About this file
This document contains responses to questions from offerors regarding a solicitation for the Department of State's Global Canine Services Indefinite Delivery Indefinite Quantity (IDIQ) contract and related Global Canine Services Contractor (GCSC) task order.
The solicitation seeks fully burdened hourly labor rates for canine handler teams to support the Department of State's global security mission. Questions were asked regarding how compensation costs such as hazard pay and post differential should be presented given differences in what is included in the IDIQ ceiling rates versus the firm-fixed unit prices required for the task order. The government clarified that the task order prices should equal the associated IDIQ rates minus any discounts, plus all costs of providing the required positions as outlined in the solicitation. Offerors also asked how changes to task order contract line item values would be handled, and the government referred to an amendment providing revised contract terms.
The document provides responses to offerors to clarify pricing requirements for the Global Canine Services IDIQ contract and initial task order.

GCSC Task Order - Section L Proposal Instructions B.4(4)
Attachment 17 - IDIQ Pricing Schedule, Compliance Checklist IDIQ B.4(4) States that "Each proposed NTE fully-loaded hourly labor rate shall consist of a proposed unloaded hourly rate, any labor-related direct costs (e.g., any fringe benefits, bonuses), applicable indirect costs, and profit. It shall not consist of any other costs, including other compensation costs like post hardship differential pay and danger pay. See Section B.4."
Task Order Section L (L.7.E.2.a) states "This is firm-fixed unit price (FFUP) that includes fully burdened hourly labor rates. The labor portion of the FFUP shall not exceed the Offeror’s current not-to-exceed (NTE) fully burdened IDIQ labor rate per labor category. The FFUP shall also include all costs associated with providing the positions, including but not limited to direct labor, uplifts/bonuses, training, travel, taxes, insurance (including DBA), other direct costs, indirect costs and profit. "
| When compensation-related costs such as post differential and hazard pay are added to Task Order labor rates, they exceed the corresponding ceiling rates we are proposing at the IDIQ level (which specifically excludes compensation costs - see L.13.1.3.B.4(4)). Can the government please clarify how it prefers these labor rates to be presented when the build-ups are not the same? | The FFUP for the task order is the sum of the associated NTE fully burdened IDIQ labor rate minus any discounts, plus fully burdened costs associated with providing the position as described Section L.13.B. | |

| How will the government handle increases or decreases to the value of the firm-fixed price CLIN values? | See Amendment 4 for revised Section H. |
