Action Code: Sources Sought Reference Number: FA2517-20-R-0007 Description: Space Fence (SF) S-Band Radar Operations and Facility Maintenance (O&M) Response Date: Responses will be accepted up to issuance of official Solicitation Anticipated Award Date: October 2021 Contracting Office Address: 21st Contracting Squadron 135 Dover Street, Peterson Air Force Base (PAFB) Colorado 80914

Product Service Code: M1BC – Operation of Radar and Navigational Facility NAICS Code: 517919 – All Other Telecommunications / Radar Station Operations

SUBJECT: FA2517-20-R-0007 Space Fence S-Band Radar O&M

The 21st Contracting Squadron at PAFB is issuing this Sources Sought to conduct market research to identify parties having an interest in and the resources to support this non-personal services requirement for 24-hour-a-day, 7-day-a-week (24/7/365) radar O&M for the SF. Responses from industry are being requested and will be used for market research purposes. Information submitted will be used by the United States Air Force to facilitate acquisition planning and will not be disclosed outside the agency. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.

This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Submission of information in response to this market survey is purely voluntary. Respondents will not be notified of the results of this market research.

NAICS Code: 517919 – All Other Telecommunications / Radar Station Operations The Government anticipates that North American Industry Classification System (NAICS) Code 517919, with a Small Business Size Standard of $35M will apply; however, no set-aside determination has been made by the Government at this time. The Government is interested in responses from all businesses to include Large Business, Small Business, Small Disadvantaged Businesses, 8(a)s, Service-Disabled Veteran-Owned Small Businesses, HUB Zone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice and identify their business size status under the identified NAICS code.

Space Fence S-Band Radar O & M

THERE IS NO SOLICITATION AT THIS TIME. The 21st Space Wing under the United States Space Force (USSF), Space Operations Center (SpOC) has been assigned the Space Fence mission and is responsible for operational and organizational (Level 1) maintenance of the S-band radar site described below and Contractor radar operations to be accomplished through this O&M contract. 21st Contracting Squadron at PAFB Colorado seeks potential sources to provide 24-hour-a-day, 7-day-a-week (24/7/365) O&M services for the SF.

FA251720R0007 Page 2

The Space Fence is a second-generation ground based space surveillance system of S-band radars, strengthening U.S. space superiority through improved Space Domain Awareness (SDA). The SF enhances the Space Surveillance network capabilities to detect, track, and characterize objects in Space to support the production actionable information to be used at all levels of warfare and in a range of military operations for planning and execution with the Space Domain. SF radar capabilities provide accurate, timely metrics and characterization data to the Combined Space Operations Center (CSpOC), Vandenberg AFB to support maintenance of the satellite catalog, as well as detection and processing of space events.

Performance Locations

The performance locations of the contemplated O&M services contract will consist of one operating site, one radar facility site, and one potential future radar facility site. The SF currently operates at a SECRET level with the potential to require TOP SECRET clearance in the future. For physical security requirements, the SF Radar Site is designated as Protection Level (PL) 3 and the SF Operations Center (SOC) is designated PL-4. All contractor personnel at each site shall at a minimum hold secret security clearances.

• The SOC is currently located at the Reagan Test Site Operations Center in Huntsville, Alabama, USA (ROC-H) in a government-leased, commercial facility. The SOC shall accomplish continuous operational activity support including radar monitoring, controlling, tasking, and data processing IAW Combined Special Operations Center (CSpOC), 18 SPCS, and National Space Defense Center (NSDC) taskings. Additionally, the SOC operators shall develop and update tactics, techniques, and procedures (TTPs), standard operating procedures (SOPs), and provide updates to TOs within their standard on-duty schedule. Contractor personnel at the SOC will remotely operate the SF Radar Site (see description below) to gather pertinent information, which is then communicated to the Command and Control (C2) Centers using Net-Centric Services via the DoD Information Network (DoDIN).

• The SF S-Band Radar Site is located Outside the Continental United States (OCONUS) at the U.S. Army Garrison – Kwajalein Atoll (USAG-KA) in the Republic of the Marshall Islands in the Western Pacific, designated as Operating Location “A” (OL-A). The SF Radar Site at OL-A will normally be operated remotely by the Contractor personnel at the SOC in an uncued surveillance mode with the capability to tactically react to support visibility of space events and threats. The SF Radar Site at OL-A will require Level I O&M of the following facilities:

transmit array, receive array, common services facility operations facility, and a liquid cooling system with chillers and two calibration towers.

Level I maintenance includes, but is not limited to, the systematic, timely, and periodic inspection and servicing of equipment which results in elimination of hazard to life and property, includes maximum reliability of equipment, and creates the minimum number of major and costly repair jobs, and produces the optimum utilization of equipment throughout its serviceable life. These tasks are predominately removal of Line Replaceable Units (LRU) identified as failed by the Health Monitoring System (HMS) or Facilities Monitoring and Control System (FMCS) and replaced by an LRU from the on-site inventory. The maintained equipment also includes the transmit and receive antennas, Digital Processor Group, FA251720R0007 Page 3

Timing/Frequency Reference Group, Calibration Group, Mission System Suite, Net-Centric systems and facilities, Radome Pressurization System, Liquid Cooling System, and Array Power Distribution System.

Power for the radar equipment at the OL-A will be provided by the Army host garrison. All operations and sustainment for the power plant and annex will be the responsibility of the host and is not contemplated to be part of this O&M contract.

In the event of contingencies or if the SOC becomes unavailable, control of the Radar Site will be transferred from the SOC to the OL-A on-site contractor personnel to accomplish limited operational mission tasks. Limited mission tasking includes, but is not limited to responding to C2 taskings (voice or message), Positive/Negative reporting for high interest objects, initiation/management of Black Box recording, and operational reporting (Operations Capability (OPSCAP), Operations Reporting (OPREP), and Situational Reporting (SITREP)).

Radar Site OL-A Operators shall be trained to perform these duties and shall hold the proper secret level security clearances.

• Another potential SF Radar Site (location not yet determined) is under consideration and may be built while this contract is in force. The Air Force has no additional information regarding this site at this time. A single contract resulting from this Sources Sought is anticipated to include an Option to add O&M support for that potential radar site. However, if such support services become necessary within the period of performance of the contract, that O&M requirement price will be negotiated at the time of Option exercise and will not be pre-priced at award.

The Government will consider any submitted information in order to ascertain potential Industry capacity to:

1) provide services consistent in scope and scale with those described in this notice;

2) secure corporate financial, human capital, and technical resources required to successfully perform similar requirements;

3) implement a successful project management plan; and

4) provide services under a performance based service acquisition contract.

Response.

Interested sources should complete the Sources Sought Matrix, attaching up to two (2) additional pages if necessary, and email the responses to Kim Limón, Lead Contracting Officer, at kim.limon@us.af.mil with a copy to Diana Cramer, Contracting Officer, at diana.cramer.1@us.af.mil The contracting officers are the only Government authorized points of contact for this Sources Sought; all correspondence must be directed only to them.

Responses will be accepted until an official Request for Proposal is posted for this Sources Sought.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
