FA251720R0007 Space Fence S-Band Radar Operations and Maintenance Questions from Industry Vol. 2

QUESTION ANSWER

If a re-compete, who is the incumbent?

The ICS KTR is Lockheed Martin - publicly available information.

Is O&M of the power facilities at Kwaj part of this effort or are those facilities maintained by the Army? Will this program be responsible for supporting the installation of the fourth generator?

Power facilities are operated and maintained by the Army Host at Kwajalein.

Labor CLINS for SOC and Sensor Site 1 are listed as Firm Fixed Price yet Section H – Special Contract Requirements identifies financial penalties for position vacancies not filled within 60 days of personnel departure. Will the government please clarify whether the labor CLINS are Firm Fixed Price (FAR 16.202) or Firm Fixed Price Level of Effort (FAR 16.207)?

Labor CLINs are FFP only with the disincentive in Section H. Your staffing matrix will be incorporated into the KT. No level of effort.

Mission System Corrosion Prevention and Control issues. Not at this time

Number of actions and types of actions performed, or level of effort required in performance of contract requirements.

All Preventive and corrective maintenance actions (to include duration is available in the bidders library.

PWS 2.1.2.2. SOI Taskings. Will the government quantify the number of SOI-tasked objects to be performed each month?

Current tasking data will be available in the bidders library

PWS 2.1.2.3. Manually Tasked Objects. Will the government provide an estimate of the number of manually tasked objects to be processed monthly?

Current tasking data will be available in the bidders library

PWS 2.1.5. Sensor Contractor-Controlled Availability (Acc ).

What is the current Acc?

Acc is not applicable to the current support contract.

However, maintenance data is available in the bidders library.

PWS para 1.2, “Upgrade and modification support includes system acceptance testing and organizational level maintenance both while in acceptance testing and after acceptance.” Is the labor associated with system acceptance testing expected to be included in the FFP labor CLINS? If so, will the govt be able to provide a schedule of proposed system modifications throughout the life of the program that acceptance testing support?

Yes, supporting acceptance testing should be included in FFP labor calculations. A current schedule of known "proposed" system updates will be available in the bidders library, however it is not all inclusive for the "life of the program".

PWS para. 2.3.1.5. Bench Stock Management. Will the government provide historical information on material usage of Bench Stock (i.e. type of materials, quantities, usage rates, etc)?

Current Bench stock authorization listing will be available in the bidders library.

PWS para. 2.1.15.3. Visiting Team Preparation. Will the government provide an estimate of the number of visiting teams expected over the life of the contract?

No way to anticipate for "life of the contract".

The information contained herein is deemed correct as of this date.

It is incumbent on Offerors to continue to research the information, and no guarantee is implied that this information will not become obsolete or change.

The Government assumes no liability for any costs incurred by Offerors during proposal preparation.

QUESTION ANSWER

The information contained herein is deemed correct as of this date.

It is incumbent on Offerors to continue to research the information, and no guarantee is implied that this information will not become obsolete or change.

The Government assumes no liability for any costs incurred by Offerors during proposal preparation.

PWS para. 2.2.15. Mission System Software and Equipment O&M. Will the government provide and inventory of the number of computer/workstation/system instances need to be maintained by contractor SAs?

GFP list will be provided which should clarify. A draft GFP list is in the Bider's Library; an updated version will be posted when received.

Several of the sites appear to be associated with a larger facility. Is the Space Fence facility maintenance function completely separate from the host base support?

Host tenant agreement will be included in the Bidders' Library as soon as it is finalized.

What is the environment at the US Army Garrison, Kwajalein Atoll, in the Marshall Islands? Understanding the geographical (weather, seasons, transportation (air/ship) availability, restrictions), and logistical conditions (billeting, dining, stores/conveniences, internet and power availability), and challenges would be very helpful. It will be important to know if and what additional equipment will be necessary to augment GFP to maintain operational effectiveness as well as manage the expectations of personnel working and living on the island.

Some of this information will be included in the IAA. Other information may be researched via internet searches.

Forward supply point stocking levels/status. This information will be available in the bidders library.

Historical TA, EA, EDLM, and UDLM activities (open/closed status, fix activity and duration of outage).

