About this file
This is a Treasury Standard Form 1013 (SF-1013) justifying and requesting approval for a sole source acquisition under FAR Subpart 13.5 simplified acquisition procedures.
The Department of the Treasury, Bureau of Engraving and Printing (BEP) seeks to purchase original equipment manufacturer (OEM) wiper tank systems from Koenig & Bauer Banknote Solutions (K&B) for retrofitting to Super Orlof Intaglio (SOI) presses located at the Washington DC facility (DCF) and potentially at the Western Currency Facility (WCF). The contract will consist of one 12-month base year (August 30, 2026 – August 29, 2027) and three optional one-year periods. The upgrade is intended to reduce press downtime, decrease parts and chemical consumption, extend wiper roller lifetime, and maintain quality standards for U.S. currency production. The justification asserts that K&B is the sole source capable of providing the required expertise and proprietary hardware/software modifications, as incorrect specifications or installations could jeopardize the entire press and BEP's mission. K&B's warranty is contingent upon them manufacturing and installing the wiper tanks directly. Market research was conducted between June 2025 and April 2026, and a notice of intent to award a sole source contract was posted on SAM.gov on April 9, 2026 with a closing date of April 24, 2026, yielding no responses from competing sources. The Contracting Officer will determine fair and reasonable pricing based on evaluation of cost/pricing documents, historical pricing comparisons, and comparison with an IGCE (Independent Government Cost Estimate). The form indicates no IT requirements, no brand name designation, and no bridge contract is involved.

Treasury Standard Form – 1013 (Rev 12/24) Prescribed by Treasury: DTAP 1013.501
DEPARTMENT OF THE TREASURY
INSTRUCTIONS FOR SF-1013 - JUSTIFICATION & APPROVAL FOR FAR SUBPART
13.5 SOLE SOURCE (INCLUDING BRAND NAME) ACQUISITIONS
1. Identification of the requiring activity and the contracting activity:
The requiring activity is the Bureau of Engraving (BEP) Office of Production and the contracting activity is Treasury Common Services Center (TCSC) Acquisition Services.
2.a Nature and/or description of the action being approved:
The purpose of this sole source justification is to obtain approval to purchase original equipment manufacturer (OEM) wiper tank(s) systems for use on the Super Orlof Intaglio (SOI) press located in the Washington DC facility (ECF).
The period of performance for this contract will consist of one (1) 12-month base year and three (3) additional options:
Base Year: August 30, 2026 – August 29, 2027 Option One: August 30, 2027 – August 29, 2028 Option Two: August 30, 2028 – August 29, 2029 Option Three: August 30, 2028 – August 30, 2029 *Option two and three are for the same location and may be exercised at the same time 2.b Name of the vendor. Koenig & Bauer Banknote Solutions (K&B) 2.c Requisition No.: TBD 2.d Bridge contract: ☐ Yes ☒ No 2.e Brand name: ☐ Yes ☒ No 3.a A description of the supplies or services required to meet the agency’s needs:
The objective of this project is to enhance the existing SOI Press Wiper Tank(s) by retrofitting to the press. This upgrade is intended to meet operational, safety, and quality standards, as well as currency production requirements. The focus will be on retrofitting the current SOI press wiping tank with the aim of reducing downtime on the press; decreasing parts and chemical consumption; and extending the lifetime of the wiper rollers.
Initially, the upgrade will be applied to a single SOI 1 press at DCF facility. If successful after initial use period, there will be an option to retrofit the remaining three (3) presses. One (1) system is located at DCF and two (2) systems located at WCF. The upgrade will help ensure and sustain quality performance and operations at BEP.
The wiper tank(s) required for this requirement are proprietary to K&B. Furthermore, KBA only guarantees warranty performance if they manufacture and install the wiper tanks.
Because incorrect specifications or installations can jeopardize the entire press and the BEP mission, purchasing these units directly from KBA is essential to maintain warranty compliance.
3.b Includes IT: ☐ Yes ☒ No 3.c IGCE/Estimated dollar value (include period of performance breakdown):
4. Identification of the authority being used (Check the box that applies):
☒ 41 U.S.C. 1901 – Simplified acquisition procedures.
☐ 41 U.S.C. 1903 – Special emergency procurement authority.
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The proposed contractor’s unique qualifications and the nature of the acquisition requires the use of the authority cited as follows:
The proposed contractor is the OEM of the Intaglio Presses and owns the proprietary hardware, software, and algorithms that are used in the manufacture and upkeep of the presses.
Therefore, any changes that are required to the innerworkings of these presses must be completed by K&B as they are the only source capable of providing the expertise to guarantee no disruption in United States currency manufacturing.
The Intaglio presses under Contract TEP-04-0032 were purchased on 27 September 2004.
Should BEP continue operations with existing equipment, there is a risk of having increased downtime on the press and the ability to produce quality production.
In addition, K&B maintains the design and specifications for these wiper tanks and has the capability to make any additional required parts in-house with the correct specifications. OEM parts are designed and manufactured specifically for the presses, ensuring optimal fit and performance. Non-OEM manufacturers may not have the same level of expertise and specialized knowledge as the original manufacturer, which could lead to improper repairs or installations. Any attempt to use non-OEM parts will not only void any equipment warranty but may also damage the presses which would lead to additional repair costs or a complete replacement of the presses.
6. A description of efforts to ensure that offers were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR subpart 5.2 and, if not, which exception under FAR 5.202 applies:
In accordance with FAR subpart 5.2, a notice of intent to award a sole source contract under the authority of FAR subpart 13.5 was posted on the Government Point of Entry, SAM.gov on 09 April 2026 with a closing date of 24 April 2026. This notice afforded an opportunity for all responsible sources to submit a capability statement which would be considered by the Government. No responses were received.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The Contracting Officer will determine whether the anticipated price(s) will be fair and reasonable based on an evaluation of other than certified cost or pricing documents received from contractor, a comparison of historical pricing, as well as the proposed prices with the
IGCE.
8. A description of the market research conducted (see FAR part 10) and the results or a statement of the reason market research was not conducted:
Market research was conducted by the Contracting Officer and Program Office between June 2025 and April 2026. The results of the market research supported the Government’s determination to obtain these services under a sole source basis. Refer to the SF 1010 Market Research Summary Report for specific details.
