About this file
This is a Solicitation Evaluation Criteria document issued by the State of Nebraska Department of Health and Human Services for the selection of a Nebraska Medicaid Enrollment Broker service contractor. The solicitation number is 125920 O3, with an opening date of September 30, 2026, at 2:00 PM. Responsive proposals must address five mandatory requirements: a Corporate Overview, a Technical Response, a completed Cost Sheet, completed Solicitation Sections II through IV, and a manually signed or DocuSign-executed Contractual Agreement Form. Proposals failing to meet these mandatory requirements may be deemed non-responsive and excluded from further evaluation.
Evaluation of responsive proposals will be conducted across three primary categories with a maximum total of 100 points, plus an optional 20 points for vendor demonstrations if required, for a potential total of 120 points. The Corporate Overview will be scored on 25 points, the Technical Response on 55 points, and Cost on 20 points. Cost points will be awarded using a comparative formula in which the lowest realistic cost submitted receives the maximum 20 points, with other proposals scored proportionally using the calculation: (Lowest Cost Submitted ÷ Cost Submitted) × 20 = Cost Points Awarded. This methodology ensures that cost evaluation accounts for both realism and reasonableness while maintaining proportional scoring across all bidders.