Contract support is still provided by the SPO, no "official" Depot maintenance requests have been requested.

What is the work layout of the SOC and Sensor Site 1 facilities/buildings – how many workstations per location – necessary to understand number of required positions?

BAE Systems has anticipated a site visit may be impossible given the world environment and challenging travel restrictions. Therefore, we believe the information requested in Column E of our spreadsheet (Appendix A) would provide us a visual picture, understanding and essence of the locations, facilities, procedures, processes, equipment, environments, meetings, visits, taskings, training, and reporting requirements. Providing this information with the level of detail requested will enable an understanding of the performance data directly relating to the number and type of personnel necessary to meet requirements.

The GVT will not provide # of FTE's required. That will be up to the KTR to determine in their proposal based on the PWS requirements.

As far as layout, a virtual site visit is being planned and should answer your questions.

Will this be a Small-Business Set-Aside Award? About when will that be determined?

No, it is anticipated it will be Full and Open competition.

Please see Draft RFP, Section L for SB % requirements.

Any Local Work Cards (LWCs). Not at this time

FAR 52.211-15 indicates this contract will have a DPAS Rating. What is that Rating?

The DPAS rating, or an indication of no rating, will be included in the final RFP.

"Identify termination costs in the RFP Attachment 4 CLIN Schedule Worksheet." Please clarify which specific costs are to be included within this RFP.

Clarification is being considered for inclusion in the final

RFP.

2% decrement Section H. Do you anticipate that the function wouldn't be able to be done with fewer resources?

The proposed staffing plan will be evaluated and incorporated into the KT. Vendors are proposing on a performance-based requirement.

2.2.15.1. Total of 8 positions? Is the requirement to have a

primary and alternate at each site?

Your proposed approach should meet PWS requirements.

The final PWS language may provide clarification.

2.2.15.1.1- Contractor SAs shall complete contractor-developed training to become knowable of Mission System (both sites)- will this be the case initially and then government cert? If initial government training- how long- FFP or cost reimbursable?

Government will not be involved in SA training/certification.

Admins vs ISSOs. Does the GVT have a preferred IT specialization (ex: CCNA certified?). For determination of cost, training, etc.

Must meet 8570 requirement. No specialized certs are required for ISSO just 8570 requirements identified in PWS.

After BL is open, is the GVT considering another Industry Day for asking questions?

We will remain open for questions. No additional Industry Day, but a virtual site visit is anticipated.

After the contract year is over, does the IJO value ever roll into the calculations for the following years?

No.

Any constraints on banking / taxation at Kwaj? Insurance, workers' comp, vehicle insurance?

The GVT is unaware of any taxation constraints.

Any historical issues with achieving the 100% standard on Power?

See bidders library

Any Local Work Cards (LWCs)? Not at this time Historical MICAP. None at this time Are the any specific socioeconomic categories i.e.

SDVOSB, WSOSB, or Hub Zone the Government is targeting. If so, are there specific percenatages assigned to each socioeconomic category required to achieve the overall 20% MQR?

No

Are there existing checklists and operations and maintenance procedures for the entire system?

Yes, all TOs will be available in the bidders library

Are there existing checklists and operations and maintenance procedures for the entire system?

Yes, all TOs are available in the bidders library

Are there Space Fence system specific technical certifications required for SAs and ISSOs?

Is ISSO certification identical to SA?

All specific certs are identified for SA's. They must meet DoD 8570.01-M requirements as referenced in PWS paragraphs 2.4.3.1, 2.4.3.2.

Are you leaving SB categories up to the Offeror?

We do not anticipate imposing a requirement for any specific socioeconomic SB inclusion in the MQR.

As a sub on MOSSAIC with a small footprint with support not related to Space Fence. Any OCI concerns from the

GVT?

We would expect to see a disclosure in your proposal / teaming agreement and evaluate once specific information is made available to the contracting officer.

At Kwaj - it appears you want some facilities maintenance, but it's part of a larger BOS KT. Is there a tie in with the host-supplied maintenance or is this a stand alone operation -without support from the Army Garrison?

Anything inside the fence line surrounding Sensor Site 1 will be supported by the KTR. We will provide facility drawings and a list of equipment that would be KTR responsibility in the Bidder's library.

