About this file

This Addendum Five Q&A document is part of the Nebraska Medicaid Enrollment Broker solicitation (RFP 125920 O3) issued by the State of Nebraska Department of Health and Human Services. The addendum clarifies the revised proposal due date of October 21, 2026, at 2:00 PM Central Time, confirming that timing for bid submissions remains unchanged from the original schedule. The solicitation seeks an enrollment broker to serve Nebraska's Medicaid Managed Care Program, delivering services including choice counseling, member enrollment processing, managed care organization auto-assignment and disenrollment, provider directory maintenance, call center operations, member and provider education, data reporting, and program integrity functions. The initial contract term is five years commencing October 1, 2027, with an option to renew for one additional three-year period. The contract requires compliance with CMS Medicaid certification outcomes, 99% web portal uptime, call center speed-to-answer standards not exceeding 30 seconds, and hold times not exceeding 2 minutes.

The addendum addresses eight technical questions submitted by potential bidders regarding the cost proposal template, specifically correcting formula errors in cells H17 and H18, removing redundant rows 21 and 30, correcting formulas in rows 20, 21, 29, and 30 to properly calculate total pricing, and adding a formula to sum all option year pricing. Bidders also sought clarification that the cost proposal includes five option years consistent with the RFP structure and confirmation that a fixed implementation price will be provided based on the cost proposal submission. Scoring includes 25 points for Corporate Overview, 55 points for Technical Response, 20 points for Cost (calculated using a comparative formula with the lowest realistic cost receiving maximum points), and an optional 20 points for vendor demonstrations. The intent-to-award date is October 20, 2026, with contract finalization between November 4-12, 2026, and official contract award on November 13, 2026.

Question State Response

1. Schedule of Events n/a Please confirm that the time of the events has remained unchanged and only the dates have moved (i.e., proposals remain due at 2:00 PM Central Time, etc.).

Our bid opening/when the bids are due will be at 2:00 PM still, just on a different day, October 21, 2026.

2. Cost Proposal n/a The total base contract price in cell H17 of the operations tab appears incorrect. Why does it include “c17*6+d17*6” as part of the calculation? It appears by removing this part the total calculates correctly.

3. Cost Proposal n/a The total base contract price in cell H18 of the operations tab appears incorrect. Why does it include “c18*6+d18*6” as part of the calculation? It appears by removing this part the total calculates correctly.

4. Cost n/a Please remove rows 21 and 30 since they are redundant (planned member volume and 350,000 are the same number)

5. Cost n/a All of the formulas in rows 20,21,29, and 30 appear incorrect. We believe they should be the sum of 1 member*PMPM*12 + 349,999 members*PMPM*12.

SPB Form 26 Last Revised 4-17-2025

This addendum will be incorporated into the solicitation.

6. Cost n/a The new cost proposal includes 5 option years but the RFP indicates that there are 8. If the RFP is correct, please correct the cost proposal.

7. Cost n/a The total price for all option years is not calculating.

Please include a formula to sum the option year pricing.

8. Cost n/a Please confirm that bidders will be paid a fixed implementation price based on the proposed cost included on the implementation tab of the cost proposal.
