About this file

This document is an amendment to a solicitation (Request for Proposals) for the LONG-BASELINE NEUTRINO FACILITY IN-LINE SAFETY VALVES project (Solicitation No. RFP LBNF-357777-JD). The amendment provides answers to two questions from offerors, including the provision of two missing files (F10028330.17_Cryostat HD.pdf and F10028330.18_Cooldown.pdf) and clarification on the project schedule. The current plan is to award the subcontract by November 30, 2024, with work to begin as soon as the subcontract is signed. The final delivery for the VD cryostat is required by February 2026, and for the HD cryostat by August 2026, though earlier deliveries are encouraged. The scope of the RFP includes the engineering, manufacturing, packing, and delivery of the internal cryogenics piping systems for the first two LBNF cryostats to the project warehouse near the Sanford Underground Research Facility in Lead, SD. The project is being procured by the Department of Energy's Fermi National Accelerator Laboratory.

AMENDMENT NO.

DATE OF AMENDMENT:

September 23, 2024

SOLICITATION NO.

RFP LBNF-357777-JD

DATE ISSUED:

October 11, 2024

PROJECT NO.

N/A

PROPOSAL DUE DATE:

Please see instructions below

TITLE OF PROJECT:

LONG-BASELINE NEUTRINO FACILITY IN-LINE SAFETY VALVES

Offerors must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:

1. By completing the Subcontractor Annual Representations and Certifications (SARC), or

2. By separate fax, letter, or email.

If by virtue of this Addendum you desire to change a proposal already submitted, such change may be made by email, provided such email clearly references the Solicitation number and this Amendment number and is received prior to the proposal due date.

Amendment No. 1 is issued to answer questions and to provide two missing files as follows:

Question No. 1: Please be advised that we have reviewed the files, and somehow it seems like some documents might be missing. Could you please let me know if the following documents supposed to part of the tender documents:

F10028330.17_Cryostat HD.pdf F10028330.18_Cooldown.pdf

Answer No. 1: The missing files have been provided with Amendment 1 and are now available on SAM.gov.

Question No. 2: Would it be possible to make estimated timeframe of the tender schedule? (intentional date to have fixed contractual starting date). Is there also a schedule for the project itself? The project schedule as per contractual package shows more or less the schedule approach, but there is no final delivery date or so mentioned within the request.

Answer No. 2: Our current schedule is to award the Subcontract by 30 Nov 2024. Work could begin as soon as all parties have signed the subcontract. Our project schedule includes final delivery for VD cryostat no later than February 2026. Final delivery for the HD cryostat is August 2026. However, earlier deliveries are encouraged and the RFP requests that offerors propose their best delivery date (stated in terms of weeks after contract award).

All other provisions remain unchanged.