At what point in the KT PoP will the GVT start to expand on intelligence taskers?

There is a movement toward intelligence-based mindset (once we have TS/SCI personnel)

Based on the age of the system and its current capacity, do you believe you'll have enough workload data or will it be based on estimates

All the preventive and corrective maintenance data going back to June 2019, updated monthly throughout this sourse selection period. We are not generating metrics such as meantime to restore, meantime between incidents.

Can "familiarization training" be interpreted as On the Job Training vice Formalized classroom training?

This is being left up to the contractor to interpret and determine best approach.

Can the Government please clarify? What exactly is meant by “between 75% and 100% of the estimate”?

Example: If 4 hours are scheduled, expectation is work will be completed between 3-4 hours, not 2 hours or 5 hours.

We expect fairly accurate estimations to minimize the amount of down time that will be advertised.

Can the MQR be calculated on just the FFP CLINs? It is unlikely that SB subs would be involved in a significant amount of expenses related to the COST/NTE CLINs.

This is under consideration and will be clear in the final

RFP.

Can you elaborate on the expectation of the technical evaluation support from Section L, subparagraph "m", the reference to the "Space Fence contractor l be responsible for testing or providing technical evaluations of products delivered form the MOSSAIC program or the original design/build of the Space Fence".

O&M contractor is expected to evaluate system upgrades/deliveries from the SPO and provide acceptance recommendations to the government.

Can you share the current ICS contractor? Lockheed Martin. That is public information Clarification: over the shoulder training will occur during Phase In?

yes

Contractor XX has personnel supporting other efforts on Det 4 SOC 1 Site, will the government have any issues with cross utilizing qualified available assets to assure mission accomplishment?

The Government will evaluate the staffing matrix and assess mission risk accordingly.

DD 254 is blank. Will there be more information at RFP?

The blank dd 254 is for reference only. At final RFP it will include appropriate information.

Do you anticipate any delays in acq schedule? Currently, we are confident with the acquisition schedule.

Do you anticipate any other KTR meetings?

There will be time for additional questions in the future. Up to final RFP, we will be open to additional questions

Do you envision the SF KTR supporting the transition plan development (move to Eglin) in addition to supporting execution.

No. The transition plan will be developed by the SPO.

Does the Government anticipate any Union/CBA requirements in the future?

No. However, the Government does not control unionization.

Does the Government anticipate site visits, or will this be done remotely via presentation/video, etc.?

Virtual (only) site visit is being planned.

Does the government expect the Fixed Price to include costs of travel for medical referrals to off-island facilities?

The cost incurred for medical referrals and the like woud be a cost incurred by the contractor or the individual, not the Govt. It is not included in the FFP CLIN. Medavac information included in the Bidder's Library. PWS para 1.9.1

Does the government have a definition of how long Site 1 Dual-Role Operators/Maintainers are to perform “limited operational mission tasks” for contingencies or when the SOC is unavailable?

No way to predict future COMM issues, however the intent is it would be short durations of a day or two while connectivity to the SOC is restored (anticipate less than a week at any one time). The intent is not for extended periods of time.

Does the Government have a historical list of consumables on a monthly basis that can be used to assist in pricing to ensure all offerors use the same pricing methodology?

All offerors will be reponsible for determining the pricing. If the Government has any historical information, it is available in the Bidder's Library.

Does the government have a preferred location for the contractor depot?

No depot level support will be required.

Does the government have an estimated duration for the potential relocation of Det 4 to 20 SPCS? If the transfer timeline exceeds the ability of Site 1 limited operational mission tasks, will the government support an option to send Det 4 personnel to Site 1 during the relocation?

We do not have information at this time. We have no notional timeline.

At the time of the RFP for the additional work, we would clearly outline what will be included in O&M support vs. what will be required for the move or an add'l site stand up.

Does the government have an estimated timeline for the potential relocation of Det 4 to 20 SPCS? Will the government require both SOCs to operate in parallel or will ops be temporarily transferred to Site 1 during the relocation?

TBD. Will be negotiated.

