About this file

This document is a justification for other than full and open competition for a federal contract. The Department of Veterans Affairs Dayton VA Medical Center requires new door locksets as part of a renovation project for Primary PACT Buildings 340 and 341. Corbin Russwin locksets are currently used throughout the medical center campus for standardization purposes. A master key system utilizing seven pin Corbin Russwin cores is already established. Only Corbin Russwin locksets can accommodate this existing master key system. The justification cites authority under the Federal Acquisition Regulation to use other than full and open competition when only one responsible source will satisfy the agency's requirements. The contracting officer has determined the anticipated cost to the government will be fair and reasonable based on competition and commercial marketplace pricing. No barriers to future competition were identified.
