About this file

This document is a template for a Small Business Subcontracting Plan, which is required by Federal Acquisition Regulation (FAR) 52.219-9 for federal contract opportunities. The template provides guidelines for contractors to develop subcontracting plans that specify goals for subcontracting with small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses.

The template outlines the required elements of a subcontracting plan, including the types of subcontracted products/services, the method used to develop subcontracting goals, the identification of potential small business sources, the inclusion of FAR clause 52.219-8 in subcontracts, and the requirement to cooperate in studies and submit reports on subcontracting achievements. The template also includes assurances that the contractor will make a good faith effort to utilize the small businesses identified in the proposal, pay small business subcontractors on time, and not prohibit subcontractors from discussing payment or utilization issues with the contracting officer.

SMALL BUSINESS SUBCONTRACTING PLAN (Template)

(Note: this template is a guideline and should be used in conjunction with FAR 52.219-9)

The following is a suggested model for use when developing subcontracting plans as required by P.L. 95-507 and implemented by Federal Acquisition Regulations (FAR) Subpart 19.7. While this model plan has been designed to be consistent with statutory and regulatory requirements, other formats of a subcontracting plan may be acceptable; however, failure to include the essential information as exemplified in this model may be cause for either a delay in acceptance or the rejection of a bid or offer when a subcontracting plan is required. Further, the use of this model is not intended to waive other requirements that may be applicable under statute or regulation. "SUBCONTRACT," as used in this clause, means any agreement (other than one involving an employer-employee relationship) entered into by a federal Government prime contractor or subcontractor calling for supplies or services required for performance of the contract or subcontract. *The listed assurances and agreements are merely the required baselines to guide the offeror in developing their plan. The offeror should not make any assurances that they cannot promise confidently.
