A) Mission.
Engineering Service’s mission is the total oversight and management of the environment of care, as it pertains to the physical infrastructure and base plant operations, at the Joliet Community-Based Outpatient Clinic (CBOC). Engineering support is for customers that include, but are not limited to, patients, visitors, clinic staff and administrative employees.
B) Goals
The goal of this project is to perform all the necessary requirements to demolish and remove the remnant structure left behind from the Silver Cross Hospital demolition, repair the north wall, replace the roof, convert the existing boilers to a hot water system, and upgrade the Air Handling System. The new AHU’s will be installed in a newly constructed penthouse above the existing ambulance bay and will be capable of supplying 100% Outside Air to the CBOC. In addition, the property to the North of the Joliet CBOC will be developed to create a new Employee Parking Lot with access to a new basement level entrance.
C) Current Conditions.
The Joliet Community-Based Outpatient Clinic (CBOC) is located at 1201 Eagle St, Joliet, IL 60432. The north end of the Joliet CBOC abuts the south end of the former Silver Cross Hospital complex. The Silver Cross hospital complex has been demolished and only a remnant structure remains adjacent to the north wall of the Joliet CBOC. There are two wall conditions along this northern border that separate the two properties. See Attachment 2.
The first wall condition (Condition 1) consists of two separate walls with a 3-foot wide chase between them. The north wall is of load-bearing masonry construction of Joliet limestone designed to support a building upwards of 5 stories in certain sections. The south wall is constructed of a single-wythe of an interior grade concrete block. The wall sits on its own foundation and has a brick ledge. The concrete block wall extends upward to the underside of the roof deck. The roof deck extends across the chase with the flashing tied into the north limestone wall.
The second wall condition (Condition 2) occurs in the northeast corner of the Joliet
CBOC’s north vestibule area. There is one, singular wall which separated the CBOC from the Silver Cross hospital complex.
The Joliet CBOC vertically consists of a main level and basement. There are several rooms and spaces that line the boundary walls on both levels. On the main level rooms and spaces impacted by the Condition 1 walls are stairway No. 2, elevator 1, an FMS/Engineering storage room, electrical closets, a soiled utility room, and two sound booths and their corresponding control rooms. On the main level rooms and spaces impacted by the Condition 2 walls are the vestibule and egress corridor. On the basement level rooms and spaces impacted by the Condition
1 walls are stairway No. 2, elevator 1, an FMS/Engineering storage room, the elevator equipment room, the HBPC shared office space, one HBPC phone room and three offices of which two are currently vacant. There are no rooms or spaces which line the Condition 2 walls at the basement level. That portion of the basement is unexcavated space.
The land surrounding the Joliet CBOC consists of the remnant Silver Cross structure, and five parking lots. The Joliet CBOC and Silver Cross Hospital were physically connected to each other. The majority of the Silver Cross hospital was demolished in 2018. Due to the connection of the two structures and the impact the demolition was having on the adjacent CBOC, Silver Cross left a remnant structure partially demolished at the north end of the CBOC. This multi-level structure projects about 70 feet north of CBOC’s northern property line. There is debris hanging from the structure and on the ground of the surrounding area. A 6’ chain-link fence with a dust screen and two 10’ wide gate entrances surrounds the structure and limits access. See Attachment 2 for current site photos. There are three patient parking areas, located to the east and south of the Joliet CBOC. A fourth parking lot for employees is located west of the CBOC, across Walnut St.
See Attachment 1 for locations.
D) Justification.
The roof and north wall of the Joliet CBOC must be repaired once the remnant Silver
Cross structure is completely demolished. Project 578-371, Fence and Tarp the Joliet CBOC was implemented as a short-term solution to protect the Joliet CBOC North wall from weather conditions. This project will be a permanent solution. This project will correct FCA deficiencies as follows:
1) #365118 Exterior Walls which was graded as a “D”.
2) #364130 Roof which was graded as a “F”.
3) #364131 Roof which was graded as a “D”.
The Joliet CBOC does not have adequate parking to meet its current patient, visitor, and staff demands by either the Hines Parking Study or the SCIP Parking Model. Staff parking is located across a busy street from the CBOC. The CBOC reports 820 near misses with 164 close contacts for staff crossing the street in 2018.
The Joliet CBOC has been cited as deficient with VHA Directive 1810. See Attachment
18. To address these deficiencies, the Joliet CBOC will convert from a steam system to hot water heating.
The 2021 update to the VA HVAC Design Guide included revisions for ‘pandemic mode’ operation at VA facilities. This mode included a requirement for 100% Outside Air (OA).
In order to meet these new requirements, the AHUs at the Joliet CBOC will be upgraded and relocated to a new, self-supporting penthouse structure located above the ambulance bay drive-thru.
E) Objectives.
The objectives of this project are to:
1) Demolish and remove the remnant structure left over from the Silver Cross Hospital demolition.
2) Replace the Joliet CBOC roof and repair the north wall.
3) Construct a north egress to the existing CBOC north vestibule.
4) Develop the land north of the CBOC
a. Construct sidewalks, site lighting, call boxes and landscaping
b. Construct ADA compliant parking with access from Walnut Street
c. Modify the landscaping to provide for proper drainage due to the severe grading at the north end of the site.
5) Reconfigure existing parking to place ADA compliant parking closer to the building.
6) Remove the steam boilers in the boiler plant and install hot water heaters.
7) Construct a new penthouse above the ambulance bay drive-thru and install new
AHUs; replace existing ductwork as necessary.
8) Demolish the existing AHU’s in the CBOC basement mechanical room.
9) Perform the work in a manner least likely to interfere with the daily operations of
Joliet CBOC patients and staff.

G) Requirements.
Where a conflict exists between the Statement of Work (SOW) requirements and the requirements of other associated contract documents, the SOW requirements shall prevail.
This SOW presumes the Contractor will not need access to the Hines or Joliet LAN or any VA Sensitive Information to execute the contract.
The awarded Contractor will adhere to all codes, standards, guidelines, and design requirements found in the Specifications Book, Attachment 14, and the VA’s Technical Information Library (TIL) including but not limited to the following:
1) Pre-bid site visit:
