About this file

This is a Department of Treasury SF 1013 Justification & Approval for FAR Subpart 13.5 Sole Source Acquisition for suction drum replacement parts for banknote production equipment.

The Bureau of Engraving and Printing (BEP), through the Treasury Common Services Center (TCSC) Acquisition Services, seeks to procure original equipment manufacturer (OEM) suction drum replacement parts for the Super Orlof Intaglio (SOI) press located at the Fort Worth, Texas facility. The requirement encompasses a complete suction drum assembly with related mechanical components and includes options for up to three additional suction drum assemblies and associated spare parts to support future maintenance and sustain manufacturing operations. The sole-source vendor is Koenig & Bauer Banknote Solutions (K&B), the OEM for these proprietary components. The contract period of performance is September 30, 2026 through September 29, 2030. The requisition number is 165672, and the authority cited is 41 U.S.C. 1901 (simplified acquisition procedures). The Independent Government Cost Estimate (IGCE) is redacted in the document.

Market research was conducted between February 2026 and June 2026, confirming that no alternate manufacturers, distributors, or service providers can supply equivalent components. A notice of intent to award was posted on SAM.gov on April 9, 2026, with a closing date of April 24, 2026, yielding no responses from other sources. The justification notes that K&B is the only source possessing the expertise to ensure successful replacement parts due to the equipment's specialized design and proprietary specifications, and that OEM components are imperative for proper compatibility, operational reliability, and safety. The contracting officer will determine fair and reasonable pricing based on evaluation of non-certified cost or pricing documents, historical pricing comparison, and proposed prices against the IGCE.
