About this file
This is Amendment One to Request for Proposals #31786-00187 issued by the State of Tennessee, Department of Finance & Administration, Division of Benefits Administration, which updates the schedule of events for the procurement of administrative services as a third-party administrator (TPA) for The Tennessee Plan, a self-insured supplemental medical insurance program serving Medicare-eligible state retirees. The RFP was originally issued on September 23, 2025, with a pre-response conference scheduled for September 30, 2025, at 1:00 p.m. central time. Respondents must submit a notice of intent to respond by 2:00 p.m. on October 1, 2025, and written questions and comments by 2:00 p.m. on October 8, 2025, with the State providing responses on October 30, 2025. A second round of written questions and comments is permitted on or before November 6, 2025, limited to no more than five questions per respondent, with State responses due December 3, 2025. Proposals are due by 2:00 p.m. on December 10, 2025, followed by State technical evaluations to be completed by January 15, 2026, and cost proposal opening and scoring scheduled for 2:00 p.m. on January 16, 2026. Optional negotiations are scheduled for January 23-27, 2026, with a notice of intent to award to be released on February 26, 2026, at 2:00 p.m., followed by the end of the protest period on March 5, 2026. The contractor must sign the contract by 2:00 p.m. on March 13, 2026.
The evaluation methodology allocates 10 points for general qualifications and experience, 40 points for technical qualifications and approach, and 50 points for the cost proposal. The current incumbent is UMR, Inc., with the existing contract expiring on June 30, 2028. The plan serves approximately 48,059 members as of July 2025, which has grown from approximately 23,642 members in 2007, with consistent annual increases of 1,500-2,000 members. Annual claims costs have increased at approximately 4% per year. Compensation will be structured through monthly per-member-per-month (PMPM) rates, with maximum contract liability determined by the best-evaluated cost proposal. The contract term runs from January 1, 2027, through December 31, 2031, with a claims run-out period extending through December 31, 2033, and implementation activities occurring from April through December 2026. While specific budget ranges are not explicitly stated in the amendment, claims history data suggests annual claims volume in the tens of millions of dollars. The RFP does not specify set-aside designations or restrictions on respondent types.