Does the Government want offerors to include a staffing approach narrative in addition to the staffing matrix, or is a completed staffing matrix and position descriptions the entirety of the subfactor 4 requirement? Would narrative be included in page limit? Or no page limit?

This is up to the offeror, who should provide sufficient information to ensure understanding of the staffing approach.

Within subfactor 4. Follow the instructions in the RFP. This may be further clarified in the final RFP.

Draft PWS - page 11. 2.1.6.2. Certification - who does final certification?

All operators are to trained and certified at the initiation of the contract. The Government will not provide funding for these certicfications.

For advance training admissions system will be available in the Bidders' Library?

Yes

For advance training admissions system will be available in the Bidders' Library?

Yes

For personal flights, those will be under the FP? Personal flights will be KTR costs Forward supply point stocking levels/status. See bidders library Historical MICAP. None at this time

Historical sensor Acc (Contractor Controlled Availability).

Acc is not applicable to the current support contract.

However, maintenance data is available in the bidders library.

Historical TA, EA, EDLM, and UDLM activities (open/closed status, fix activity and duration of outage).

Contract support is still provided by the SPO, no "official" Depot maintenance requests have been requested.

How do you translate past performance and responsibility.

We will look at similar experience with a satisfactory rating.

See Section L&M of the RFP. The Responsibility determination will be based upon criteria included in FAR 9.104-1, which would give the Government confidence the the contractor can perform the requirement.

How many SF OIs does the Government anticipate the contractor will need to develop no Later Than (NLT) 2 months after contract performance start and annually by 1 Nov? Will the Government be providing exisitng SF OIs, manuals and directives in the bidder's library?

Any idea how big the information gap might be?

All existing documentation will be included in the bidders library.

IF there is a delta between the TO's and official OI's, as we move into a maintenance environment, you will want to develop a local procedure that will need to be submitted formally, not on sticky notes. These will be included as foreseeable costs and should be included in the FFP CLIN proposal.

How much data will be available?

RMA modeling data is not available. All the maintenance data from pre-IOC (June 2019) through current month. By the RFP we expect to have 18 months of data.

How will planned/approved operational downtimes be calculated in the % Support Performance Metrics?

Approved operational downtime (unless for corrective mainenance), will be included in the Ao calculation, but will not count against Acc.

How will this workload be presented in the final PWS (e.g.

historical consumption, equipment type, work order history, etc)?

Bidders' Library will contain workload data sufficient to forecast maintenance costs. Light bulbs, toilet paper, etc. -no info will be provided.

ICS personnel - will there be aPOC or list provided, or will that be on our own initiative?

The GVT will not provide assistance

QUESTION ANSWER

The information contained herein is deemed correct as of this date.

It is incumbent on Offerors to continue to research the information, and no guarantee is implied that this information will not become obsolete or change.

The Government assumes no liability for any costs incurred by Offerors during proposal preparation.

Identification of all equipment that will be under warranty at the start of the PoP and for what duration.

No facilities equipment will be under warranty 26 Dec 21.

Everything except the generators run out of warranty OOA 09 Dec 20. The generators have a LM purchased Caterpillar warranty that runs out 3/6/21 (Gold level)

If a contractor has personnel supporting other efforts at the SOC site, will the government have any issues with cross utilizing qualified available assets to assure mission accomplishment?

The Government will evaluate the proposed staffing and assess mission risk accordingly.

If a Contractor is a sub on MOSSAIC and is supporting Space Fence, is that a hard OCI?

We request OCI information sooner than later and review mitigation plans with our legal advisor.

If a Contractor is a sub on MOSSAIC, but none of those activities are related to Space Fence. As long as the Prime is able to mitigate OCI, would you find that acceptable?

See AFFARS clause/provision, 5252.209.9000 and 5352.209-9001 reqarding OCIs

If a new requirement, how are the requirements being met today (i.e. GS/Military or Contracted Service)?

ICS / AFLCMC

If the Prime uses Small Business in execution of IJOs, will that contribute to MQR?

Yes. Note that very few IJO's are anticipated.

If there is a sustainment effort project to upgrade hardware or software that would be evaluated by the SF KTR under an IJO, that would be an OCI?

Potentially, yes, but each situation will be evaluated individually. If both are involved with the development, provided by the same KTR, that could be a concern and may require a mitigation plan.

