and ship berthing. The Contractor shall coordinate workload, expedite high priority issues, and schedule deliveries to meet customer requirements as it relates to their availability to receive material. If the ship is not in port, scheduled for RAS (replenishment at sea), or due into port within 14 days, the Contractor shall transship MPC cargo IAW CRIF/FFR/FLC LSO guidance and appropriate documentation (such as DD 1149) within three (3) days for hi-priority and five(5) days for routine upon receipt of material or when CRIF/FFR and FLC/LSO/LSR/LSO routing guidance is changed or updated.

The Contractor shall primarily interface with the FLC Logistics Support Officer (LSO) or designees for the daily operational requirements for the MPC. The FLC LSO will assign each ship a designee FLC, LSR, who will act as the primary point of contact for all matters relating to the MPC operation. The FLC LSO and designees are considered customers of the MPC operation. The FLC LSO or designees may meet with the Contractor and KO or designee to discuss problems and/or changing requirements associated with a ship(s). The contractor for unusual or problems areas shall contact the KO or Designee to seek a resolution.

The Contractor shall provide the services required under this section. The FLC LSO or designee will interact with the Contractor and KO or designee to resolve MPC customer service issues. The Contractor shall provide resolution of pending customer service concerns or problems, such as providing information for customers to complete an SDR within four (4) working hours of request by the LSO/KO or designee. If the matter is not resolved within the four (4) working hours, it will be considered an unresolved customer complaint and reported to the KO or designee for discussion during the monthly customer service review meeting. The Contractor shall participate in periodic customer support meeting with the KO or designee to address any performance, procedural, and customer service issues.

C-5.7.1.2N MPC PROPERTY ACCOUNTABILITY

The Contractor shall ensure 100% accountability and traceability of MPC material from time of receipt to delivery. The Contractor shall process all MPC transactions through DSS from receipt to delivery for all material received at the MPC for delivery to a ship. The Contractor shall complete and maintain signature service of all MPC material received, shipped, packed, and delivered. This signature service shall be accomplished by obtaining on the manifest a printed name and a legible signature by the recipient of the MPC material with time and date annotated. The Contractor shall ensure that all MPC documents associated with the manifest have been properly closed out in DSS. Once all the MPC documents for the manifest have been closed out the manifest shall be stamped as “COMPLETED” and the Contractor shall print/sign/date next to the “COMPLETED” stamp. Depending on the type of action, the recipient of the material may be MPC personnel, the FLC LSO or designee, designated shipboard personnel, the Contractor’s transportation office, or a transportation carrier. The Contractor shall maintain all records by month, sorted by manifest number in a single file folder for each ship IAW paragraph C-4.5.13 Records Management and DLAI 2110 Source Documents Retention. The Contractor shall conduct research necessary to ensure the accountability of all material received at the MPC.

The Contractor shall limit access to the MPC to Distribution Center personnel, KO or designee, and Contractor personnel responsible for performing the MPC operations. The Contractor shall also provide escorted or monitored access to the MPC for the FLC LSO or designee or any designated representative of the ship. The Contractor shall maintain security control over all items delivered to the MPC, including classified, medical, and pilferable material. Any requests for access to the MPC not covered in this section shall be routed to the KO or designee for approval.

C-5.7.1.3N MPC RECEIVING REQUIREMENTS

The Contractor shall process transshipments into the MPC through DSS IAW DLA Distribution SOP 4540.19 Material Processing Centers (MPCs) within four (4) hours of receipt at the Distribution Center. The Contractor shall post the receipt as POD in DSS, with special attention given to process all Priority 1 packages before processing Priority 2 and Priority 3 packages The DSS MPC function includes the RF transshipment receiving process through to the consolidation process, sortation process, manifest process, delivery process and close out of the manifest in DSS. Generally, the material will arrive with a clearly defined and delineated destination, but as with any receiving function it may receive misdirected, damaged, or frustrated material. The Contractor shall induct material into the MPC for eventual delivery to the MPC customer by assigning the correct USN ship, Sub, or USNS “Delivery UIC (DODAAC)”. The Contractor shall establish a staging/segregation process to permit identification of an individual pallet to enable quick retrieval of customer requested material using DSS location identification processes (see paragraph 5.7.1.75.2N MPC Segregation and Staging). When the contractor receives material for ships that are not homeported the contractor shall check the CRIF if the CRIF doesn’t indicate DDDC. The contractor shall contact the local FLC LSO for validation of the CRIF prior to forwarding on the material to the designated CRIF location.

