About this file
This is a Solicitation Evaluation Criteria document for the Nebraska Medicaid Enrollment Broker service contract issued by the State of Nebraska, Department of Health and Human Services. The solicitation opens on September 30, 2026, at 2:00 PM. Responses must include a Corporate Overview, Technical Response, completed Cost Sheet, completed Solicitation Sections II through IV, and a manually signed or DocuSign-executed Contractual Agreement Form to be considered responsive and eligible for further evaluation.
Evaluation of responsive proposals will be conducted across three primary categories with a maximum of 100 points, plus an optional 20 points for vendor demonstrations if required, for a total possible score of 120 points. The Corporate Overview section is worth 25 points, the Technical Response is worth 55 points, and Cost is worth 20 points. Cost points are awarded using a comparative formula where the lowest cost submitted receives the maximum 20 points, and all other bids are scored proportionally using the calculation: (Lowest Cost Submitted ÷ Cost Submitted) × 20 = Points to Award. This methodology ensures cost evaluation accounts for both realism and reasonableness in pricing.
