About this file
This document contains a justification and approval for other than full and open competition for a federal contract opportunity to renovate primary PACT buildings 340 and 341 at the Dayton VA Medical Center. The project requires modifying and reintegrating the existing fire alarm system, including connecting additional devices into the existing hospital system to maintain proper fire protection. Only Edwards/EST manufactured components can be used for integration and maintainability purposes since this system is used throughout the medical center. Market research found no other manufacturers can provide addressable devices that are compatible with the Edwards/EST system for smoke detectors, heat detectors, and pull stations. The anticipated cost is determined to be fair and reasonable based on commercial marketplace pricing and competition. The solicitation will be publicized on SAM.gov.