The Contractor shall establish in DSS MPC, Load and Maintain (L&M) files for each MPC customer. Within the L&M files, the Contractor shall establish material sortation’s for each MPC customer (ship or sub) based on the customers sortation requests. The FLC LSO or designee will provide ship’s storeroom and work center information to enable the Contractor to sort and to build local delivery table information to the storeroom and work center level of each ship. The Contractor shall separate and/or consolidate the ship’s MPC material onto pallets using the FLC LSO or designee’s updated DSS MPC sortation table information on how the material is to be sorted. The Contractor shall maintain for each ship a segregated storage area within the MPC that is used for the short-term storage of the ship’s material. To aid customers in receipt of material the MPC sorts deliveries cover seven basic groups, but not limited to this number if further reasonable sorts are requested by the customer. The goal is to decrease shipboard sorting and stowage time. The groups are:

1. CASREP Items

1. IPG I

1. IPG II

1. IPG III

1. Direct to Owner Requisitions

1. Stock Requisitions

1. Pharmaceutical Prime Vendor (PPV)

C. The Contractor shall process through DSS and perform a product receipt evaluation of all material received at the MPC IAW DLA Distribution SOP 4540.19 Material Processing Centers (MPCs). Any additional bar-coded information, such as RIC, distribution code, price, commercial vendor tracking numbers, nomenclature, special security requirements, compatibility/ incompatibility resulting from size, fragility or HAZMAT consideration shall be verified. The Contractor shall verify any additional bar-coded information, such as RIC, distribution code, price, and commercial vendor tracking numbers, nomenclature, special security requirements, compatibility or incompatibility resulting from size, fragility, or HAZMAT consideration. The Contractor shall establish a Barcoded Tailgate Number to establish the tailgate date and time of arrival of the conveyance for all the MPC material received within that conveyance that will be processed through the MPC. The Contractor shall scan the Barcoded Tailgate Number input into the DSS MPC processing screen. The tailgated material shall be consolidated into DSS within 24 hours (tailgate date/time to create date/time). The Contractor shall process material picked from stock into the MPC module (Create Date) within 24 hours of pick/DSS ship date/time. The Contractor shall process MPC material receipt through material consolidation within eight (8) Hours or Less (Average Hours and Minutes from time material is processed (Create Date) in the MPC through to the Consolidation Data and time. (DSS MPC MIS Data Element 62705). The Government will measure this requirement using all MPC material received and processed through consolidation for each month.

C-5.7.1.8N CROSS DECKING OF MATERIAL IN SEGREGATION AND STAGING AREA

1. Due to deployments and operational requirements, material being stored by the MPC operation for one ship may have to be transferred to another ship. Prior to performing a cross decking action, the Contractor must receive authorization in writing or by e-mail from the FLC LSRO or designee. After receiving proper notification, if another ship is to make delivery of the material to the original ship, the material will be manifested in DSS to the original ship. The delivery ship’s POC receiving the material will sign the manifest along with showing their ship’s UIC on the manifest. When the manifest is returned to close in DSS, the name of the POC that signed for the material shall be entered in the “REMARKS” column of DSS screen B2MG, along with the ship’s UIC and any other significant comments.

