1 The Opportunity

1.1 Project Summary

The City of Long Beach (City) is seeking proposals for Managed Print Services (MPS) to implement a single source vendor contract with the ultimate goal to consolidate vendors, services, and technology for approximately 415 owned and leased Multi-Function Devices

(MFDs) and single function printers at various City locations. In addition to the current 415 vendor managed devices outlined in this Request for Proposals (RFP), the City also has various non-managed desktop printers and MFPs that may become a part of the resulting contract and MPS services. The City is looking for a single source Managed

Print Services provider with experience in managing large business accounts. The current production print center is not part of the scope of this RFP.

1.2 Background

The City has conducted an extensive assessment of the City’s current printing processes, existing leases, and service contracts, and identified requirements for future printing needs. The recommendations from this analysis were used as the basis for this RFP to improve processes by implementing a strategic Managed Print Services program, as well as to assist with facilitating the RFP and resulting change management plan. Details of the

City’s findings and recommendations are included in this RFP.

The City of Long Beach employs over 6,000 full-time employees across its various departments and agencies. The City of Long Beach has over 23 distinct departments that handle various municipal services and operations. Some of the major departments include:

• Police Department

• Fire Department

• Public Works

• Parks, Recreation and Marine

• Development Services

• Health and Human Services

• Library Services

• Financial Management

• Energy Resources

• Harbor Department (Port of Long Beach)

Managed Print Services | RFP - TI-24-388 | Template v04.20.23 | 4

These departments are spread across multiple locations throughout the city. The main administrative offices and departments are located in the Civic Center area, near Ocean

Boulevard and Magnolia Avenue. However, many other facilities and offices are dispersed in various neighborhoods. For example:

• Police and Fire stations are strategically placed across Long Beach.

• Libraries and community centers are found in multiple neighborhoods.

• Public Works yards and facilities are located in industrial areas.

• The Port of Long Beach operates along the city's waterfront.

Over the last several years, the City has consolidated the fleet of MFDs and desktop printers under one vendor. The current contract is coming to a close in 2024 and the City is seeking proposals for a new contract.

The detailed analysis of current equipment by location, department, and device will be found in Appendix A.

1.3 Goals

The City anticipates, on average, a 30% cost savings to the departments by implementing the MPS Program which would result in an estimated $1 Million in savings over the 5-year term. The City is seeking a Contractor who will work within the City’s cost savings model and provide on-going validated cost savings reports on a per Department and Citywide basis. The goal of this RFP is to engage a Managed Print Service Contractor who will implement the change management plan and deploy state of the art print technologies while reducing the environmental impact of printing services Citywide.

1.4 Award Terms

Any contract awarded as a result of this RFP will be for a period of five (5) years with the option to renew for two (2) additional one-year periods. The total contract term will not exceed seven (7) years. The Awarded Contractor will work with City staff to finalize the department analysis of current in-place City Hall MFDs and printers, contract end dates, and plan for implementing new technologies and services in 2024.
