About this file

This is a Brand Name Justification Form (SF 1013) for the Bureau of Engraving and Printing (BEP) to procure Axis IP cameras and supporting equipment through a Blanket Purchase Agreement (BPA). The requirement covers camera systems for BEP's Western Currency Facility in Fort Worth, TX and Eastern Currency Facility in Beltsville, MD, supporting BEP's migration to a digital video system. The BPA will have a 12-month base period plus four 12-month options, for a total period of 5 years and 6 months.

The procurement includes specific Axis camera models (Q8752-E, Q2101-TE Thermal Camera, Q6010-E, Q6075-E, P3719-PLE, and others) along with supporting equipment like POE banks, mounts, and licenses. The acquisition will be conducted as a Women-Owned Small Business (WOSB) set-aside, with market research identifying over 2,600 potential vendors. Previous similar equipment was procured through NASA SEWP in FY21. A synopsis will be posted to the GPE around 10/10/2024, with proposals due 12/3/2024 and anticipated award by 12/17/2024. The justification for brand name is based on Axis Communications' proprietary technology, compatibility with existing systems, and BEP's critical physical security requirements.
