IDIQ

Solicitation: GCS IDIQ - 19AQMM22R0127
Question and Answers - IDIQAmendment 2
Date:5/24/22
ItemDocument Reference (PWS, Attachments, Solicitation)Questions/IssuesAQM/Program Office Corrective Action/Response
1RFP Section L.1 and L.13.1.7Section L.1 cites DOSAR 652.219-70 Department of State Subcontracting Goals and requires that Offerors provide a SB Subcontracting Plan detailing the approach used to select and use SBs of multiple categories. Section L.3.1.7 requires that Offerors describe their approach to promoting SB/SDB participation in Volume 5 – Part 02. Please confirm that the SB Subcontracting Plan and approach to SB/SDB participation are distinct, or whether the approach can be integrated into the Plan. Also, please provide specific requirements the Plan must comply with, and confirm that it may be provided in Volume 5 Part-02.The SB Subcontracting Plan and approach to SB/SDB can be integrated into the plan and shall be provided in Volume V, Part 02. Requirements for the SB Subcontracting Plan can be found under FAR 19.704.
2RFP Section L.10Section L.10 states "Offerors are to submit all required proposal documentation on sequentially numbered 8-1/2" by 11" sized pages". For some figures and graphics, a fold-out sheet is required to maintain font size requirements. We respectfully request that the Government allow use of sharper fonts (e.g., Arial, Calibri) while maintaining legibility on a single page, or by allowing fold-out sheets where necessary.See Amendment 2 for the revised Section L.
3
RFP Section L.12Section L.12 PROPOSAL VOLUME COMPOSITION states:

“Each proposal shall consist of the following physically separate volumes:

• VOLUME 1 MANDATORY MINIMUM REQUIREMENTS & PAST PERFORMANCE

-Part 01 Mandatory Minimum Requirements
Section L, Mandatory Minimum Requirements Matrix
Can the USG confirm whether or not it is the USG’s intention for the Offerors to embed the Mandatory Minimum Requirements Matrix table within their Volume I PDF file, submit the Mandatory Minimum Requirements Matrix spreadsheet as a separate file, or both? The Mandatory Minimum Requirements Matrix is a distinct document that is part of the soliciation RFP package posted on SAM.gov and should be filled in and submitted as a separate and distinct document within Volume I Part 01.
4RFP Section 13.1.1 Additional Company Requirements 2.bThe instructions require that subcontractors providing any security services must be Members in good standing of ICoCA. Since ICoCA is an international organization whose members are primarily private security companies, can the USG please confirm that there are no security services required under the current Task Order and that the requirement for membership in ICoCA would apply to the prime, and only to subcontractors in the event they provides security services?Confirmed.
5RFP Section L.13.1.2.4The requirements state that the ‘Offeror shall include copies of all CPARS completed for each contract. One of the projects we propose to submit as a Past Performance project is for a commercial customer that does not provide CPARS but does have performance assessment and contact information provided in a different form. Is this an acceptable alternative?Yes.
6RFP Section L.13.1.2.4, Past Performance Relevancy, .c, .d., and .eThe Past Performance requirements require that Offeror provide a narrative description of how the work performed under the cited project is relevant to solicitation requirements. Subparagraphs c., d., and e. appear to correlate to security work in operating environments and are not directly applicable to the core PWS of this Solicitation. Would the Government consider including other elements that relate more directly to the PWS (e.g., number of canines trained and deployed, canine wellness program requirements, internal SOPs, etc.)?See Amendment 2 for revised Section L.
7RFP L.13.1.3.B.1 and B.2The language in Paragraphs B.1 and B.2 are very similar, with B.1 describing the requirements for an ‘electronic price proposal’ and B.2 describing requirements for a ‘price proposal’. B.2 mentions a ‘distinct tab and divider page’. Despite this language, could the Government please confirm that this proposal is to be submitted in electronic form only?Confirmed, the price proposal should be submitted in electronic form only.
8RFP L.13.1.3.B.3.3Could the Government please clarify what they intend by requiring Offerors to propose one profit percentage and one fee percentage? These terms are often used interchangeably.Profit is applied to fixed price requirements and Fee is applied to cost reimbursable requirements. These terms are not used interchangeably.
9RFP L.13.1.3.B.8.3This section conveys pricing requirements for the IDIQ, based on Attachment 17, Pricing Table 6, which is for labor only. The Government is requesting we identify total spend in dollars by any proposed subcontractor. This could be derived if the Government is requesting total labor dollars (as opposed to total dollars). Further, because there is no free-standing scope of work associated with the IDIQ itself, we are not in a position to allocate work share or compute dollars to be subcontracted. We request that Government clarify this requirement. If the Contractor plans to use subcontractors to fill certain Labor categories, then the proposed subcontractors need to be identified and included in the total labor dollar build-up in Attachment 17, Pricing Table 6 and identified in the Price Proposal Narrative per Section L.13.1.3.B.8.3.
10IDIQ PWS
Section C.7.2.ECould the Government please confirm that OCONUS-deployed veterinarians (X018) and veterinary technicians (X019) are deployed support (S) positions?Confirmed.
11IDIQ PWS
Section C.7.5, Use of ForceCould the Government please confirm that the requirements of C.7.5 do not apply to OCONUS-deployed veterinarians (X018) and veterinary technicians (X019)?Confirmed. See Amendment 2 for revised Attachment 01.
12IDIQ PWS
Section C.8.4Section C.8.4.6. states, “Report Lost, Damaged, Stolen, Missing, or Destroyed Government Property …. any lost, damaged, stolen, missing, or destroyed Government property, in accordance with section F-003, “Incident Reporting.” Can the USG please confirm the correct reference for “Incident Reporting"?See Amendment 2 for revised Section C.
13Attachment 01Section 1.1.C specifies that bios do not need to be resubmitted for incumbent personnel if they remain on the same labor category. Can the Government clarify whether revised bios would be required for incumbents remaining on their current labor category if the requirements for that labor category have changed under the new contract?See Amendment 2 for revised Attachment 01.
14Attachment 01Section 2.5.1.C outlining the Minimum Qualifications requirements for CONUS-based veterinarians states “[personnel] shall be licensed as a Doctor of Veterinary medicine (DVM or VMD in a minimum of one state in the US”. Many highly-qualified veterinarians in the US received their training and degrees in UK, Australia or select other countries and received a Bachelor of Veterinary Science (BVSC) degree, which is the full equivalent of a DVM or VMD in the US. We request the Government add ‘BVSC or equivalent degree’ after ‘DVM or VDM’ in the qualifications statement so as to avoid unnecessarily restricting recruitment.See Amendment 2 for revised Attachment 01.
15Attachment 05Section 3.1.A establishes emergency evacuation requirements. Please confirm that our Emergency Evacuation Plan and resources would only be required to evacuate canines from GCSC or offsite kenneling, but not both simultaneously? The Emergency Evacuation Plan should consider all possible scenarios for one, or both locations.