If USSF does plan to have SBSA’s as part of this large acquisition, what portions of the scope are being considered?

That will be up to the successful Offeror.

20% SB subcontracting will be required.

If we achieved efficiency, could we request a modification to the staffing plan?

Yes, you could submit a request for modification.

If we find efficiencies that eliminate the need for personnel, Section H serves as a disincentive to innovate or find efficiencies.

As of now, the Government intention is that Section H will be included in the final contract. As an example: Sys admin support - primary and backup - If you have one and don't backfill the other, it increases the risk that we could have something occur that would compromise mission success and would provide no benefit to the GVT.

If we pick up incumbent employees, will their training records be available or do we need to start from scratch.

The government does not maintain training records for contractor personnel. It is incumbent on the incoming contractor and their employees to create / provide a record of training.

In order to ensure bidders do not use the FFP CLIN to decrease their overall price, will the Government consider using plug numbers?

No. The contractor should determine their pricing based upon the PWS and informtion provided in the Bidder's Library.

In partnering decisions, we want to be sure we don't align our company with a company that has OCI that is not possible to mitigate.

No Comment made.

In the 20% will there be any socioeconomic requirements?

No, the socioeconomic breakdown will be up to the KTR to propose.

Including surge labor in a no-fee CLIN seems like an undue penalty for contractors. Would the Government consider moving surge labor to another existing CLIN or create another Cost plus fee CLIN for surge labor?

If a surge occurs, the price would be negotiated. We are not at this time considering Cost plus fee CLIN.

Incumbent information - will trending data be included in BL or will we have to do the trending calculations?

The ICS KT uses Maximo and all that data is owned by the SPO, who has provided all data from Maximo, updated monthly - back to June 19 - updated by 10th of month. All corrective maint. We do not perform trending right now. It may be done under ICS, but nothing is available at this time.

Information on (MICAP)? None at this time Information on training Requirements See the PWS and Bidder's library

Intention is to have all spares, bench stock proposed in the FP CLINs? And unexpected items

Mission parts will be available through the supply system, local purchases will be covered in CR. See BL for details.

Bench stock is paid by GVT.

Is a more intel driven ops perspective anticipated going forward - what they are, what the intent may be. Will that new focus be incorporated into this KT?

We are already moving to that scope now. All the operator positions are currently at the secret level. The mission planning requirements will be covered by TS personnel -see PWS.

Is it possible to publish a sample of an ESR? Redacted would be fine.

This is transitioning from Maximo to IMDS - all Maximo data, including all corrective maintenance will be available going back to June 2019. See BL

Is it the government’s intent that all of SF O&M will be a single full and open competition or is there a possibility that a portion of SF O&M could be acquired as a small business set aside (SBSA)?

This will be solicited as full and open, and will be awarded to one contractor. See Draft RFP, Section L for SB requirement (20% MQR)

Is it the government’s intent that all personnel support at Det 4 SOC 1 be unaccompanied?

No. Personnel approach will be up to the Offeror.

Is Phase-In CLIN 0010 FFP or something else? We anticipate that the Phase In will utilize CR CLINs

Is Section H related to concerns of retaining staffing at Kwaj?

Historically, KTRs have experienced a lot of turnover at remote locations. The Government will hold you to your proposed staffing plan once it is incorporated into the contract as an attachment.

Is the Buildings/Facilities run by the Air Force or the Army? Host tenant agreement will delineate this information

Is the DRAFT RFP file provided in the latest September 18 an invalid file? If so, is the DRAFT RFP forthcoming in a future release?

Draft RFP is correct as posted.

Is the referenced incumbent considered the SF development contractor in this case? If yes, do these requirements align with the incumbent contract requirements? Please clarify.

Do the requirements align with ICS?

Yes, this refers to current ICS KTR.

This requirement is for Level 1 OperationS and maintenace support as provided in the SF PWS.

Is the SOC completely dedicated to SF and/or will other missions be added later? GEODSS added to SOC?

Dedicated to SF and no anticipated change.

Is there a ceiling value for the X003 Individual Job Orders (IJOs)?

No ceiling value. Each one will be negotiated separately.

