About this file

This document is a justification for using other than full and open competition to acquire a video management system from Milestone for the Department of Veterans Affairs' project to renovate buildings 340 and 341 at the Dayton VA Medical Center. The justification cites the statutory authority to use other than full and open competition when only one responsible source can meet the agency's requirements. It states that the Milestone system must be used to integrate with the existing video camera system already in use across the medical center. The justification also notes that the solicitation will specify the Milestone Video Management System by brand name and will be publicized on SAM.gov, and that the contracting officer determined the anticipated cost to be fair and reasonable.
