About this file
This is Amendment Four to RFP #31786-00187, issued by the State of Tennessee Department of Finance & Administration, Division of Benefits Administration, which establishes the revised schedule of events for the procurement of administrative services to serve as a Third-Party Administrator (TPA) for The Tennessee Plan, a self-insured supplemental medical insurance program for Medicare-eligible state retirees. The RFP was originally issued on September 23, 2025, with a pre-response conference scheduled for September 30, 2025. The amendment establishes a multi-round questions and comments process, with the first round deadline on October 8, 2025, a second round deadline on November 6, 2025 (limited to five questions), and a third round deadline on January 16, 2026 (also limited to five questions). The initial response deadline is December 10, 2025, with an optional second response deadline of February 6, 2026. Technical response evaluations will be completed by February 26, 2026, followed by cost proposal opening and scoring on February 27, 2026. Cost negotiations are optionally scheduled for March 3-5, 2026. The State intends to release its Notice of Intent to Award on March 26, 2026, with the protest period ending April 2, 2026. The contractor signature deadline is April 10, 2026, and the contract term runs from January 1, 2027, through December 31, 2031, with a claims run-out period extending through December 31, 2033.
The evaluation methodology allocates 10 points for general qualifications and experience, 40 points for technical qualifications and approach, and 50 points for the cost proposal. Compensation will be based on monthly per-member-per-month (PMPM) rates, with maximum contract liability determined by the best-evaluated cost proposal. The current incumbent is UMR, Inc., with the existing contract expiring June 30, 2028. As of July 2025, The Tennessee Plan covers approximately 48,059 members, representing steady growth from approximately 23,642 members in 2007, with consistent annual increases of 1,500-2,000 members. Historical claims data indicates annual plan costs increase by approximately 4 percent, with total paid amounts in the tens of millions of dollars annually. The plan is exclusively available to qualified state retirees who began employment prior to July 1, 2015, and are eligible for Medicare Part A. The RFP does not explicitly state specific set-aside designations or restrictions on respondent types.
