About this file
This is a Department of the Treasury SF 1013 Justification & Approval for FAR Subpart 13.5 Sole Source Acquisition document for OCIS2 Sensor Maintenance. The Bureau of Engraving and Printing (BEP) Office of Quality Operations requires a sole source contract with Authentix, Inc. for annual preventative maintenance and emergency repair of two (2) BPS 3000 OCIS2 sensors located at the Eastern and Western Currency Facilities. The contract will cover a base period from 09/25/2025 through 09/24/2026 with four (4) twelve-month option periods, extending potentially through 09/24/2030.
Authentix is deemed the sole possible provider due to their unique qualifications, including proprietary embedded intellectual property, specialized components, and exclusive rights to these sensors. The maintenance is critical to ensure daily operation of equipment used to manufacture Federal Reserve Notes and other security products. Market research was conducted in February and March 2025, and a notice was posted on SAM.GOV on 03/14/2025 seeking potential alternative sources, with no other vendors expressing capability or interest in the acquisition. The contract is being pursued under simplified acquisition procedures using 41 U.S.C. 1901 authority.
