About this file
This is a Treasury Standard Form 1013 (SF 1013) - Justification and Approval for Sole Source Acquisitions under FAR Subpart 13.5.
The Department of the Treasury, through the Treasury Common Services Center (TCSC) Procurement, is establishing a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract with Leased Housing Developers Company for facility maintenance and improvement services at the Government facility located at 200 3rd Street, Parkersburg, WV 26106. The need by date is June 26, 2026, with a period of performance consisting of one 12-month base period and four 12-month option periods. The Independent Government Cost Estimate (IGCE) totals $1,000,000.00, broken down as $200,000.00 per period (base plus four option periods). The contract will address maintenance and improvements for HVAC, plumbing system, electrical system, elevators, fire protection system, and vinyl wall coverings, with rates established at the base IDIQ level incorporating applicable wage determinations. The contractor is required to provide all labor, materials, equipment, tools, and supervision necessary for ongoing building system alterations.
The sole source justification is based on Leased Housing Developers Company being the only authorized maintenance provider under lease no. GS-03B-12083 and being the lessor/property owner. Market research conducted between January and February 2026 confirmed that mandatory sources (PPMS, UNICOR, AbilityOne, FM QSMO, and BIC solutions) could not provide the required services. The lease terms specify that the lessor is responsible for total maintenance and repair of the facility. An intent to sole source was posted to SAM.gov from January 30 through February 6, 2026, with no responses received. A previous IDIQ contract (Award #2033H618D00003) was awarded on August 10, 2018, with a not-to-exceed amount of $1,500,000.00 and expired August 8, 2023. The authority cited is 41 U.S.C. 1901 (Simplified Acquisition Procedures). The justification will be made publicly available on Contract Opportunities within 14 days after contract award for a minimum of 30 days.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The proposed contractor’s unique qualifications and the nature of the acquisition requires use of the authority cited as follows:
Leased Housing Developers Company is the only authorized maintenance provider according to lease no. GS-03B-12083. The proposed contractor is the lessor whose principal place of business is 200 3rd Street, Parkesburg, WV 26106 and owns the property. Therefore, the proposed source has the sole unique technical and other resources required for this acquisition.
6. A description of efforts to ensure that offers were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR subpart 5.2 and, if not, which exception under FAR 5.202 applies:
Due to the nature of this acquisition and the unique qualifications of the proposed contractor as described in section 5 above, the Government is unable to solicit sources at this time. The
Government will continue to seek competition for these services for subsequent acquisitions.
In accordance with FAR subpart 5.2, an intent to sole source was posted to SAM.gov, contracting opportunities from 01/30/2026 through 02/06/2026, and no responses were received. The justification will be made publicly available on Contract Opportunities within 14 days after contract award and posted for a minimum of 30 days, in accordance with FAR 6.301
(DEVIATION JUL 2025).
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The Contracting Officer will determine if the anticipated price(s) will be fair and reasonable based on the history of prices paid for these types of services and by considering applicable wage determinations. A comparison of the proposed prices received in response to the solicitation will be completed as well as a comparison of the proposed prices with the
Independent Government Cost Estimate (IGCE).
8. A description of the market research conducted (see FAR part 10) and the results or a statement of the reason market research was not conducted:
Market research was conducted by the Contract Specialist and Program Office between
January 2026 and February 2026. Mandatory sources of supply Personal Property
Management System (PPMS), UNICOR, AbilityOne, SPE-Designated Treasury Mandatory sources, FM QSMO, and Acquisition Gateway’s current Best-in-Class (BIC) solutions were searched. Market research indicated that mandatory sources could not provide the facility maintenance and improvement services required for this acquisition. The history of this acquisition shows that facility maintenance was previously procured through an IDIQ with the
Contractor who owns the facility or the lessor. Contract terms in lease no. GS-03B-12083 indicates that the lessor is responsible for the total maintenance and repair of the leased facility. The market research results support the Government’s determination to obtain these services on a sole source basis to the lessor, Leased Housing Development Company.
9.a Any other facts supporting this justification:
The procurement history indicates that an IDIQ contract for facilities maintenance and alterations was established through Award # 2033H618D00003. This IDIQ was awarded on 08/10/2018 with a period of performance of 08/08/2018 to 08/08/2023; the not to exceed amount was $1,500,000.00. It was solicited as a sole source to Leased Housing
Developers Company under lease no. GS-03B-12083.

10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition:
A synopsis of the proposed contract action was posted on SAM.gov, contract opportunities on 01/30/2026. The Intent to Sole Source requested that interested parties express their interest by providing a capabilities statement in writing to the Contract
Specialist. There have been no responses of expressed interest to the synopsis.
11. A statement of the actions, if any, the Requiring Activity or Contracting Activity may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
The Contracting Activity will continue to search the marketplace for potential sources. The requiring activity will continue to attend industry trade shows and other forums for purposes of seeking potential sources of supply.
Prior to award expiration, market research will be performed and may reveal that the terms of the lease have changed, which will allow competition and better pricing. In the event that the terms of the lease changes, the Government will reevaluate and determine whether the requirement can or cannot be competed. Approval of this sole source provides the Government with the necessary time to complete the evaluation process and make a new award.
