Section 1GENERAL CONDITIONS
1.1Hiring of Incumbents

A. The U.S. Government’s interests in economy and efficiency are best served when there is a minimum of disruption to the delivery of services during the period of transition between a predecessor Contractor and a successor Contractor. Therefore, in order that the U.S. Government receives the benefits of an experienced and trained workforce familiar with the U.S. Government’s requirements for all awarded Task Orders (TO), the Contractor is encouraged to employ qualified incumbent employees of the predecessor Contractor to perform in the same positions at the same location under a successor TO throughout the transition period.

B. If incumbent personnel fail to meet successor TO qualifications, then the successor Contractor can hire said incumbent personnel with the condition that position qualifications must be met within transition period. Failure to meet all of the qualifications of the position within the 180-day timeframe makes the employee unqualified for the position and the contractor shall notify the COR, and remove the employee from the position.

C. Personnel that are bio-approved for an existing position description under the predecessor contract are considered fully qualified for that position description under the Global Canine Services (GCS) contract, as long as the position descriptions did not change. All individuals submitted to fill position descriptions established under the GCS contract must meet all training and security vetting requirements (security clearance, public trust determination, RSO vetting approval) prior to providing services on this contract.