1. The Contractor shall receive updates to Cargo Routing Information File (CRIF) on-line through DSS, and directly by Navy message from afloat Commands. A. The delivery instructions will be tailored to the ship and will specify the delivery days, the time, the configuration/pallets to be delivered, and the pier to which the material is to be delivered IAW DLA Distribution SOP 4540.19 Material Processing Centers (MPCs). The LSO or designee is responsible for coordinating deliveries and will make its best effort to minimize the number of concurrent delivery times; however, at times this may be impracticable due to fleet operational issues. Historically, deliveries to the piers occur from of 05600-1200 hours (66:00 am-12:00pm) or as coordinated by the FLC LSO and the Contractor. At a minimum, the FLC LSO or designee will provide the Contractor and KO or designee with a daily time and location at which all the ship’s material can be delivered. MPC material is normally delivered on pallets. The Contractor shall manifest and deliver MPC material to the ship within 60 minutes (plus or minus) of scheduled delivery time 85% of the time (DSS MPC MIS Data Element 62727). The Government will measure this requirement using total deliveries for each month. To facilitate in the delivery process, the Contractor shall contact ships with over 50 line items held in the MPC staging area to prescreen the manifests prior to delivery. This will expedite the process at point of delivery, maintain delivery schedules, and ultimately reduce customer wait time. The Contractor shall not depart the delivery location without receiving signed acknowledgement of material receipt. The Contractor shall ensure 100% accuracy between the manifest and the material being delivered 100% of the time (right item at the right place at the right time in the right quantity). The Contractor shall generate delivery manifests as requested by the MPC customer of material being delivered, unless otherwise directed by the Navy. The Contractor shall deliver MPC material on standard warehousing and shipping pallet, 40” x 48”, non-reversible, winged pallet.

B. During scheduled delivery there may be situations when the scheduled delivery cannot occur due to unforeseen circumstances by the ship. When this situation occurs, the Contractor shall return with the material to the MPC to reschedule the delivery with the ship and annotate in the Non Delivery Log, CDRL A037. This can also be noted by placing a comment on the “REMARKS” line of the DSS B2MG screen of the Local Delivery Manifest when showing the new Requested Delivery Date and Time. Should this become a frequent occurrence, the Contractor shall work with the FLC LSO or designee and the KO or designee and local site functional area Government Representatives, if needed, to reduce the frequency of these situations.

C. If material is refused at the time of delivery, the ship is required to reschedule the delivery. The ship will is required to provide a minimum of 24 hours’ notice to change their delivery schedule is required. If however, the designated personnel at the ship do not accept their material as requested, for any reason, the Contractor shall document the event on the manifest, and notify the LSO and KO or designee of the non-delivery action.

D. When authorized by the FLC LSO or designee, the Contractor shall allow designated personnel to pick-up material from the MPC, and when requested by the FLC LSO or designee, the Contractor shall locate and expedite the delivery of material to the ship. Each delivery is accompanied by a manifest(s) listing all requisition numbers of material being delivered and an (Integrated Barcode System, Receipts in Place IBS RIP) disk(s), if required. The Contractor shall process, manifest, and closeout all deliveries through DSS. The Contractor shall deliver material to the pier and offload the material from the Contractor’s conveyance to the pier. The Contractor is responsible for providing MHE at the pier for offloading material. At the point of delivery the Contractor shall obtain on the manifest a signature from the designated personnel. The Contractor shall notify the FLC LSR if customers refuse or were not available to sign the manifest. Proof of delivery (POD) and posting of the delivery information in DSS is required for the Contractor to close the DSS records. The Contractor shall post all PODs for material delivered prior to 1400 hours (2:00 pm) by COB. Manifested material delivered and signed for after 1400 hours (2:00 pm) shall be posted in DSS by COB or NLT 1000 hours (10:00 am) the next working day.