Is there a depot service organization for refurbishment/repair of Operations Stock? Is any portion of the material part of the AF Materiel System?

There is no depot service organization for operating stock.

Is there a desire for a certain number of years? Recency? 3 years

Is there a level that operating stock should not normally exceed?

90-calendar days usage, though no hard and fast requirement.

Is there a minimum level of personnel?

The GVT will not provide # of FTE's required. That will be up to the KTR to determine in their proposal based on the PWS requirements. The Government will hold the successful offeror to the proposed staffing approach. Proposed approaches will be evaluated based on risk and benefit to the GVT.

Is there an already established Union(s) that employees belong that will cover both SOC and Sensor Site 1 locations where we will need to abide by CBA provisions.

There is currently no CBA at either location.

Is there an anticipated date for the relocation of the SOC to Eglin AFB?

TBD in accordance with the PWS.

IT level 2 is required - not level 3 for JWICS? For ISSO's? Currently the plan is to remain a Level 2 certification.

KT Transition - this is the first O&M for this new radar, historically retention of incumbent employees iw possible. In this case, the current workforce for ICS may not match the requirements of the O&M. Can the GVT do anything to alleviate that risk concern? With a two month transition

The GVT will never prevent a KTR from speaking with another KTR.

Kwaj - are all position unaccompanied?

We anticipate that the Offeror will develop their staffing plan and it may or may not include accompanied personnel. The IAA may provide more information as soon as it is available.

Kwaj - warranty to take into account?

We have not rec'd that information as yet, but will be included in Bidders Library when it is available.

Kwaj - will there be GFP trucks, cranes, Will those be under the IAA? Would the operator also be provided?

The host will provide, included in the IAA.

Logisitics: visiting team prep support? Responsible for receiving or for their housing?

Visiting teams will provide their own logistics support. More along the lines of receiving shipments and holding it until the team arrives. No requirement to coordinate their housing or transport.

Logistics: will the shipping be accomplished thru TMO, or will KTR be required to fulfill through commercial shipping?

If it is through the supply system, it will be covered by GVT.

Local purchase will be covered under CR CLIN. For forseeable costs, it will be covered in FP.

Maintenance: primarily on the receiver transmitter or component level?

LRU replacement. Information is available in the Bidders Library in the TO's.

Number of Test, Measurement, and Diagnostic Equipment (TMDE) managed, scheduled, and transported.

See bidders library. All TMDE is listed and all calibration has gotten the go ahead from AFMETCAL to be done on the island by the Garrison.

OCI - esp MOSSAIC. R G Next has no relationship with that KT, but what information would you consider acceptable in a mitigation plan.

Anything to do with the SF. If you develop anything that would be evaluated by KTR at Kwaj or the SOC.

OEM for SF may have an OCI - gray area. How would the OEM have an OCI if all upgrades are accomplished through MOSSAIC? Is this more about their continuing role?

The Government would have to review their mitigation plan to ensure that mitigation methods proposed/put in place are sufficient.

On corrosion control - the buildings, calibration poles, lightning rods - handled by host or under KTR maintenance?

Revised PWS Language to provide more specificity;

Inspections are IAW the standards and directives. Corrosion control requires the KTR to inspect and ensure connectivity.

Monthly inspections are required.

On MOSSAIC - supporting Space Fence, is that a hard

OCI?

We will request OCI information sooner than later and review with our legal advisor.

Our questions in terms of workload plan - will we have a chance to re-ask questions once BL is available if the information isn't in the BL? How will you receive

Questions associated with the Bidder's Library need to be submitted by 14 October.

Phase in + Base Period (10/26/21 - 5/25/22) is only 7 months. There may be challenges to obtain qualified personnel for such a short PoP. A suggestion could be to include Option Period 1 in the Phase-In / Base Period, which could enable the recruitment of higher quality personnel for the 19 month vs. 7 month PoP.

As a service KT, by regulation, no period of performance can exceed 12 months. Phase In is two months, base period is five months. Out year option periods are each 12 months.

Phase-in CLINs will not be included in the total evaluated price. Please provide clarification of scope between Phase- In and Base-Period / Full-Year option CLINs.