GCSC Task Order

Solicitation: GCSC Task Order - 19AQMM22R0127
Question and Answers - TOAmendment 2
Date:5/24/22
ItemDocument Reference (PWS, Attachments, Solicitation)Questions/IssuesAQM/Program Office Corrective Action/Response
16Task Order Attachment F StaffingGCSC Task Order - Attachment F - Pricing Table and GCSC Task Order - Section L Proposal Instructions indicate Canines are to be priced as Firm Fixed Price (FFP). We believe that canine procurement is better suited to Firm Fixed Unit Pricing (FFUP) because it alleviates the need to predict the number of explosives detecting canines (EDCs) to be procured over the course of the contract. A number of factors can affect the number of canines needed including canine illness, injury, behavioral problems and age/retirement. Annual forecasts can provide a much more precise estimate of the number of canines needed, affording the Government more flexibility, and derisking the purchase price from both Contractor and Government perspectives.
We respectfully request the USG consider utilizing FFUP for CLIN X214 (Canines)See Amendment 2 for revised Attachment F.
17GCSC Task Order Attachment B Staffing Table and Attachment F Pricing TableThe CLINs and positions (titles and numbers) in Attachment F are not consistent with those in Attachment B. For example:
-Attachment F includes two CLINs for External Kenneling Fees, one for Canines and one for External Kenneling. Please clarify the intended distinction, or confirm one CLIN is unnecessary
-Attachment F A&E does not include the following positions: Chief Veterinarian, Data Entry Specialist; Kennel Manager, Training Manager, Master Trainer. Could the Government please confirm their intent to exclude these labor categories from A&E pricing, or add them to the pricing table?
-Could the Government please confirm their preferred OCONUS staffing for the new contract?
-GCSC Task Order Attachment B Staffing Table cites 29 “Validation and Training Specialist (VTS)” positions, and does not list other positions contained in the IDIQ or TO pricing tables such as Kennel Manager, Master Trainer or Canine Training Specialist. Can the USG please clarifySee Amendment 2 for revised Attachment B.
18GCSC Task Order Attachment DThe deliverables table specifies that the Task Order Management Plan will be submitted with 30 days of TO award. Much of our technical approach will be submitted in the form of a TOMP. Does the Government anticipate providing feedback on the TOMP submitted with the proposal? The TOMP and the Technical Approach are two separate documents and will be evaluated separately.
19Section HSection H references a DD Form 254, but we could not identify where it was required to be submitted with the proposal. Would it assist the Government’s review if the DD254 was included in the submittal? If so, please advise best location for doing so.The DD Form 254 will be issued after award.
20Task Order Attachment A - Performance Work Statement (Section 3.0 A)Section 3.0.A of Task Order Attachment A - Performance Work Statement states that 'At the time the Contractor proposes on the task order, the prime Contractor shall submit a copy of a current Private Security Company (PSC) license issued from the appropriate Government of Iraq (GOI) regulating agency.'

Consistent with current operations, the only OCONUS operational requirements described in TO Attachment A are for veterinary services in US diplomatic facilities in Baghdad and Erbil. There is no mention of arming. We recognize that there may be a strategic interest in arming individuals under this contract at some point in the future (we note the inclusion of Canine Handler - Protection and Canine Handler - Guard in the IDIQ labor pricing) and that the requirement may emerge in future Task Orders. In that event, appropriate plans could be put in place at that time to complete the complex security licensing process as needed, without impacting mission imperatives.

As it is not required to perform the services described in the initial Task Order, we respectfully ask the Government to remove the security licensing requirement.

See Amendment 2 for revised Attachment A.
21Task Order Attachment A Section 5.2Emergency Personnel added to Section 5.2See Amendment 2 for revised Attachment A.
