FA251720R0007 Space Fence S-Band Radar Operations and Maintenance Questions from Industry Vol. 1
QUESTION ANSWER
What is the anticipated Contract Value for this Space Fence Award?
The GVT estimate will not be released.
Will this be a Small-Business Set-Aside Award? About when will that be determined?
No, it is anticipated it will be Full and Open competition. Please see Draft RFP, Section L for SB % requirements.
What is the work layout of the SOC and Sensor Site 1 facilities/buildings – how many workstations per location – necessary to understand number of required positions? BAE Systems has anticipated a site visit may be impossible given the world environment and challenging travel restrictions. Therefore, we believe the information requested in Column E of our spreadsheet (Appendix A) would provide us a visual picture, understanding and essence of the locations, facilities, procedures, processes, equipment, environments, meetings, visits, taskings, training, and reporting requirements. Providing this information with the level of detail requested will enable an understanding of the performance data directly relating to the number and type of personnel necessary to meet requirements.
The GVT will not provide # of FTE's required. That will be up to the KTR to determine in their proposal based on the PWS requirements.
As far as layout, a virtual site visit is being planned and should answer your questions.
What is the environment at the US Army Garrison, Kwajalein Atoll, in the Marshall Islands? Understanding the geographical (weather, seasons, transportation (air/ship) availability, restrictions), and logistical conditions (billeting, dining, stores/conveniences, internet and power availability), and challenges would be very helpful. It will be important to know if and what additional equipment will be necessary to augment GFP to maintain operational effectiveness as well as manage the expectations of personnel working and living on the island.
Some of this information will be included in the IAA. Other information may be researched via internet searches.
Power plant at Kwaj (4th generator) is Army owned. Is the O&M for the power station handled by Army?
Yes
Transition starting next Oct, are you expecting any accommodations for COVID for travel, quarantines, etc.
At this point, we will have to adjust and coordinate as we move forward into FY21.
We don't have a current COA. Recommend Offerors add their assumptions.
Case by case as we move forward and re-evaluate and adjust as we get closer to award and KT performance start.
What is the anticipated number of FTE? This will be up to the Offerors to propose staffing What is the anticipated budget for Sensor Site 2? No projections as yet. See PWS What is the anticipated and historical annual budget for this program?
Breakout between labor and materials/ODC/Travel
GVT will not be releasing an estimated budget.
If a re-compete, who is the incumbent? The ICS KTR is Lockheed Martin - publicly available information.
If a new requirement, how are the requirements being met today (i.e.
GS/Military or Contracted Service)?
ICS / AFLCMC
Does the Government anticipate site visits, or will this be done remotely via presentation/video, etc.?
Virtual (only) site visit is being planned.
The Deleted Attachments.txt file included in the SAM zip file posted on September 18, 2020 states “This notice contains deleted attachments. Below are the filenames:”
Yes, no additional draft RFP is anticipated.
Line 5 lists: FA251720R0007 DRAFT RFP.pdf Is the DRAFT RFP file provided in the latest September 18 an invalid file? If so, is the DRAFT RFP forthcoming in a future release?
Draft RFP is correct as posted.
Will there be an onsite COR at Kwaj?
No, a "traveling COR" will visit frequently and will serve as the primary line of communication. CO is also always available to assist.
KT Transition - this is the first O&M for this new radar, historically retention of incumbent employees iw possible. In this case, the current workforce for ICS may not match the requirements of the O&M. Can the GVT do anything to alleviate that risk concern? With a two month transition
The GVT will never prevent a KTR from speaking with another KTR.
Do you anticipate any other KTR meetings?
There will be time for additional questions in the future. Up to final RFP, we will be open to additional questions
Please define contract award, transition, and contract start.
Award projected 15 Sep 2021, Phase should begin 26 October 2021, with contract start 26
Dec 2021
Is there a ceiling value for the X003 Individual Job Orders (IJOs)? No ceiling value. Each one will be negotiated separately.
Will the government direct the contractor to have an agreement with the OEM vendor for support?
Mission system support will not require agreements with the OEM vendors.
Phase in + Base Period (10/26/21 - 5/25/22) is only 7 months. There may be challenges to obtain qualified personnel for such a short PoP. A suggestion could be to include Option Period 1 in the Phase-In / Base Period, which could enable the recruitment of higher quality personnel for the 19 month vs. 7 month PoP.
For service contracts, by regulation, no period of performance can exceed 12 months. In order to have option periods begin "off-cycle" (that is, not at or near the change of fiscal years) the Government determined that a five month base period, ending in May is optimum.
What is the minimum number of weeks remaining in the contract PoP that an option will be awarded?
Notice of Option Exercise will be included in clause FAR 52.217-9 in the final RFP.

QUESTION ANSWER
The information contained herein is deemed correct as of this date.
It is incumbent upon Offerors to continue to research the information, and no guarantee is implied that this information will not become obsolete or change.
The Government assumes no liability for any costs incurred by Offerors during proposal preparation.
Section L states "Include CAGE codes for any predecessor or affiliated companies to facilitate Government research." Some offerors who are large corporations may have many different CAGE codes. Please confirm that this requirement only applies to the primary site performing the work once awarded.
The reference provided referring to Section L, Para 4, subpara d - refers to the Organizational Structure Change History. The Govt is requesting information to facilitate the responsibility determination to include CAGE codes for any predeccor or affliliated companies. The Government is seeking historical knowledge.
How do you translate past performance and responsibility.
We will look at similar experience with a satisfactory rating. The Responsibility determination will be based upon criteria included in FAR 9.104-1, which would give the Government confidence the the contractor can perform the requirement.
Similar experience - would that need to be incorporated into the proposal?
The GVT will do the research - it will not be required to be part of the proposal.
Will there be a sustainment KTR for SF Sustainment is provided by MOSSAIC contract.
TO's will be available. I would suggest that a KTR will want to perform trending analysis.
Not an O&M KTR responsibility - that will be accomplished by the SPO and TO's may be updated based on that analysis
We have an expert on FIAR who could develop information.
As part of our ongoing market research, we would appreciate any information you choose to provide, but it would be developed at your cost.
What is the anticipated contract vehicle to be used for the acquisition? Single award contract, full and open
Do you envision the SF KTR supporting the transition plan development (move to Eglin) in addition to supporting execution.
No. The transition plan will be developed by the SPO.
Past performance. Is this on the Prime only or on the team as a whole? Prime only.
Is there a desire for a certain number of years? Recency? 3 years
ICS personnel ‐ will there be aPOC or list provided, or will that be on our own initiative?
The GVT will not provide assistance
Any constraints on banking / taxation at Kwaj? Insurance, workers' comp, vehicle insurance?
The GVT is unaware of any taxation constraints. Offerors must accomplish their own research.
Logisitics: visiting team prep support? Responsible for receiving or for their housing?
Visiting teams will provide their own logistics support. More along the lines of receiving shipments and holding it until the team arrives. No requirement to coordinate their housing or transport.
Can you share the current ICS contractor? Lockheed Martin. That information is public information.