This is outlined in the PWS

Replacement personnel within 60 days. With remote locations, this is a short time frame (esp if it includes quarantine). Is there any consideration, given this is FFP, getting them on site is usually 45-60 days after identification and offer

This is under consideration and will be clear in the final

RFP.

Request that the Government provide details on the types of foreseeable maintenance items and consumables that an offeror is expected to include in the FFP CLINs. Can you give us a little help on what the forseeable items will be?

We will add a definition of "foreseeable" in the final PWS. If there is a TO - preventive maintenance - that requires consumables, we would expect that to be included in the FP

Request the government identify the quantity of technical documentation anticipated to be provided in the technical library and maintained at Det 4 SOC and Sensor Site 1.

What, if any of this documentation will be provided as part of the bidder's library?

All documentation referenced in PWS will be available in the bidders library.

Request the Government increase page count for the Technical Volume to 40 pages to allow adequate space for bidders to thoroughly describe their approaches and demonstrate understanding of the PWS requirements?

The Government believes the pages as allocated are sufficient to propose.

Section 2.2.1 states that "Site maintenance level authorized for repair is determined by the SM&R Codes and ERRC codes assigned to stock listed items" - Please confirm the maintenance scope under this contract is limited to "PAO" LRU SM&R codes only. Also, is there a full listing of all Org level LRUs that would require onsite maintenance (e.g., remove and replace).

Yes, available in the bidders library

Section 5.2.5 indicates housing will be provided but does not confirm if this is Bachelor Quarters (BQ), or residential housing? Please confirm that staffing is not limited to unaccompanied positions, and spouses / children are permitted in order to fill the required maintainer staffing billets?

The Government does not specifically limit staffing to unaccompanied positions. Check the IAA as soon as it is available for information on possibilities for accompanied personnel.

Section L states "Include CAGE codes for any predecessor or affiliated companies to facilitate Government research."

Some offerors who are large corporations may have many different CAGE codes. Please confirm that this requirement only applies to the primary site performing the work once awarded.

The reference provided referring to Section L, Para 4, subpara d - refers to the Organizational Structure Change History. The Govt is requesting information to facilitate the responsibility determination to include CAGE codes for any predeccor or affliliated companies. The Government is seeking historical knowledge.

Several of the sites appear to be associated with a larger facility. Is the Space Fence facility maintenance function completely separate from the host base support?

Host tenant agreement will be included in the Bidders' Library

QUESTION ANSWER

The information contained herein is deemed correct as of this date.

It is incumbent on Offerors to continue to research the information, and no guarantee is implied that this information will not become obsolete or change.

The Government assumes no liability for any costs incurred by Offerors during proposal preparation.

Should this proposal include any material cost (consumable and repairable parts), or is it only the labor to procure the material?

Foreseeable and forecastable material costs should be included in the proposal for fixed price CLINs.

Similar experience - would that need to be incorporated into the proposal?

The GVT will do the research - it will not be required to be part of the proposal.

Since this is an O&M contract, what participation will the Government have in training approval, certification, SMF, approval of documentation, etc.?

Training/certification of operators and maintainers is the responsibility of the contractor. The Government will not "approve" specific training plans or certification criteria.

Since this is the first O&M contract on a new system, would the Government provide additional information to help offerors determine the type and quantity of staffing expected? Existing workload data may not completely reflect FOC steady state requirements.

Workload data in the draft Bidders Library should be sufficient. Questions related to the final RFP will be allowed after posting.

Since this will be an initial Operations and Maintenance (O&M) contract for Space Fence, will the Government provide a list of what Operational documentation is to be provided by the OEM/Government that the contractor may use to assist in generating a Training Plan and Master Task List?

Workload data will be included in the Bidders' Library. All the TO's includes all maintenance and operator activities' training will be populated in the BL

SOC move - will the requirements or security classification change?

No, the functions will be the same, just a different integration with 20 SPCS at Eglin. If the Ops floor gets put into a SCIF, it may drive the need for a modification that would be negotiated.

Space Fence (SF) Operating Instructions (OIs), how many SF OIs is the USG anticipating being either generated, updated or maintained in one year?