E. The Contractor shall assist customers and/or the LSO or designee with pick up of material that is urgently required between the hours of 1300-1530 hours (1:00 pm-3:30 pm) Monday through Friday, except Federal holidays. The Contractor shall check the Authorized Material Pick-Up List on file at the MPC, prior to the time of pick-up, and before allowing the customer to pick up material. The Contractor shall ensure the Authorized Material Pick-Up list contains the following: Name, Rank, Division, telephone number and is on the ship’s letterhead signed by the Supply Officer. The ship’s FLC LSO or designee is authorized to pick-up material at any time.

F. The Contractor shall service ships in dry-dock (e.g., Atlantic Continental Marine) on an as required basis. Delivery services can be arranged by contacting the ship’s LSO or designee. DLA Distribution San Diego MPC supported ships may also contact the Contractor or the LSO or designee to arrange for additional or special deliveries.

G. Material received into the MPC shall be scheduled for delivery to the customer before the 15th calendar day of receipt shown on the Cargo On-Hand Report unless arrangements are made by the customer or FLC LSO or designee prior to the 14th calendar day. When the ship is in port, the Contractor unless otherwise notified, shall ensure that no material ages more than 14 calendar days in the MPC before being delivered to the customer. The Contractor shall provide a bi-weekly Cargo On Hand Report (See CDRL A0391) detailing all MPC cargo being held for more than 14 calendar days and the rationale as to why material is still in MPC. The report shall include, at a minimum, the name of the Navy POC/FLC/LSO/LSR who provided the latest vessel status, the date the POC was contacted, as well as a phone number and email address.

H. The Contractor shall view daily the Cargo On-Hand Report (COH), for any lines that remain open that have not been annotated by paragraph E above, to determine if the material was delivered, why the line or lines have not been closed thereby removing them from the COH report. If overlooked and not manifested for delivery, the Contractor shall then accomplish so the MPC customer will receive their material. If the line(s) have been physically delivered, the Contractor shall research to check if the manifest was timely closed or still remains open to close, or if the line was overlooked and not placed on a manifest to formally close. In this instance, the Contractor shall contact/LSO/LSR or designee and request they check with the MPC customer to see if the material was delivered and if so, shall close the line(s) in DSS MPC. If the customer states the material was never received, the line(s) shall be researched to see if they may have accidently been delivered to some other MPC customer. If that circumstance is identified, the Contractor shall attempt to have the line(s) returned so they can be handed over to the correct customer and then closed out in DSS and the MPC website. If not located, the Contractor shall notify DLA Distribution J3 and J4 and local site function area Government Representatives to obtain guidance on how to proceed to resolve.

I. Lines inducted into the MPC will display a date in the “Material Received Date” column on the COH report, so when the COH is being reviewed, any MPC material that is no longer sitting in the induction area, or consolidation area on the floor or work line to be worked that does not display a date in the Date Consolidated Stage Location column, could be a reason for concern that the material may be misplaced and should be researched, especially when other lines for that specific UIC around that processing timeframe have such a date assigned. Lines then that don’t display a date in the “Manifest Date” column of a specific UIC could also be a reason for concern that the material may be misplaced and should be researched, especially when other lines for that specific UIC around that processing timeframe have such a date assigned. Performing this research much earlier in the process may help to locate potential missing lines before they become aged where the risk is much higher that the line(s) may become lost.

J. The Contractor shall use the following web site for generating the data for the Cargo On-Hand Report. Reports can be found at https://dod.distribution.dla.mil/ddcmpc. The Contractor shall use the “Cargo On-Hand Report” on the MPC Uniform Resource Locator (URL) under DDC DSS MPC REAL-TIME WEB REPORT.

C-5.7.1.10N FREIGHT FORWARDING

A. Freight forwarding services are generally required when a ship’s material arrives at the MPC or at the pier after the ship has deployed. Freight forwarding involves the outbound shipment of a ship’s material to a destination outside of the local delivery area. As requested by the FLC/LSO or designee, the Contractor shall complete the following IAW with SOP 4540.12 RESHIP Process for MPC; prepare the material, documentation, and ship the material within the time frame requested and to the specified destination in accordance with the C-5.5.1.9.1 Shipping.
