About this file

This is a Performance Measures attachment for a Nebraska Medicaid Enrollment Broker contract issued by the State of Nebraska Department of Health and Human Services. The document outlines the performance standards and associated monetary penalties that the selected Enrollment Broker must meet across multiple operational categories. Key performance areas include system and operational readiness, staffing requirements, data and report delivery, interface file processing, provider file updates, enrollment database management, and member MCO enrollment communications. Additional performance metrics address call center operations such as average speed to answer (not to exceed 30 seconds), hold time (not to exceed 2 minutes), call abandonment rates (not to exceed 5%), and blocked call rates (not to exceed 1%). The contract also specifies performance requirements for member and MCO call callbacks within one business day, mailing deadlines for enrollment notices and outreach packets, web portal availability (99% uptime 24/7 except for approved maintenance), and operations restoration within 72 hours following interruptions subject to force majeure provisions.

Penalties for non-compliance range from $100 per hour for minor delays in processing provider files to $5,000 per calendar day for late system readiness or operational readiness failures. Call center performance penalties are assessed monthly at $500 per second above the 30-second speed-to-answer threshold and $500 per minute above the 2-minute hold time threshold. Mailing deadline violations incur $500 per occurrence, while web portal availability shortfalls result in $2,500 per percent below the 99% requirement. The contract includes provisions for Corrective Action Plans that the Medicaid Long-Term Care program will monitor and enforce, with timelines established to bring the Enrollment Broker into compliance with state and federal regulations. Notably, any influence by the Enrollment Broker or its subcontractors to direct members to join a specific MCO carries a $5,000 penalty per member.

125920 O3 Nebraska Medicaid Enrollment Broker Attachment 1 - Performance Measures