TBD

Staffing levels change primarily due to employee choices in employment which is beyond the control of the contractor. It is not clear at what point in the staffing vacancy process the contractor will be subject to default by the Government. If the contractor diligently pursues the filling of vacant positions in accordance with the Section H clause and PWS para 1.28.2, then it should not be subject to default. Default should only be considered if there is negligent action of the contractor in filling the position which causes a delay in filling the vacancy. Recommend the Government establish reasonable parameters for invoking a default termination process such as considering when a default process will be invoiked and whether the delay is due to the contractor's negligence.

The disincentive is included to ensure that the PWS requirements will be met as proposed in the Offeror's staffing plan, which will be incorporated into the contract.

Subparagraph "ii" states "For cost reimbursable CLINs, list the CLIN number and propose the costs established by the Government as found in RFP Attachment 4 CLIN Schedule Worksheet." Section J Attachment 4 identifies travel as $0, but the CLIN type states Cost - NTE. Please clarify the NTE value.

NTE value will be included in final RFP

Technical Assistance (TA), Engineering Assistance (EA), Emergency Depot Level Maintenance (EDLM) and Urgent Depot Level Maintenance (UDLM)

Contract support is still provided by the SPO, no "official" Depot maintenance requests have been requested.

The base period CLINs are only for 5 months. Please explain.

Base period of five months is correct. This is done to move the beginning of option periods away from fiscal year changes.

The Deleted Attachments.txt file included in the SAM zip file posted on September 18, 2020 states “This notice contains deleted attachments. Below are the filenames:”

Yes, no additional draft RFP is anticipated.

The Government stated “The Government will make every effort to answer every question. If, however, once the final batch of Q&A is posted you do not find the answer to your question, you may send follow up or additional questions in writing to the Lead Contracting Officer, Kim Limón, at kim.limon@spaceforce.mil with a courtesy copy to Diana Cramer at diana.cramer.1@spaceforce.mil. Unless otherwise posted, the opportunity for additional questions will close on 14 October 2020.”

May offerors submit additional questions after 14 October 2020; for example, to provide a question regarding an item in the final RFP?

The Government anticipates additional time for questions will be allowed after the final RFP is posted.

The GVT will provide some initial training. What training and availability? We would be looking at incumbent personnel and capturing their training records. Who will provide the initial training - the Incumbent? Or is the GVT able to provide? To transition in effectively and efficiently.

ICS personnel will provide over the shoulder training during Phase In.

The prior draft PWS included Section 2.3.3. VEHICLES. Is the Contractor to provide all vehicles, vehicle support, and maintenance needed in performance of PWS requirements at Contractor expense at Sensor Site 1, or are vehicles and the associated services provided by the Host? If the contractor is to provide, are there any specific vehicle registration, licensing, or insurance requirements for Sensor Site 1?

Current draft PWS should be referenced. The IAA in the Bidder's Library identifies vehicle support. Most people either walk or use bicycles. Golf Carts are also used.

The information contained herein is deemed correct as of this date.

It is incumbent on Offerors to continue to research the information, and no guarantee is implied that this information will not become obsolete or change.

The Government assumes no liability for any costs incurred by Offerors during proposal preparation.

The PWS Section 2 introduction states that all requirements and sub-paragraphs apply to both the SOC and Sensor Site

1. The PWS paragraph 2.4.3.2 requires the contractor to assign a local primary and alternate ISSO. Please confirm whether this means that primary and alternate ISSOs are required at the SOC and separate primary and alternate ISSOs are required at Sensor Site 1.

YES - coverage is required for both sites, but it will be up to the Offeror to propose coverage. The final PWS language should provide clarification.

The PWS states the requirement to perform SF Performance Work Statement (PWS) duties on 24-hours-a-day, 7-days-a-week (24/7) year round for Det 4 and SOC 1 “subparagraphs”. Can the government clarify that Det 4 and SOC 1 are the only 24/7/365 work centers?

This acquisition effort is for O&M at two GSUs. IAW the PWS, 24/7/365 is required at both locations.

There appears to be discrepancies between the Draft Attachment 4, CLIN Schedule Worksheet, Draft RFP Schedule B and Section M, Factor 2 – Price with regard to the requirement for Termination Costs.
