About this file
This document outlines packing and marking requirements for the Global Canine Support (GCS) IDIQ contract administered by the U.S. Department of State. The contract supports the Department's global protective and security mission through the deployment of canine teams and handlers to strengthen security posture. Key requirements include packing unclassified data according to best commercial practices and classified materials under the National Industrial Security Program. All reports delivered under the contract must be prominently marked with the contractor and Department information, date, and program office. Supplies for domestic shipment must be packed for acceptance by common carriers and safe delivery, while overseas supplies must meet international standards. A packing list accompanying each shipment must include consignor and consignee information, contract and bill of lading numbers, and item descriptions. The contractor must also notify the Department of any warranties according to FAR requirements. In instances where required materials cannot legally be shipped overseas, the Department will arrange shipment through State Department channels.
